APPROVAL OF MINUTES OF PARISH COUNCIL MEETING HELD ON 2ND August 2017 proposed McClure Cllr Bate, Seconded Cllr McClure. All in favour.

DECLARATION OF INTERESTS by members regarding items on the agenda: nONE
Public participation/questions or concerns relating to items on the agenda. – Phil Ruston from Connecting Cumbria addressed the meeting, he wants to arrange a Digital Inclusion Event in the parish, and the aim is to raise awareness about why Superfast Broadband is important for Social and Economic benefits and encourage upgrades in the parish.
ACTION:- Clerk to liaise with village halls regarding availability, parish newsletters/village hall and local groups for publicity. Event to be held Mon-Thurs evening in November.

- Make us a website have finally responded about the photo on AUPC website home page, they said we will need to take the photograph from a wider prospective that will not need to be cropped if we wish Newton Fell to be shown in the background.

LDNPA consider in the circumstances of the case, the application should not to be considered separately from the following:- reserved matters; layout and scale. Without the above reserved matters it is not possible to understand or make a full and proper assessment of the potential impacts and implications which a development on this site might have. In accordance with the provisions of Article 5(2) of the Town and Country Planning (Development Management Procedure) Order 2015 we therefore notify you that we are unable to determine the application unless full details of the layout and scale of the development are provided. These must be shown on accurate site layout, elevation, floor and section plans drawn to a metric scale.
The application will not be progressed until these details are received by LDNPA.

Parish Council Consultations – Cumbria Constabulary Survey, Cllr Maynard to complete. Articles for Parish Magazine October 2017 – Details of Connecting Cumbria Digital Inclusion Workshops to be arranged. Date agreed for Autumn Litter pick – 29/10/2017 2pm Lindale 2.15 Newton.
Action: Clerk to check with Grange now if we can utilise them for Parish newsletters as and when Church magazine ceases.
Nomination for replacement PC representative on Taylor Newton and Hibbert trust following Cllr Marwood’s resignation.
Ann Clitheroe Secretary to Taylor Newton and Hibbert Turust has approached the Parish Council, Geraldine Brierley is to take over as Chairman and her husband John Brierley is interested in working with her on the committee to assist her, he is willing to be our 2nd Parish Council representative if members are happy to support.
AGREED - John Brierley to be nominated and approved as our representative on Taylor Newton and Hibbert Trust. Proposed Cllr McClure, Seconded Cllr Clarke, all in favour. Clerk to advise Ann Clitheroe and thank John Brierley. Members agreed that it is appropriate for us to nominate a representative from outside Councillor Membership to be our representative. Former Councillor Jill Tattersall undertook this role after her resignation from the Council.

7/2017/5561 - 7 Dixon Wood Close, Lindale- Proposal to construct terrace to widen existing path.
Supported. Proposed Cllr Maynard, Seconded Cllr McClure, all in favour.

Supported. Proposed Cllr Maynard Seconded Cllr Wightman, no objections. Cllrs McClure and Clarke abstained as they live close to the proposal.

ENVIRONMENT
New Issues:-
Date agreed for Autumn Litter pick – 29/10/2017 2pm Lindale 2.15 Newton. Clerk to arrange publicity and equipment loan.
- Land at Back o’ the Fell Road has been cleared for possible development - Monitor
-Footpath from School- Response from LDNPA regarding damage from heavy duty plant – no further action required but monitor in case situation deteriorates.
- Clerk reported that Lakeland Audi have completed the resurfacing at the entrance to the recreation ground up to the bus shelter at no charge, a donation to the benefit of the Parish Council and community. Appearance has been greatly enhanced and members expressed their thanks. Invitation is extended to Members and guests to attend launch event for alterations on 23/24 September 2017.
ACTION:- Clerk to provide details of numbers attending to Lakeland Audi.
ONGOING ISSUES:
Risk of flooding at Sheepbarrow Close culvert. All work now completed – matter closed.
PARISH AREAS:-
Report regarding parish areas by member completing weekly inspections.
- Slippery path at Skittergate- Cllr Maynard suggested parish Council consider the installation of a handrail on the steep part of the footpath, he will approach the adjacent property owner for consent then we can investigate cost.
Bench renovation project- Clerk has established contact with Community Payback Team Manager and he has confirmed that this is a project they would be interested in. Cllr Armstrong and Cllr Squire to liaise with him regarding meeting up for site visit to assess the project?
Woodland Area planting scheme: We have received 1 representation from a local resident objecting to planting scheme, advertised intention and asked for feedback in September Parish Magazine- to responses to date. Planting deferred until Spring 2018 and only to be considered for our side of the beck.
SLDC Inspection report:-
-Only item outstanding is repairs to footpath caused by flooding. (See below)
Repairs to Footpath to recreation ground – Flood damage
CCF has approved grant application and award £1350, lowest quote for project is £2800 plus VAT.
ACTION:- Clerk to put on agenda for October meeting to plan project and how to finance shortfall, members are to consider doing it in 2 phases. Cllr McClure to liaise with Contractors to see if feasible.

Lindale bus shelter- Mrs Sue Lishman reported that slates are loose again on window sills, Cllr McClure will arrange for repair.
Report regarding parish areas by member completing weekly inspections in Newton-
Pothole repair outstanding, monitor and see if completed by next meeting.
ACTION:-Cllr Bate reported that this has now been resolved, matter closed.
Newton Bus shelter – Work now completed at cost of £135 including materials.
Parish PROJECTS:-Toilets lease - Deed of Easement and Lease have been received from SLDC for approval in respect of Public toilets at Lindale.
Now awaiting final signatures of 2 nominated Members and Clerk and appointment required to swear Declaration for Landlord and Tenant Act. Provisionally 22/9/2017
COMMUNITY PLAN : Cllr Squire has analysed key findings and reported at this meeting, written reports provided to all Councillors. Individual comments from local residents to be reviewed for inclusion. ONGOING
HYDRO PROJECT - Update on progress from Cllr Squire regarding completion/submission of application for Pre-development costs to Cumbria Rural Energy Fund.
Cllr Squire reported that he requires 2 more quotes needed then he will be able to submit the application. ONGOING
