Rules of the Wigan Cup Competition.

  1. The competition shall be called ‘The Wigan Cup Competition’. Any club within a twenty mile radius of Wigan shall be eligible to take part, by invitation only, in the competition providing that they are bona fide members of a County Football Association. The entrance fee per team shall be £25. This sum is subject to review annually and will be determined at the final committee meeting of each season for the following season. The fee must be accompanied by the competition application form.
  1. The cup shall be held one year by the winners, subject to Rule 16, and shall not become the permanent property of any club.
  1. The management committee of the competition shall have the entire control and management of the competition. Any committee member not attending two successive meetings, without an apology, then shall be deemed to have resigned.
  1. Clubs shall not scratch without the consent of the committee. Any club refusing or failing to play the tie on the date fixed shall be struck out of the competition and may be further dealt with.
  1. Unless by mutual agreement, the match must be played on the ground of the club drawn first in the tie. Semi-final ties will be played at neutral grounds where possible.
  1. Each competing team shall consist of playing members registered in the competition. A player shall be registered before the date of the commencement of the first round. No player, or players, will be allowed to play for any club in the subsequent game after the commencement of the first round unless the said player, or players, have been registered by the club at least FOURTEEN DAYS prior to the match of the tie in which the said club require him to play. The players of each team may be changed, but no individual shall play for more than one competing team in the same season. All substitutes must comply with this rule.

Substitutes from 20th July 2015.

A TEAM MAY, AT ITS DISCRETION, AND IN ACCORDANCE WITH THE LAWS OF THE GAME, USE UNLIMITED SUBSTITUTE PLAYERS IN ANY MATCH IN THE COMPETITION WHO MAY BE SELECTED FROM FIVE NAMD PLAYERS FROM THE TEAM SHEET. A PLAYER WHO HAS BEEN SUBSTITUTED HIMSELF BECOMES A SUBSTITUTE AND MAY REPLACE ANOTHER PLAYER AT ANY TIME SUBJECT TO THE SUBSTTUTION BEING CARRIED OUT IN ACCORDANCE WITH LAW 3 OF THE LAWS OF ASSOCIATION FOOTBALL.

  1. A list of all insured players the competing club or clubs intend to play in the competition MUST be submitted to the competition Secretary before the date of the first round of the competition. Clubs MUST MAKE APPLICATION to the Management Committee for any further addition of names to be registered on this list, who will allow registration or otherwise as they deem fit to any such application of the said club. All such applications must be in the hands of the Secretary on or before the 28th March of each year, after which no further applications will be entertained for the season. All player registrations and any additions to the list will only be sanctioned on the form to be supplied by the Competition Secretary. Applications shall be deemed to have been made when receivedby the Competition Secretary.

8.All matches shall be played according to the Laws of Association Football.

9. If two teams are drawn together whose colours clash, the visiting teams team shall change.

10. At the discretion of the management committee teams will be drawn into sufficient mini leagues of three teams each (or sufficient as to the requirements). These mini leagues will determine the quarter finalists in the competition. Each mini league will then have a draw for individual teams with each team playing the other two teams in their mini league.( or whatever the appropriate number may be.) Points will be awarded as follows, for a win three points and for a draw one point, for a loss nil points. The overall winner of each mini league will go forward to the quarter final of the competition.(Depending on the mini leagues structure two teams may go forward to the Quarter finals)

Should two or more teams in any mini league be equal on points then goal difference shall decide the winner. If goal difference is equal then goals scored will be counted, with the team scoring the highest number of goals winning. After this, the teams will be subject to a lottery and the first team drawn being declared the winner this team going forward to the quarter finals. The duration of each game in the mini leagues shall be not less than eighty minutes and extra time will not be played.

For the quarter finals a minimum of eighty minutes must be played and if at the end of normal time the scores are level the game shall proceed directly to penalty kicks as prescribed in the Laws of Association Football to determine the winner.Extra time will not be played.

In the semi final ties, ninety minutes must be played, and if at the end of normal time the scores are level the game shall proceed directly to penalty kicks, as prescribed in the Laws of Association Football, to determine the winner.Extra time will not be played.

In the final tie ninety minutes must be played and if at the end of normal time the scores are level the game shall proceed to extra time with fifteen minutes each way being played. If the scores are level at the end of extra time then penalty kicks, as prescribed in the Laws of Association Football, will be taken to determine the winner.

Otherwise the competition will be organised on a knock out basis, each game consisting of not less than eighty minutes duration in all rounds up to the semi finals and final where a minimum of ninety minutes must be played.

