Dear Parents and Community Members:

We are pleased to present you with the Annual Education Report (AER) which provides key information on the 2015-16 educational progress for Neil Reid High School. The AER addresses the complex reporting information required by federal and state laws. The school’s report contains information about student assessment, accountability, and teacher quality. For the 2016-17 year, no new Priority or Focus schools were named; some Priority or Focus schools did exit their status because they met the exit criteria. New Reward schools were identified using school rankings and Beating the Odds information. A Focus school is one that has a large achievement gap between the highest and lowest achieving 30% of schools. A Priority school is one whose achievement and growth is in the lowest 5% of all schools in the state. A Reward school is one that has achieved one or more of the following distinctions: top 5% of schools on the Top-to-Bottom School Rankings, top 5% of schools making the greatest gains in achievement (improvement metric), or “Beating the Odds” by outperforming the school’s predicted ranking and/or similar schools. Some schools are not identified with any of these labels. In these cases no label is given.

Our school has not been given one of these labels. Student assessment data related to the SAT, M-STEP and MI-Access assessment data can be found by viewing the Combined Report at https://goo.gl/Kp5ayr. The ‘Combined Report provides detailed data on state administered student assessment results, accountability results, teacher qualification information and the state results for the National Assessment of Educational Progress (NAEP).

Neil Reid continues to focus on school improvement goals, content specific professional development activities and the use of additional assessment tools. In order to meet individual social-emotional needs of our students, specific instructional strategies are utilized across all academic areas. Ongoing professional development in the core content areas is focused on incorporating the educational supports necessary to improve student learning and provide students with an opportunity for academic success. Students benefit from individualized instruction and direct modeling of desired behaviors. Intensive practice in social skills training assists students’ in reaching their potential in a supportive environment.

State law requires that we also report additional information.

Process for Assigning Pupils to School:

Neil Reid High School provides educational services for students in 9th through 12th grade and referred to our program from one of the 21 local school districts in Macomb County. Students who are identified on an IEP as Severely Emotionally Impaired in their resident district and demonstrate the need for a more structured, individualized program to meet their educational/emotional needs are referred to Neil Reid High School.

Status of School Improvement Plan:

During the 2015-2016 school year we addressed the following School Improvement Goals:

All students will improve in the academic area of writing

All students will improve in the academic area of mathematics

All students will improve in the academic area of reading

All students will improve in the academic area of science

All students will improve in the academic area of social studies

Strategies to improve student achievement include:

* Data collection and analysis using North West Evaluation Association (NWEA).

* Use of a Corrective Reading Program for those students needing a Tier 3 remediation in the area of reading

* Use of a Success Using Math Standards (SUMS) for those students need a Tier 3 remediation in the area of Math

* Use of a Smarter Balanced Rubric which focuses on writing fluently, with clarity and organization to help improve in the academic area of writing.

* Building wide use and continued professional development in the use of Classroom Instruction That Works (CITW)

* Monthly teacher walkthroughs based on CITW

Description of Program:

Neil Reid High School provides an academic and behavioral program for Macomb County high schools students with severe emotional impairments or significant behaviors challenges. As of January 2017 there are 102 students enrolled. The average student daily attendance is 81.4%

Student Achievement Results for any Local Competency Tests:

Utilizing NWEA data, 54% of Neil Reid students demonstrated a proficiency growth of one year or more as measured by the NWEA MAP Common Core test in the area of Math. This goal of student proficiency, surpassed the one set of 51% by the School Improvement Team. Additionally, 54% of Neil Reid students demonstrated a proficiency growth of one year or more as measured by the NWEA MAP Common Core test in the area of reading. This goal of student proficiency surpassed the one set of 40% by the School Improvement Team.

Parent Participation at Conferences and IEP’s:

For the past two years, 100% of parents/guardians participated in their IEP team meetings as well as spring parent/teacher conferences. A Parent Support Group is offered in partnership with Rockwell Middle School and Maple Lane Elementary. Held monthly, parents are encouraged to attend a meeting. In addition, during our fall Open House and spring parent teacher conferences, there are opportunities for parents to engage with local community agencies for additional support.

Additional High School Information:

Currently, there are no students enrolled in postsecondary programs. However, the opportunity does exist for those students who are eligible. In addition, there are no Advanced Placement (AP) or International Baccalaureate (IB) courses offered. As part of post high school transition planning, juniors and seniors are offered the opportunity to begin working with Michigan Rehabilitation Services (MRS) to access the many services available to them.

From The Principal:

The mission of Neil Reid High School is to enhance students’ affective and cognitive skills enabling them to make a successful transition to their resident high school and community as productive, lifelong learners. The staff, students, and parents work cooperatively with members of the community to help develop skills necessary to transition from high school to the world of work. A partnership with Michigan Rehabilitation Services and the community provides our students with many opportunities to become involved in community volunteer groups and work training activities. The staff at Neil Reid understands the importance of helping each student reach their potential. Together with their families and community, students meet their academic and social challenges with great success.
