Background

In late 2014, Franklin County purchased the former Bull Creek Golf and Country Club property, a 167.44 acre site located roughly seven miles east of the Town of Louisburg at 499 Massenburg Baker Road. The site was purchased at the request of a former resident after his death with funds bequeathed to the County, with the hopes of creating a park and fishing hole for all County residents to enjoy.

During the summer of 2015, the County initiated a master planning process for the future park which can be found at the following website: The County has received funding through a Land and Water Conservation Fund (LWCF) grant and is seeking a firm to prepare construction documents, bid documents and construction administration for Phase I improvements. Additionally, the County has received funds from North Carolina Wildlife Resources Commission for the construction of a fishing pier to be constructed per the master plan.

Project Area

The parcel surrounds multiple residential lots, with Massenburg Baker Road nearly bi-secting the lot. Cypress Creek runs along the eastern boundary of the property, creating a floodplain that encroaches on portions of the northeast and southeast property boundaries. The four ponds are located throughout the property, with the two larger ones located towards the southern end of the lot. Much of the parcel has been cleared of trees, and consists of turf and some landscaping.

Scope of Project

Franklin County is seeking a qualified firm, individual, or partnership of firms to complete the following activities:

  • Refinement of Master Plan: Review the V.E. and Lydia H. Owens master plan (dated March 2016) and further refine the plan to focus on Phase I improvements and confirm all programmatic and dimensional standards, and the final locations of project elements. Conduct any site visits and field work necessary to prepare construction documents for the proposed improvements and determine required approval process for permitting. This phase shall result in a refined concept plan for Phase I improvements for use as the basis of construction drawing preparation.
  • Construction Document Services: Based on the concept design developed, the consultant shall prepare 30%, 60% 90% and 100% construction drawings and specifications laying forth the requirements of construction. Franklin County Staff and project team shall review the drawings and specifications at 60%, 90% and 100% completion. At a minimum, the construction drawings shall include Existing conditions plan, Site Layout and Staking plan, Grading and erosion control, Utility plan (for water and electric connections), Stormwater (Tar-Pamlico Nutrient), Landscape plan, Site details, Specifications and Contract Documents. The Consultant shall be responsible for preparing documents necessary to achieve all required permits for construction.
  • Bid Phase and Construction Phase Services: The consultant shall facilitate the public bidding process and provide construction administration services for the duration of project construction.Bid documents shall adhere to all requirements as required by applicable funding entities. This may include attending a pre-construction conference, attending regularly scheduled progress meetings, review and approval of all submittals, verifying construction invoices, ensuring compliance with permitting entities, completing punch-list inspections and addressing design questions that may arise during construction.
  • All other services customarily furnished by a consultant:The consultant should be prepared to provide any other services customarily furnished through the design and construction of public park projects. These may include, but are not limited to, meetings with County staff and the project team, public engagement, cost estimating, survey, geotechnical engineering, materials testing, etc.

Project Submission and Schedule

The applicant’s proposal shall be single spaced, on 8½“ x 11” pages, with a font size 11 or larger. A minimum of ten paper copies in addition to one electronic shall be submitted by the project submittal date. Proposals must be limited to a maximum of five pages, but may include attachments such as project team resumes, relevant project experience and a cover letter.

  • Interviews will be held with selected applicant(s) during the week of June 5th, 2017, by Franklin County staff.
  • Negotiations with the preferred applicant (or other applicants, if necessary) will be conducted during the week of June 12th, 2017
  • A contract will be recommended for award by the Franklin County Board of Commissioners on June 19th,2017 at the Board’s regularly scheduled meeting.
  • All applicants will be notified, via email, of the successful proposal.

Proposal Response and Evaluation

The applicant’s written response must specifically address the following aspects:

  • Your firm or partnership’s approach to completing each component of the scope of consulting services described above. (50 points).
  • Understanding of the LWCF grant process and relationships with local LWCF representatives(15 points)
  • Include a list of people or agencies (w/ contact information) that have first-hand knowledge of you or your firm or partnership’s ability to perform in projects similar to the project proposed by Franklin County. (10 points)
  • Provide a staffing plan, hourly staff rates including any other anticipated costs (e.g. mileage, printing, etc.) (no points – informational only)

Selection of the recommended consultant will be based on the applicant’s response in relation to the points assigned, as assigned by a committee. Based upon the result of the committee interview(s), a preferred applicant will be established and submitted to the Franklin County Board of Commissioners for approval.

Proposal Submission

A written statement of qualifications must contain the following information.

  1. Title Page

  3. Name of project Director
  4. Names of professional staff assigned to the project
  5. Qualifications
  6. The ability of the firm to complete the proposed project;
  7. Resumes of professional staff assigned to the project;
  8. Description of similar public projects completed by principal staff assigned to the projects within the past five years; and
  9. Description of other relevant experiences of the Firm.
  10. Consultant should provide a detailed description of how they propose to approach the project;
  11. Consultant should outline their approach for ensuring project stays within the project construction budget;
  12. Consultant shall only include team members who will be directly involved through the lifecycle of the project;
  13. List of references (three minimum) that can be contacted, including brief description of projects performed, contact name and telephone number.