11.Both Clubs shall complete the Referees Report Form with the name of the players, including substitutes, representing their clubs, their score and the result of the game. Not more than FIVE substitutes per team shall allowed in a match, from the five listed whose names shall be given to the referee before the game commences. No substitutes shall replace a player who has been ordered off the field of play by the referee. In addition, both clubs shall complete the Referees Report Form, and return them to the Competition Secretary not later than seventy-two hours after the end of the match. Clubs failing to comply with this clause shall be fined £5.00.

12.The Management Committee shall appoint the referee for each tie. Neutral assistant referees may be appointed for all rounds and will be appointed in the quarter, semi and final ties. Where neutral assistant referees are used the costs of all officials shall be shared equally by both clubs in all rounds with the exception of the final tie. Where the referee is the sole official the home team is responsible for payment of the referees’ fee. No game shall be played unless controlled by a registered referee.The competitions sanctions only blackwith white trim as the appropriate referee’s kit colour. Teams therefore, will NOT be permitted to wear colours that clash with the officials.

13The fee payable to the referee shall be £30. Neutral assistant referees shall be paid £20. This fee will be reviewed annually at the final meeting of the season and will be applicable for the following season.It is the responsibility of the referee to return the match report form to the Competition Secretary within forty-eight hours of the end of the match.

14The arrangements for the semi final and final tie shall be in the hands of the Management Committee who shall take the whole of the match receipts after the payment of expenses which shall include the usual expenses of advertising, printing, trophies, refreshments, referees expenses in the final,ground hire and any other associated costs. Sixteen medals may be given to the winners and runners up at the discretion of the Management Committee providing the balance permits

15.Any objection relative to the ground, goal posts, crossbars or other appurtenances of the game shall be made to the Referees and captains before the time fixed for kick off. If possible, the fault(s) shall be remedied. No game can be called off except by the Appointed Match Referee who will inspect the ground prior to kick off. If the game is called off the referee and assistant referees are entitled to half fee and expenses. In the case of a sole referee this will be paid by the home club. If neutral referees have been appointed then the fees shall be borne by both teams equally as per rule 12.

16The eventual cup winners and runners up shall be presented with the trophiesafter the final tie for the purposes of presentation only. Due to insurance requirements, the trophies will then be retained by the competition who will arrange for safekeeping thereafter and shall have the trophies appropriately engraved.

17.All protests, claims or complaints, shall be in writing and sent to the Secretary of the Competition within forty eight hours, exclusive of Sundays, and shall be deemed to have been made when received by the Secretary. TWO copies shall be forwarded of the alleged offence or cause for complaint. The Secretary shall thereupon notify all parties concerned and inform them when such protest, claim or complaint will be heard or decided upon. No barrister or solicitor shall be allowed to represent the club unless they are the Secretary of the club concerned and their name appears in the official list of secretaries or in the rule book. A deposit of ten pounds (£10) shall accompany each protest, claim or complaint. In the event of such protest, claim or complaint, being upheld the offending side may be mulcted of all expenses necessitated by the inquiry and further dealt with. Complaints not being sustained, the deposit may be forfeited and paid over to the competition funds.

18.All questions of eligibility, qualifications of competitions interpretations of rules or laws shall be referred to the Management Committee whose decision will be final, subject to the Appeals Committee.

19.Any club or individual shall have the right of appeal against a decision of the competition and nothing elsewhere in these rules affects this right. Such appeal must be made in writing and TWO copies sent to the Secretary of the Lancashire F.A., within seven days of the appellant receiving written notice of the decision of the League and must accompanied by a deposit of thirty-five pounds (£35). On receipt of a bona fide appeal the Secretary of the Lancashire F.A., shall appoint a Board of Appeal comprising three members of the Lancashire F.A., none of whom are connected in any official capacity with any of the parties involved. The Secretary of the Lancashire F.A., will inform all parties involved of the date, time and venue for the hearing and will furnish such parties with copies of the protest or complaint and all other relevant documents.

The Board of Appeal will decide by whom the costs of the hearing shall be borne and shall also decide whether the deposit shall be returned or forfeited. The decision of the Board of Appeal shall be final and binding on all parties. No appeal shall be entertained unless the Board of Appeal is satisfied that the decision of the League is contrary to the rules of the League. If, in the opinion of the Board of Appeal, the penalties imposed are unreasonable or unjust, the Board shall have the power to vary them.

20.All matters not dealt with in the foregoing Rules shall bee governed by the Rules of the Management Committee.

Rules of the Jim Farrimond Trophy.

1.This competition shall be called “The Jim Farrimond Trophy”, in memory of the late Jim Farrimond. Teams competing in the competition shall be League representative sides. Each League shall be bona fide members of a County Football Association.
