Facility Engineering Associates, P.C. (FEA) was engaged by Howard Hughes Medical Institute (HHMI) as the Commissioning Agent for the construction of the new structure on the headquarters campus. HHMI underwent an expansion project which included building a new structure which was attached to the existing structure. The owners of the building decided to pursue LEED® - NC Certification for the new building, striving for LEED Gold certification.
FEA’s services included documenting the owner’s requirements regarding systems to be commissioned (HVAC, lighting, energy efficiency, indoor environment), developing the Commissioning Plan, which was incorporated into construction documents by the A/E team. During the Construction Documents phase, FEA reviewed construction documents for general conformance with the Commissioning Plan and modified the Commissioning Plan as required. FEA also developed a commissioning specification that was included in the Contract Documents. During the Construction Phase, FEA reviewed contractor submittals for general conformance with the Owner’s Design Intent and Commissioning Plan and verified installation and performance of systems to be commissioned.
During the Post-Construction Phase, FEA performed system testing which included both a physical check of system components and functional performance testing. The functional performance testing consisted of verifying the intended operation of individual components and system interactions under various conditions and modes of operation. In addition, FEA confirmed the correct equipment and accessories were installed by verifying manufacturer, model, performance specifications, size, location, etc. of the mechanical, electrical, and plumbing systems.PRr.
