ACTION
Subject: Approval of expanded Policy 5353 –General Tuition and Fee Waivers
Rescinding of Policies 5350, 5351, 5354, 5355, 5357, and 5360
Background
Policy 5353 – General Tuition and Fee Waivers is a new policy that includes all of the tuition waiver programs that are currently being offered at Shoreline Community College. Approximately five years ago, the State Board for Community and Technical Colleges informed colleges that they were to create a campus policy on tuition waivers and determine which of the optional waiver programs they would offer in addition to the mandatory waivers available to students.
Annually the SBCTC provides colleges with a document entitled “Community College Tuition and Fee Waivers and Residency.” This document contains a description of waivers, the Statute (RCW), residency requirements if relevant, and eligibility requirement/status for each respective waiver. It lists both the optional and mandatory waiver programs.
Attached to the policy statement for your review is a listing of all of the waiver programs that are currently being offered at Shoreline Community College. This document will be used to communicate to the campus community, the waiver options that are available to students, staff, senior citizens and state employees. In the past, Shoreline Community College has created a new policy and procedural guidelines for waivers that were being implemented. This new policy would eliminate this past practice. Having all of the waiver programs under one policy is a more effective and efficient method of apprising the community about waiver programs that are available. In order to accomplish this, it is necessary that the above-listed policies and procedural guidelines be rescinded.
Recommendation
It is recommended that the Board of Trustees approve Policy 5353 – General Tuition and Fee Waivers.
It is also recommended that the Board of Trustees rescind:
Policy 5350 – Financial Aid
Policy 5351 – Waiver of Fees for Students in the High School Completion Program
Policy 5354 – Tuition and Fee Waivers for Residents Sixty Years of Age and Older

Policy 5355 – Tuition and Fees for Ungraded Courses Which Are Organized and Implemented Specifically for Older Americans
Policy 5357 – Waiver of Collegiate-Level Fees For Children of Deceased/Disabled Law Enforcement Officers and Fire Fighters
Policy 5360 – Waiver of Tuition and Fees for Half-Time or More State Employees and National Guard.
