NEW 2008 BASIC MAINTENANCE CHANGES FOR CHILDREN IN LICENSED STAFFED RESIDENTIAL PROGRAMS, FOSTER HOMES AND CHILDREN’S GROUP CARE SETTINGS
Purpose: / To notify division staff of their responsibilities around payments and notification for Basic Maintenance for children living in licensed staffed residential programs, foster homes, and children’s group care settings.Note: This management bulletin supersedes D06-027 and D07-014.
Background: / All DDD clients residing in department-licensed residential settings pay towards their cost of care. The basic rate reimburses the provider for costs incurred in the care of the child for room and board, clothing, and personal incidentals. The amount of reimbursement varies according to the age of the child when in a foster care setting.
What’s new, changed, or
Clarified /
- On July 1, 2008, Licensed Staffed Residential Programs received a 2% vendor rate increase (see MB D08-009).
- Because each individual that is residing in this setting has an individual rate based upon his/her need, all rate increases were manually calculated and SSPS authorizations updated.
- In addition, new Exhibit B forms were executed by each region to reflect that child’s new rate. These rates were calculated using 2007 Basic Maintenance amounts.
- To reflect the new rate, contract amendments will be executed and submitted to individual providers from DDD headquarters explaining the increase in Basic Maintenance and therefore changes in the individual rate.
- The new rates for Family Foster Care are:
- Less that 6 years of age = $423.68
- 6 through 11 years of age = $500.69
- 12 years and older = $575.30
- The new rate for Children’s Group Care and Staffed Residential is:
- SSPS automatically updated Basic Maintenance amounts on licensed staffed residential programs, foster homes, and children’s group care authorizations for service codes 7802, 7819, 7821, 8320, 8322, and 8362 if the authorization was for $398.68, $475.69 or $550.30 and extended beyond July 1, 2006. Not all authorizations were increased to the new amounts.
ACTION: / Effective immediately, Case Resource Managers and Social Workers will:
- Review and update Basic Maintenance payments and participation not adjusted previously for clients residing in licensed staffed residential programs, foster homes, and children’s group care facilities effective 8/1/08 for open authorizations using SSPS codes: 7802, 7819, 7821, 8320, 8322, and 8362; that were not changed by the transaction generator; and
- Send a notice of change in participation for all changes made.
- Representative Payees will be notified by DDD headquarters staff.
