First Reading/ Adoption
New K-12 Teacher Board Advisor – Kevin Gordon
Chair Henry introduced the item and Emily Nazarov explained board policy regarding selection of advisors and gave a brief biography of Kevin Gordon.
Discussion:
Henry: Discussed his plan to propose additional teacher advisors as relevant topics, such as kindergarten assessment, arise.

Regional STEM Hub and STEAM and CTE Programs and Activities Grants Temporary Rules/ OAR 581-017-0300 to 581-017-0332

Hunt reviewed background of this set of rules and explained these rules fall under third Strategic Initiative, world of work. Rumage gave overview of STEM and CTE and then explained the specific grant programs.
Discussion:
Paz: What about industries that are statewide and cross communities?
Rummage: Explained how industry sectors could participate in hubs.
Henry: What is closing date of the RFP?
Rummage: January 17, 2013.
Paz: What is the timeline and process for reviewing, scoring, and awarding?
Rummage: Explained process and timeline. Invited board members to review. Paz and Summers-McGee stated they would be interested in reviewing.

Oregon Minority Educator Pipeline Models Grant/ Temporary Rules/OAR #581-018-0400 to 0424

Hunt explained these rules implement HB 3233. Smith reviewed program and rules. Goal is to create a pipeline for recruiting and retaining educators who are culturally and linguistically diverse.
Discussion:
Bowen: What about incentives for districts and students to sign up?
Smith: Shared example staff had considered.
Henry: Likes “shoreline” better than “pipeline” because allows for multiple points of access. Different communities have different needs in terms of being able to access systems. Are we going to be encouraging and receptive to different perspectives and ideas?
Smith: Absolutely. Open to making sure needs of communities are met. Open to being flexible.
Paz: Voiced support for Henry’s comments regarding shoreline versus pipeline. Encouraged staff to recognize need for nuanced programs based on Oregon’s unique context.
Veliz: Voiced concern that even when pipeline creates a diverse pool of applicants, people responsible for hiring tend to go with who they know. So even with diverse pool you end up with a largely white work force. We can fill the pipeline, but at the end of the day a selection is made and we need to address how that selection is made.
Smith: Second grant regarding retention looks at hiring process.

Smith gave overview of the grant program and rules. Key questions driving this grant are: “Why are minority teachers leaving in higher numbers?” and “How can school districts retain minority teachers?” Smith explained timeline, anticipating that RFP will be open through the middle of January.

Deputy Superintendent Report

  • Community Forums in Tigard and Beaverton. Heading to a community forum in Corvallis tonight.
  • Spent time with other State School Chiefs at a conference. Discussed reauthorization of ESEA and waivers, CCSS implementation, and improving student outcomes. Great opportunity to share best practices and learn from other chiefs.
  • Participated in a train the trainer event in Portland aimed at supporting school districts, administrators, and teachers with CCSS implementation and evaluations.
  • Kindergarten Assessment panel is reviewing results from the fall assessment and determining what indicators tell us whether a student is ready for kindergarten.
  • Working with folks in North Carolina on the TELL Survey. Survey will ask teachers about their experiences as educators in this state.
