Job Description

Post Title: Centre Co-ordinator/Development Officer

Responsible to: Willenhall Community Forum and their appointed General Manager

Salary: £20,000 per annum pro rata

Hours of work: 25 hours a week, times to be flexible according to operational needs

Annual leave: 25 days a year plus 8 days public holiday

Job Purpose

● To establish and manage activities at the Hagard Community Space on a day-to-day basis

● To help the Forum and their General Manager achieve the organisations aims and objectives, particularly those concerned with meeting the recreational, educational and social needs of the community it serves.

● To ensure that the Hagard Community Space is a safe, vibrant and well managed facility for use by the local community.

● To be responsible for all paid staff, volunteers, the premises and all resources of the Forum under the guidance of the Forum’s General Manager.

Main Duties

Development Work

  1. To take the lead in developing activities and services.
  2. To initiate and develop friendly contact with individuals, organisations and groups in the local community so as to be able to best evaluate and respond to the needs of the community.
  3. To work with the various stakeholders, staff and centre users to deliver the programme in a way that meets the needs of the local community and prevents duplication.
  4. To promote the use of the Centre, and encourage the enrolment of new members and the formation of new groups which meet recreational, education and/or social needs.
  5. To develop and maintain effective working relationships with appropriate community voluntary and public sector organisations and other relevant groups.

General Management

  1. To organize and administer the affairs of the Hagard Community Space efficiently and effectively on a day to day basis.
  2. To ensure an efficient system of office administration, and of the hiring, booking and invoicing of Centre facilities.
  3. To implement the policies of the Willenhall Community Forum, including those on equal opportunities and health and safety.
  4. To ensure legislative compliance and best practice, and adherence to regulations, connected with licences required by the Willenhall Community Forum and Hagard Community Space, including a licence for a community market.
  5. To ensure reporting requirements are met with funders and legislative bodies.
  6. To ensure the community centre buildings are kept clean, well maintained and fit for purpose.
  7. To oversee the day to day running of the onsite café and ensure food safety compliance.

Personnel

  1. To supervise staff, and ensure they adequately perform the functions for which they are engaged.
  2. To oversee an efficient system of collecting and recording personnel data, and ensure that effective recruitment, supervision, performance management, and staff development procedures are in place.
  3. To take the lead on identifying training and developing volunteers to assist in the work of the Hagard.
  4. To ensure relevant legal requirements are adhered to eg DBS checks.

Financial Management

  1. Together with the finance officer, to prepare and manage the budget.
  2. To ensure all cash transactions/purchases are recorded appropriately.

Business Development and Fundraising

  1. To take lead responsibility for preparing and monitoring annual work targets in line with the Business Plan.
  2. To ensure effective recording, monitoring and evaluation systems are in place.
  3. To establish and monitor an effective Quality Assurance Programme.
  4. Together with the stakeholders evaluate and review the strategic Business Plan.
  5. Together with the stakeholders, to develop and implement the Fundraising Strategy.
  6. To maximise the income Willenhall Community Forum can generate through its activities, premises and services.
  7. To identify and secure public and charitable funding streams to support the activities at the centre.
  8. To form collaborative links and alliances with organisations and agencies from all sectors that can be developed into active partnerships for new business ventures.

Outreach & Community Engagement

1. To take every opportunity of publicizing the Community Centre’s activities and facilities, and developing partnerships with other Community organizations and potential sponsors.

2. To seek to ensure the Centre meets the needs of the disadvantaged wherever possible.

3. To identify community issues and needs and to assist with developing community based programmes and resources and encourage participation in activities.

General Requirements

  1. To attend monthly supervision with the Forum’s general manager or other appointed supervisor, and staff development as required.
  2. The post will require occasional evening or weekend work, for which time in lieu can be claimed.
  3. Staff may be asked to undertake other duties and responsibilities appropriate to the nature of the work.
