Subj:SOLE SOURCE MEMORANDUM TO ACQUIRE DRASS 97CE

HYPERBARIC ULTRAVIOLET (UV) FLAME SENSORS FOR USE IN

OCEAN SIMULATION FACILITY (OSF) FIRE SUPPRESSION SYSTEM

(ERP Number 1300629088)

1.Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).

2.Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brandname basis, to acquire Hyperbaric Ultraviolet (UV) Flame Sensors Drassbrand.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

Twelve (12) UV Flame Sensors complete with cable assembly are being acquired as follows:

1)P/N F2801-550-1200 12 each

This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $150,000.00. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The contract action will be funded with 2017 Operation and Maintenance Navy (OMN) Funds.

4.Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

This procurement is sole source for the following reasons. The Hyperbaric Ultraviolet Flame Sensor is for use in hyperbaricsaturation chambers. The key component is the UV ray sensor. The sensor is designed not to trigger whenexposed to sun light, radiation from incandescent lamps and of led lamps. The sensor body is made of red adonized aluminum and contains all the electronic parts and thesensor itself. All molded in resin. The sensor body is designed to operate up to 40 bar. The frontal part of the sensor has two (2)leds. The green LED shows power on status while the red LED shows thealarm state. The sensor is provided with connection for PC service. As per DNV-OS-E402, the inner area should be equipped with automatic fire detection alarm system complyingwith DNV Rules for Classification of Ships. The field of detectors covering the inner area should not coverother spaces. Interior spaces such as chambers, diving bells, etc are tobe provided with a fire detection and fire alarm system of an approved type. Drass UV Flame Sensors can be interfaced with Consiliumfire detection systems, which are DNV typeapproved for offshore operations.

In summary, the flame sensor manufactured by Drass is the only sensor that can meet the following NEDU requirements:

a)Meet NFPA 99 requirements, “Surveillance fire detectors responsive to the radiationfrom flame shall be employed”.

b)Meets NAVSEA TS500-AU-SPN-010 (GEN SPECS), electrical/electronic materials, “must be shown, by test or experience, to be resistant to deterioration caused by the environmental extremes of heat, cold, and by pressure, or by salt/water environment”.

c)Meets Environmental Condition Requirements: Temperature A

: Humidity B

: Vibration A

: EMC A

: Enclosure B

d)Meets Voltage Requirements = 24VDC.

e)Meets Current Requirements = 50mA

f)Meets Minimum Pressure = 40 bar

g)Meets View Angle = 120 degrees

h)Provides Alarm Relay; 1 NC contact rated for 1A @ 30VDC

i)Provides safety output for Fire Alarm Panel

j)DNV Certified.

Failure to meet NEDU requirements will cause loss of system certification.

5.A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6.A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Extensive market research was conducted. No other venders were found tofulfill the critical certification requirement the Drass 97CEHyperbaric Fire Suppression Safety Sensors provide.

7.Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above,Drass is the only vendor that can meet all certification requirementswith their 97CEHyperbaric Fire Suppression Safety Sensors.
