CRICKHOWELL TOWN COUNCIL

The following are the minutes of the Council Meeting that was held on Tuesday, 19th June 2012 in the Crickhowell Resource and Information Centre, Crickhowell, commencing at 7.18pm.

PRESENT:

Councillors: V P Games, A M D'Anna, R Dykes, G J Jackson, D Mosley, I Kovaleva and the Mayor, D Collier.

APOLOGIES FOR ABSENCE: Cllr A Jeremiah.

IN ATTENDANCE: 3 Members of the Public, County Cllr John Morris and Mrs J Pritchard, Clerk.

PREVIOUS MEETING

It was proposed by Cllr Jackson, seconded by Cllr Games and agreed by all those who were present at that meeting that the minutes of the 15th May 2012 be signed as a true record of that which took place.

(4366) & (4357) Town Council Website - Cllr Dykes noted that the introduction to the Town Council page has not yet changed, the Clerk said that she didn’t have access to that area but she has emailed CRiC to ask if the wording can be changed, she also spoke to Elsa Cleminson at CRiC who said that she didn’t have the access either but would remind Jan Morgan about the request.

COUNTY COUNCIL MATTERS

Cllr Morris began by reporting that the County Council now has a Cabinet in place, albeit a minority one, made up of Independent Councillors, who he also said were Montgomeryshire based.

Cricket Pitch Railings - Cllr Morris has not yet met with Steve Butcher, Outdoor Recreation Officer at PCC to determine whether to repair or replace the railings.

Signage - Cllr Morris has reported the problem signage which this Council informed him about at last months meeting.

Civic Society Letter re Yellow Lines - Cllr Morris has replied to this letter stating that he is going to present a letter to the County's Full Council at their meeting in mid July asking for the moratorium on any new Traffic Regulation Orders to be addressed.

Lych Gate Meeting - Cllr Morris said that he will be attending the public meeting next week, he has also spoken to Reverend Barry Letson who will also be attending.

Cllr Morris left the meeting.

14. Crickhowell Jubilee Committee - thank you for support card.

It was agreed that all three events held locally over the Jubilee weekend had been a great success, Cllr Collier reported that the Jubilee Committee had met on Monday 18th June, a report of facts and figures will follow in due course but he also reported that there is a surplus of funds raised which will be spent during the next 6 months of the Jubilee year. Cllr Jackson proposed a vote of thanks to Cllr Collier and the Jubilee Committee, this was seconded by Cllr D'Anna and unanimously agreed.

This letter was previously circulated to all members who noted that County Councillor Morris has responded to the letter and will be addressing the County's Full Council meeting in mid July. Cllr Mosley said that there are huge health and safety issues surrounding the bus stop and railings outside the Beaufort Chambers which cause traffic problems in the town. It was also noted that the Yellow Lines in the High street are badly applied and this Council should keep a watching brief on the issue.

LYCH GATE PUBLIC MEETING

Cllr Dykes reported that Posters have been displayed around the town and invites have gone out to interested parties. Cllr D'Anna has asked CRiC to print off 700 A5 flyers, some of these have already been distributed but Cllr D'Anna said that 700 was not enough to do every household and it was agreed to get 200 more printed as soon as possible. Members agreed to deliver the flyers and a record of who was covering which area was completed. Cllr Dykes reminded everyone of their jobs for the evening of the meeting and ran through the format and agenda which included a time frame. Articles had been placed in the local newspapers which Cllr D'Anna described as wonderful free publicity and he thanked Cllr Dykes for arranging the public meeting which he said was fantastically organised and will be a good model to use for the future.

CASUAL VACANCIES

Three applications have been received so far to fill the 4 casual vacancies which arose from the uncontested elections. It was agreed to post the notice again advertising the vacancies and members agreed to discuss the co-option of new members to Council at next months meeting.

VANDALISM OF A PICNIC BENCH AT BULL PIT MEADOW

Cllr D'Anna reported that there are only 3 picnic tables left in the Bull Pit Meadow, this area seems to be a target for very heavy vandalism and he proposed that this Council writes to Powys County Council asking them to either supply more durable furniture that cannot be systematically and continuously vandalised or nor replace them at all, this was seconded by Cllr Collier, For 6, Abstentions 1. Cllr Jackson asked whether Council should seek advice from the Police about this vandalism and what can be done to prevent it and following a brief discussion about Anti-Social behaviour, Cllr Jackson volunteered to speak to the local neighbourhood policing officer Mark Keane and report back at next months meeting.
