a)Bid and construct various all agency maintenance and repair projects located at Northern Wisconsin Center (NWC) and at Winnebago Mental Health Institute (WMHI) for $1,278,000 GFSB – Facilities Repair/Roofing;

b)Transfer all approved GFSB – All Agency Allocations to the DHS Infrastructure Maintenance Appropriation [Z460]; and

c)Permit the Division of Facilities Development (DFD) to adjust individual project budgets.

Project Description:

This project will replace approximately 25,000 square feet of metal roofing to correct and repair conditions that are causing moisture intrusions into the BrooksideBuilding at NorthernWisconsinCenter in ChippewaFalls. Based on the conclusions and recommendations of an August 2011 consultant studycompleted for the Department of Administration/Division of Facilities Development (DOA/DFD), the project would remove and replace the existing roof, repair masonry where needed, and correct sources of moisture intrusions including drain pipes, exhaust systems, and ductwork.

Justification:

This project is needed to stop additional damage and maintenance caused by the moisture intrusions with many occurring in the food preparation area. The existing roof was installed in 1990.The inspection bySpecialty Engineering Group in 2011 showed failing or missing seals between panels, missing and failed caulk, missing fasteners, and no insulation on the roofing panels.

Project Description:

This project will replace approximately 43,000 square feet of membrane roof over six portions of Sherman Hall at Winnebago Mental Health Institute in Oshkosh. The current roof has reached the end of its expected lifespan. This project will be coordinated with cooling tower replacement, Project 12E4L, which still has original (1965) roofing under the tower. The project was reviewed and estimated by the roofing staff of the Department of Administration/Division of Facilities Development (DOA/DFD).

Justification:

This project is needed to prevent damage and additional maintenance caused by moisture intrusions from a failing roof.Some portions of the roof date back to the building’s construction in1965, with most of it last replaced in 1988.All portions of the roof are experiencing an accelerating number of failures.

This project will becoordinated with the Sherman Hall cooling tower replacement to assure removal and installation of equipment does not damage the new roof.
