MINUTES OF THE REGULAR COUNCIL MEETING

TUESDAY NOVEMBER 5, 2013

222 WEST MILL

7:00 P.M.

The City Council of the City of Plainville met in regular session with Mayor Kelli Hansen presiding. The meeting was called to order at 7:00 p.m. Council Members present were: Alan Dinkel, Jim Mesecher, Suzie Lidstrom, and Shelly Haas. Quentin Meyers was absent.

All present stood for the flag salute.

Dinkel moved to approve the October 15, 2013 regular council meeting minutes. Lidstromseconded the motion. The motion passed.

Tom Carpenter with Mapes and Miller Accounting was here to go through the 2012 audit report. Carpenter submitted the report to the council.

Mesecher moved to accept the 2012 audit report from Mapes and Miller Accounting. Dinkel seconded the motion. The motion passed.

Dale Owings from Penco Engineering was here to give an update on the Storm Sewer Project. Owings submitted pictures of different ideas for the brick work and showed the council some of the designs that he has been working on.

The Plainville Library Board was here to discuss getting new carpet and floors for the Library. Nikki Berkley, John Garvert, Brenda Frederking, and Az Molina brought carpet and floor samples to show the council. The council agreed that new floors were a good idea.

Tom Havranek was here to discuss the Veteran’s Park and get an update on the committee; Havranek would like to meet some of the local veterans. He will return in January to discuss donations.

The Plainville Office Employees; Lorrie Bland, Kathy Wise, and Amanda Alexander were here to discuss their ideas on the office renovations. The council asked them to get estimates on their ideas for painting and floors, and desks.

Mesecher moved to pay bills in the amount of $115,155.31. Dinkel seconded the motion. The motion passed.

Mayor Hansen reported to the Council:

  • Hansen mentioned that Charlie Hansen would like to get new flags to put up for Veteran’s Day. City employee Lorrie Bland let the council know that the city office has some that he can use. Bland went and got the flags and Mayor Hansen will see if the flags are the right size to use.
  • The City employee shirts will probably be ready for pick up on Wednesday November 6, 2013.
  • We received a letter from the Rooks County Sheriff’s Office asking for donations to fund the new K-9 unit. Hansen asked that Chief of Police Troy Rudman find out what other towns were donating, and to let the council know.

Chief of Police Troy Rudman would like approval on a computer for the new code enforcement officer, Amanda Alexander.

Haas moved to approve purchasing a dell laptop for Amanda Alexander to use, not to exceed the amount of $729.57 to come out of the capital outlay fund for the police department. Lidstrom seconded the motion. The motion passed.

Public Works Supervisor Jerry Hageman discussed easements that he had been working on. He also has received several bids on new tires for the tractor and will submit them to the council at the next meeting.

Lidstrom moved to appoint Amanda Alexander as the Animal Enforcement Officer as defined in chapter 2 of the Code of the City of Plainville, Kansas, the Public Officer as defined in chapter 8 of the Code of the city of Plainville, Kansas and the Enforcing Officer as defined in article 2, chapter 4 of the code of the City of Plainville, Kansas. Haas seconded the motion. The motion passed.

Mesecher moved to approve ORDINANCE NO:G-13-08

AN ORDINANCE BY THE GOVERNING BODY OF THE CITY OF

PLAINVILLE, KANSAS, AMENDING SECTION 2-102 OF ARTICLE 1 OF

CHAPTER 2"ANIMAL CONTROL AND REGULATION", OF THE CODE OF THE CITY OF PLAINVILLE, KANSAS, 2009, AS ADOPTED BY ORDINANCE NO. G-09-1, BY CHANGING THE TIME IN WHICH A PERSON RECEIVING A

CITATION SHALL APPEAR IN THE MUNICIPAL COURT. BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF PLAINVILLE, KANSAS:

Section 1. That Section 2-102 of Article 1 of Chapter 2 of the Code of the City of

Plainville, Kansas, 2009, as adopted by Ordinance No. G-09-01, is hereby amended to

read as follows:

• 2-102. ANIMAL CONTROL OFFICER; DUTY TO IMPOUND; CITATION

ALTERNATIVE. (a) There is hereby created the position of animal control

officer for the city and such officer shall be charged with the enforcement of

this chapter. Any person employed by the city as an animal control officer

and commissioned by the chief of police of the city shall have such powers

and authority as allowed by law in the enforcement of this chapter. All

animal control officers shall be subject to the supervision and direction of the

chief of police of the city.

(b) Except as provided in subsection (c), it shall be the duty of the

animal control officer to take up and impound all animals found in the city in

violation of the provisions of this chapter.

(c) As an alternative to the provisions of subsection (b) of this

section, any law enforcement officer or the animal control officer may issue

a citation to the owner, harborer or keeper of an animal in violation of this

chapter, and the person receiving the citation shall, within 30 days, appear

in the municipal court of the city to answer the charged violation of this

chapter.

2. Section L. That Section 2-102 of Article 1 of Chapter 2 of the Code of the City of

Plainville, Kansas, 2009, as originally adopted by Ordinance No. 0-09-01, is hereby

repealed. Dinkel seconded the motion. The motion passed.

Tammie Fisher, City Clerk reported to the Mayor and Council:

  • We have received the Sales and Compensating Use tax for October 2013 in the total amount of $60,739.43 with $30,369.73 going to the general fund and$30,369.70 going to the pool operating fund.
  • We have received the Transient Guest Tax in the amount of $1,278.01.
  • Special Highway funds in the amount of $13,162.78 were received for October.
  • The CCMFOA 2013 Conference Certification Institute Academy will be the week of November 11th through the 15th. I will be out of the office all week attending.
  • Pam Herl with North West Kansas Planning and Development submitted an invoice for the environmental review in the amount of $2,000.00.

Mesecher moved to pay invoice from Northwest Planning and Development in the amount of $2,000.00 to come out of the sewer fund. Dinkel seconded the motion. The motion passed.

Amanda Alexander, Code Enforcement Officer reported to the Mayor and Council:

  • Alexander has researched training for the code enforcement officer position. She has found several classes that might work. The council agreed that training would be a good idea. The council would like Alexander to do more research to find the best option for her. Councilman Mesecher suggested she check with Russell to see what they are doing since they just hired a code enforcement officer also.
  • Letters have been sent out to residents to mow lawns and register pets.

Council woman Suzie Lidstrom reported to the Mayor and Council on the new website for the City. Lidstrom has trained from Nex-tech and will train several others to update the website as needed.

Lidstrom moved to adjourn the meeting. Haas seconded the motion. The motion passed. The meeting was adjourned at 8:50p.m.
