LASC STUDY ABROAD GUIDELINES

I.  Global Education Program Courses

Courses in the LASC Global Education Program (GEP) are defined as instruction that takes place at an off-campus location (domestic or international) for a minimum of 2 weeks and no longer than 6 weeks. A course approved for the GEP shall be designated as a Study Abroad Course.

  1. A GEP may be taught entirely off-campus or as a hybrid construct.
  2. The hybrid construct would be taught partly on the LASC campus, or on-line, and partly off-campus. Students enrolled in a hybrid construct must participate in both the on-and off-campus portions of the course.
  3. A (GEP) Course must be offered in conjunction with a vendor(s) that has been approved by the Academic Senate and College President based on recommendation of the International Student Service Office and the Curriculum Committee.
  4. The same enrollment policies of the college for LASC on-campus offerings apply to Study Abroad Courses.

II.  Academic Structure and Integrity

  1. A (GEP) Course must be a credit course that is already part of the approved LASC or LACCD Curriculum
  2. Credit shall be granted based on the criteria established in the Course Outline of Record.
  3. All Teachers of Record must be members of the LACCD faculty.
  4. LASC will comply with all federal and state statues regarding students with disabilities.

III.  Responsibilities of the International Student Office

  1. The office of International Student Services (ISS) shall be responsible for the following:
  2. Assist with logistics related to student enrollment, financial aid, and the planning of the pre-departure orientation meeting for faculty.
  3. Assist faculty with marketing and promotion, including maintenance of the Education Abroad web page.
  4. Act as a liaison between faculty, students, and vendors
  5. Submit materials needed for Board of Trustee approval.

IV.  Process for Initiating a GEP Course

A faculty member, (full-time) or ISS Director may propose a class to be offered in the College’s GEP. An application for all proposals will be available in the International Student office or on the school web page.

  1. The faculty member contacts vendors and obtains preliminary contract proposals from at least one other vendor. Or the faculty member contacts the International Student Office expressing interest in programming and the ISS office will locate vendors for the faculty.
  2. The faculty member will submit the GEP Course form, along with the preliminary vendor proposal.
  3. The EAAB will review all submissions to ensure the academic integrity of the courses, including vendor contract proposals, and forward a recommendation to the Board.
  4. The Academic Senate will determine which courses to fund and forward the recommendation to the College President
  5. Once the Education Abroad Course is approved by the College President, the EAAB will obtain final proposal/contract from the selected vendor.
  6. After all materials are received, the ISS office will submit necessary information to the District Contracts Office and place the new GEP Course on the Board Agenda.
  1. Once GEP course has been approved, faculties are responsible for marketing, promotion, and enrollment (see faculty checklist, page 1). The ISS office will assist in student recruitment, etc. (see ISS responsibility checklist, page 2).

V.  Selection and Criteria for Vendors

a.  Criteria

i.  All vendors must provide liability insurance as follows:

ii. Liability insurance shall be provided by the approved vendor. The approved vendor shall handle and manage all arrangements. A vendor shall provide the District ‘s Contracts Office with a valid certificate of insurance for each program naming the District as additional insured with a single limit of liability of not less than $1,000,000, with evidence that the policy covers the world wide exposures of the travel study program. The contractor shall also provide a hold harmless agreement in a form determined by the District’s Contracts Office. The certificate shall be submitted with the executed contract to the Contractors Office, Los Angeles Community College District, prior to commencement of the program.

iii.  Vendors should make arrangements for all medical and hospital care that may be required, and make trip cancellations insurance available to participating students.

iv.  Vendors should have staffed offices and be readily accessible in the host location.

v. Vendors should provide references for their programs, and faculty should speak with or obtain letters from those on the reference list.

vi.  Vendors should provide to the faculty information regarding their regulations and requirements. In particular, information regarding safety issues should be provided.

vii.  Vendors should provide information about how they handle students with special needs, disabilities (whether they have a formal policy or handle needs on a case by case basis)

b.  Selection

Faculty may use vendors that are known to them, or may get a list of potential vendors from the California Colleges for International Education (CCIE).

VI.  Vendor Contract Approval

All GEP Course arrangements shall be included in a written contract developed by the Districts Contracts Office and shall be reviewed by the Office of General Counsel for compliance with the law and Board policies prior to class departure.

VII.  Board Approval

Each approved GEP Course shall be submitted by the Office of Academic Affairs for approval by the Board of Trustees.

VIII.  Releases

  1. LA Southwest is only responsible for students from the start date to the end date of the course.
  2. STUDENTS RETURNING PRIOR TO COMPLETION OF PROGRAM

Students wishing to leave prior to completion of the program will be required to sign a notice of intent and release. Legal minor must have the signature of parent or legal guardian is required for minors.

c.  GENERAL RELEASE

All participating students shall complete a District “Field Trip and Travel Study Program Release form, holding the District harmless from any claim arising out of or resulting from the student’s participation. The signature of a parent or legal guardian is required for minors.

IX.  GEP Assessment Structure

  1. Instructor Report and Evaluation

The Teacher of Record must submit a written report and evaluation of the GEP Course to the Office of Academic Affairs within four weeks after the conclusion of the course. The Office of Academic Affairs will forward copies to the LASC Board and College President.

  2. Participating students will complete a Self Evaluation and a Program Evaluation to be filed with the office of Academic Affairs at the conclusion of the course.

X.  NON-LASC Sponsored Travel Programs

All credit granting programs must go through the process stated herein. Announcements of non-LASC sponsored travel programs in which an LASC employee leads or participants shall not give the impression in any way that the program is sponsored by the College. Such announcements may be distributed or posted on campus or at any authorized college. Function only in accordance with rules established for other privately prepared announcements. College employees may place paid advertisements in student newspapers on the same basis as any other commercial venture.
