Paul motioned to continue to October 4, 2007, seconded by Minot. All in favor, 5-0

Revised parking, ZBA ‘kicked it back” to Planning Board. They wanted a full 35’ roadway and 30’ parking lot. 2.5 spaces per unit, 50% more impervious area, increased runoff within 210 and 100 year storm with series of dry wells they can collect it. Septic is approved by Board of Health. Planning Board approval of site plan. Want to modify OOC to remove the riverfront. USGS shows it is perennial, but they checked all the way to the bike path and it has been dry. Paul wants clarification on riverfront. Lot is wet in the springtime. There are more controls now with dry wells. Paul motioned to continue to October 4. Paperwork to show modifications to plan with detail. Silt fence only to be used, buried 6’ into ground. Plan should be dated 9/20/07. Paul will not allow river to be removed.

3.2 RDA HUD 341

Applicant: Robert and Dolores Graceffa

Owner: Robert and Dolores Graceffa

Location: 70 Lakeside Avenue

Project Description: The owner/applicant proposes to construct an addition of a bathroom and bedroom for son who became quadriplegic on 8/05/07. Addition in the back of the house to make separate entrance for him. He will have handicapped van, leave van in the driveway and go up the ramp into separate entrance. Driveway and ramp will be on the side of the house. Foundation will be slab on grade. Hay bales and silt fence to be placed.

Paul believes we should issue a negative determination due to distance from lake and two homes in front.

Minot motioned to issue a Negative Determination, seconded by Dave with all in favor, 5-0.

3.3 Abbreviated Notice of Intent

Applicant: Brian and Sara Keener

Owner: Brian and Sara Keener

Location: 16 Wheeler Road

Project Description: 24’ above ground pool installation and associated ground and electrical work.

Embankment goes up to get to the brook. Brook is off to left, just before crossing. Pool will be in the back yard. Filter will be sand. Must backwash onto lawn.

Minot motioned to close the public hearing and issue an Order of Conditions. Joe seconded, with all in favor 5-0.

3.4 RDA HUD 344

Applicant: Town of Hudson DPW

Owner: Town of Hudson

Location: Causeway Street and other locations

Project Description: Proposal for a routine procedure for Beaver Control device installations in order to prevent beavers from building dams under culverts which causes health and/or property damage to the residents of the Town of Hudson. The project objective is to build beaver control devices such as fences in order to eliminate and prevent future build-up of beaver dams under the culverts. The protection area will be installed by a beaver and drainage specialist.

Paul motioned to continue to October 4. Minot 2nd

3.5 13 Wheeler Road – Steve Weir per Conservation Commission request

Joe went there about a month ago. You tried to put in some erosion control, but it wasn’t done correctly. Shingles (belong to next door neighbor) must be cleaned up. Silt fence must be put in and buried 6” into the ground. Steve was going to put in blocks. Joe suggested a 72” chain link fence, it would be easier and nothing could be dumped over it. Fence should be on the “high side” of the property, not next to brook. 72” chain link with silt fence in front must be put in by December 15, 2007. Call office when it is installed.

3.6 71 Fort Meadow Drive – Helen Hayward per Conservation Commission

Request

Two-fold for requesting her presence. We looked at backyard at her request.

By putting dirt on Helen’s property, her neighbor, Denis Chaves violated his OOC. The OOC states that he must dispose of the dirt properly and lawfully. He knew that she would have to file an NOI as he had. Helen must file an RDA with a plot plan. It must show the distance between the dirt and lake. It must also state how she plans to stabilize the dirt. She should seed and cover.

Letter to be sent to Mr. Chaves.

3.7 West Ridge – David Eastridge per Conservation Commission request

Did not attend. Request attendance at next meeting on October 4. Notify he is in violation of OOC. Send Notice of Violation and advise him that we will send an Order Enforcement with a cease and desist if he does not appear at next meeting.

3.8 Highland Commons – per Conservation Commission request

They needed a plan for mitigation. The problem with Tripps Pond has been corrected. EPA inspection done not to long ago and it went fine. The slope is holding and has been seeded and covered.

They are constantly playing with track mats. 70 to 80 trucks daily in and out. Catch 22 with dust, water, clay. Change the stones, power sweep etc. Constant battle.
