Committee Planning Manager: Dale Barker
15/01161/OUT – Ferndale, Warwick Road, GaydonCondition 4 should read:
Access for vehicles to the site from the public highway (Warwick Road/B4100) shall not be made other than at a position whereby the visibility splay requirements stated in condition 9 will be satisfied.
15/02070/VARY – Pettiphers Garage, Church Street, Shipston on Stour
Additional comments received from WCC Archaeology of no objection subject to WSI Condition. (02.09.2015)
15/02540/FUL – Upton Estate, Laurel Drive, A422, Upton
A letter of support has been received from the National Trust as they consider that the holiday cottage would have no harmful effect on the heritage assets at Upton or the natural beauty of the AONB. The National Trust considers that the proposals are sensitive and a well thought out redevelopment of a redundant building that would provide a lasting reminder of the former cricket pavilion and contribute to the local economy.
15/01860/FUL – Field House, Daventry Road, Southam
WCC Highways (in response to secondary consultation exercise)
No objection; no conditions and notes recommended (24.08.2015)
15/02136/FUL – Cotswold Distillery, Phillips Field, Stourton
Additional 2 letters of objection received from neighbouring property. Comments made;
- Existing agricultural store was for storage of grain. Now used as a bonded warehouse.
- No justification for two silos as the agricultural store is sufficient for the need.
- Visual impact of the silos will clearly be seen from road and footpaths.
- Distance quoted in report is incorrect.
- Highways impact will be significant.
- Piecemeal development of site.
- Appearance of buildings will be marred by appearance of silos.
Silos are not needed as there is an existing Agricultural store that was specifically built early this year to
‘store grain’ for use in the distilling process. The store was granted planning permission on ‘agricultural land’ in ANOB open countryside as it was for grain storage’; it is also now being used as a bonded warehouse.
The proposed two large metal Silos will materially affect the appearance and aesthetic qualities of the existing buildings on site in the Cotswolds AONB a/ with regard to:
•Size & Shape (23 feet high and 12 feet diameter) of the silos will detract from and swamp the existing buildings, towering above the gable ends.
•Materials - the silos would be made of metal whereas the surrounding buildings are built from Cotswold stone.
•Style – attractive Cotswold style existing buildings contrasting with silos that are towering, ugly metal tubes. The silos will damage the appearance of the existing buildings.
•Aesthetically the silos do not complement the style, details and materials nor are they sympathetic with existing Cotswold style buildings. Nor are they aesthetically pleasing.
•Visual – the towering metal silos would be clearly visible as you approach the Cotswolds Distillery from the Whichford Road, from nearby Marsh Lane and from three nearby public footpaths.
SDC Core Strategy 4.2 Cotswold AONB Policy CS11 refers to the entire AONB as “tranquil areas where the minimisation of noise, traffic and light pollution is a priority”.
Cotswold AONB Management Plan 2013-18 identifies special qualities of the AONB:
•“the Cotswold escarpment including views to and from it” (Margett’s Hill with its north easterly view of the distillery). “ See sketch of view from Margett’s Hill.
•“the absence of inappropriate noise, visual clutter and pollution which creates a feeling of being away from it all”.
•“high architectural quality” existing buildings meet this condition – the Silos will not. See sketch of view from Whichford Road.
