LONGFIELD AND NEW BARN PARISH COUNCIL

MINUTES OF THE GROUNDS, LIGHTING & ENVIRONMENT COMMITTEE HELD ON MONDAY5th FEBRUARY 2007 AT 10.00 A.M.

AT LONGFIELD ANDNEW BARN PARISH OFFICE,

1.APOLOGIES FOR ABSENCE:

There were no apologies for absence.

2. DECLARATIONS OF INTEREST:

There were no declarations of interest.

3. CONFIRMATION OF MINUTES OF MEETING HELD ON 11THDECEMBER 2006:

The Minutes of the GLE meeting held on 11th December2006 were approved. The Minutes had been discussed at the Council Meeting held on 3rdJanuary 2007.

4.MATTERS ARISING:

i)Cllr Grainger brought up the issue of painting parking spaces in the car park at the Community Hall. After a discussion it was felt that it would not be necessary to proceed because of the many complications that arise.

ii)Cllr Butler confirmed the budget of £300 for planting the Whitehill Road for ground cover and screening along the bank. The Clerk informed the meeting that Plot 1 is no longer rented out and so it was agreed that this space be included in the planting scheme.

5.OVAL RECREATION GROUND:

i)After a discussion it was decided that the GLE Committee would wish to proceed with the Graffiti wall and that funding has been allocated. The Committee therefore recommend that the Parish Council Committee reconsider their proposal.

ii)Following the inspections carried out by RSS carried out on9thJanuary 2007, a report on the remedials to children’s play areas had been received. No action needs to be taken at this point.

6.COMMUNITY HALL:

i)The Clerk reported that discussions have been had with Mrs Liz Stephens from the Club Committee, who reported that the Club committee have not seen the letter sent from Longfield and New Barn Parish Council dated9th November 2006 to Mr John Clements, Treasurer,regarding settlement of outstanding invoices. The GLE Committee need to wait for the Club committee to respond. Cllr Grainger asked for the Clerk to contact Mrs Stephens to find out date of their next meeting when it will be discussed.

ii)Storm damage insurance claim – GLE Committee see no need to pursue an insurance claim. The Hall Management committee will need to look into its own insurance regarding the damage to their disabled ramp hand rail.

iii)The hall now has mains water supply since the Club reorganised the plumbing and now draw all their water from the mains. The water tank on the roof will be removed by them later in the year. The Clerk was asked to contact Mid Kent Water/Southern Water to establish number of water meters on the premises, for future reference.

7. COMMUNITYPARK:

i)Lighting quotation received from J C Electrical Ltd for Practice Pitch Lighting total quotation £15,885.00 plus VAT. And fencing quotation from Jacksons Fine Fencing for practice pitch, to supply and install £11,516.94 (inc VAT). The Council have already promised £10,000 from The Football Foundation. Cllr Grainger will produce a project report. Awards for All application to be sourced by Clerk.

ii)Play equipment report has been received from RSS for inspection carried out in January 2007. Since the report was issued damage has occurred to the climbing net. Clerk asked to contact RSS and ask for estimates for remedial works when report is produced and quotation for repair to damaged climbing net.

iii)A letter received from resident regarding dogs fouling on the football pitch was read and noted by the Committee. Clerk asked to a) communicate with Community Officer to monitor on the situation . b) Research appropriate signage.

8.ALLOTMENTS:

i)It was reported that an incident of fly tipping was reported at Whitehill Road

The Committee agreed to provide a combination lock and chain for the allotment tenants. The Clerk will continue to communicate with Ron Martin at DBC to ascertain responsibility for removal. The issue of promoting an Allotment Holders Assocation was voiced again and should be encouraged with the tenants. The Clerk will investigate further.

9.FINANCE:

i)Further to a letter from Kayley Phillips, Community Liaison Manager, Dartford and Gravesham, KCC the Committee will follow up The Small Community Capital Project Fund and Member Community Grants. To help with the expenditure on practice pitch at the CommunityPark.

ii)Quote from Landscape Services for Gang Mowing at parks to be accepted, except £416.03 for Oval recreation ground -16 cuts. As work is now done by rotary mower.

iii)Cllr Butler suggested the committee look to find an additional “handy person” to undertake additional gardening projects, which Mr Munday may not have time to do. Especially the planting at Whitehill Road. The use of Scouts for environmental projects was suggested but Cllr Grainger noted that appropriate supervision is important. The Clerk will contact a local gardener to ascertain interest.

10.PARISH PLAN:

Cllr Grainger reported that confirmation of the grant has been awarded for £2,040. Clerk was asked to write confirming acceptance and report to Council on Wednesday 7th February re; successful grant. Cllr Grainger will finalise the Questionnaire and copy to Clerks for final printing, once quotations have been received and agreed. Cllr Grainger has notified members of the Steering Group of the latest progress with the Parish Plan.

11.GORSEWOOD ROAD KISSING GATE:

The Clerk has received an updated quotation for works from Ian Paternoster. The GLE Committee recommends acceptance of the quotation of £778 plus VAT and £250 plus VAT.

12.DATE OF NEXT MEETING:

i)The next meeting of the Committee will be held on Monday 19thMarch 2007at 10.00 a.m. in the parish office
