NPCC Response:
The NPCC does not hold information captured by your request. This is because at the time of your request, amendments to the draft minutes were requested and therefore, the full set of ratified minutes were held much later.
As a gesture of goodwill, the minutes have been amended and completed within the time parameter of providing a response to your request and I have sought a copy of the final minutes outside of the Act. The minutes are attached to this letter.
