Approval of Minutes- No corrections or additions to the January 20th Regular Board meeting and the January 27th Special Board meeting minutes as written.

M75 Motion made by Trustee Geist, seconded by Trustee Hedges, to approve the minutes of the January 20th and January 27th Board meetings as written. Roll call. All ayes. Motion carried.

Public Comment: None

REPORTS:

Cemetery – Tom Hunt – Report on file (gray) – Absent - No lots sold for the month of January and one full burial.

Code Enforcement Officer- Bill Rusby – Report on file (green) – No Building Permits issued for the month of January. Bill will be attending the FLBOA Code School in Rochester, March 16th through the 19th. Fire Inspections of businesses and places of assembly have been started.

DPW/Water Department – Bob Mauro – Report on file (blue) – No citizen concerns at this time. The strobe lights on the F450 truck had to be replaced. We are working to keep up with the snow removal from streets. With this extreme cold we have not been able to work on the new DPW building. To date we have used 113 tons of salt, which is about what we average for the whole season. There was a water break at 42 West Ave., but was inside their basement.

Our Badger meter reader is in-operable and we cannot get a new battery. The City of Canandaigua was kind enough to lend us their reader so we could get the water billing completed. We will need to consider updating our reader and billing system. We may be better off buying the whole package instead of trying to piece meal together what we are having problems with. We currently do not have a maintenance agreement with them. The issue will be tabled until the March meeting. Bob will call Blair and find out what a maintenance agreement would include and what the cost would be.

Book Center – Cathy Smith – Report on file (pink) – There were a total of three hundred thirty-five books checked out for the month of January. This included two hundred and sixty five Arkport owned books, twenty-eight books from STLS, and forty-two Interlibrary loan books. Fifty-three people visited the Book Center. One hundred forty-six children from Lisa’s Daycare

participated in story time through the month of January. People used 6 hours of computer time. Six volunteers helped out at the Book Center for the month of January. The lost book has been received in the mail. We have received a check from Steuben County for $1,106.00 for aid through STLS. Our bill from STLS was $1,628.00.

Treasurer – Rebecca Dennis – Report on file (white) - General Fund, Water Fund and the Capital Project Fund.

M76 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve Treasurer’s Profit and Loss Reports for January 2015 for the General Fund, the Water Fund and the Capital Project Fund, as distributed. Roll call. All ayes. Motion carried.

Old Business & Tabled Items:

Amendment to Cemetery Fee Schedule: Tom Hunt (Absent). Tom had a question from a tax payer regarding the cost of a burial lot. Currently our rules state “a Village resident pays $400.00 and a non-village resident pays $600.00”. The tax payer does not live in the Village and wanted to purchase two lots at the resident price. He felt if he paid taxes to the Village he should have the same rights. Tom is suggesting we change the rules to reflect property owners as well as Village residents. He also has suggested the Village increase the cost of the non-village resident lot to $650.00. It was decided to table the decision until the March meeting when Tom could be here to answer questions.

Proposed National Fuel Hook-up: John and Kristi Gemmel sent the Village a letter stating they would be interested in working with us to hook-up to National Fuel’s gas line. The cost to bring the line in for the Village will be $4,738.94, if both parties have the lines installed. The Gemmel’s would pay National Fuel for their portion.

Sale of Portion of Village Hall Building: It looks as though the attorney is on track to close the sale to the Fire District before the end of the Village’s fiscal year.

New Business:

Resolution#14-21 – Supplemental Appropriations to the 2014-2015 General Fund Budget:

·  Decrease Treasurer-Equipment $96.59; Streets-P/R $5,000.00; Park/ Ball Fields-P/R $1,000.00; State Retirement $34.25 and increase Clerk-Equipment $96.59; Garage DPW-P/R $6,000.00; Worker’s Comp. (GF) $34.25. No net change to budget.

M77 Motion made by Trustee Geist, seconded by Trustee Hedges, to approve Resolution#14-21 as read. Roll call. All ayes. Motion carried.

Water Purchase Contract – Town of Hornellsville: (Trustee Hedges) The contract with the Town of Hornellsville regarding Water District #4, needs to be extended to the term of forty years from the date of initial delivery.

Resolution#14-22 Authorization for Mayor to sign the contract with the Town of Hornellsville for Water District #4.

Salon 96 Spa “Run for The Wild” 5k walk/run April 12th 9:00am: Kristi Hawley from Salon 96 Spa sent a request for use of the Village streets for their annual fundraiser on April 12th.

M79 Motion made by Trustee Geist, seconded by Trustee Brewer, to allow Salon 96 Spa the use of the Village streets for their annual 5k walk/run on April 12, 2015. Roll call. All ayes. Motion carried.

Water Meter Reading System: Becky Dennis. This was discussed with the DPW report.

Ratification of Abstract #8, Voucher #242 thru #266, in the amount of $29,977.95.

M80 Motion made by Trustee Geist, seconded by Trustee Thompson, to approve ratification of Abstract #8, voucher#242 through #266 in the amount of $29,977.95. Roll call. All ayes. Motion carried.

Village Elections will be held Wednesday, March 18, 2015 in the Village Community Room, 12:00 noon to 9:00pm. Mike Brewer and Ezra Geist will be on the ballot for the positions of Trustee.
