THE SHEFFIELD CITY COUNCIL

(TOUR de FRANCE CYCLE RACE 2014) (SPECIAL EVENT) ORDER 2014

NOTICE IS HEREBY GIVEN that Sheffield City Council (“the Council”) proposes to make an Order under the provisions of Section 16A of the Road Traffic Regulation Act 1984. The effect of the Order will be to prohibit from the 5th July 2014:

(i)  any person from causing or permitting any unauthorised vehicle to enter or proceed or to wait or wait for the purposes of loading or unloading in any of the lengths of the roads listed in schedules 1, 2 and 3 to this Order between the hours stated in those schedules, and;

(ii)  vehicles on all roads listed in schedule 4 from travelling in a clockwise direction for the purpose of creating a one way loop allowing traffic to run anti-clockwise between the hours listed in that schedule.

The Order shall last for three days, the reason for the Order is to allow the Tour de France Cycle Race 2014 (“the Event”) to take place, to enable spectators to attend, to reduce the disruption to traffic likely to be caused by the event and to ensure public safety.

NOTICE is also given that such prohibition shall not extend to authorised vehicles being used in connection with facilitating the Event to include emergency services vehicles, permitted vehicular removal vehicles and such other vehicles as may be authorised by traffic marshals and South Yorkshire Police and South Yorkshire Fire and Rescue personnel.

NOTICE is given that in exercise of their powers under Section 99 of the Road Traffic Regulation Act 1984 the Council is empowered to remove any vehicle which has been permitted to remain at rest on any of the roads listed in schedules 2 and 3 contrary to this Order.

NOTICE is also given that in exercise of their powers under Section 149 of the Highways Act 1980 the Council may deem any unauthorised vehicle, which has been deposited contrary to this Order on any of the roads listed in schedules 1 and 3 to this Order, to be a danger and is empowered to remove them immediately from the highway.

NOTICE is also given that any alternative routes for vehicles affected by this Order will be signed on site.

Schedule 4 - Beginning on 5th July 2014 at 22:00 until 19:30 on 6th July 2014:

Only the following anti-clockwise movement is permitted: Loxley Road: traffic allowed from its junction with New Road(S6) in a north westerly direction to its junction with Trouble Wood Lane; Trouble Wood Lane: traffic allowed in a north westerly direction from its junction with Loxley Road to Lamb Hill; Lamb Hill: traffic allowed in a north westerly direction to its junction with Smithy Bridge Road; Smithy Bridge Road: traffic allowed in a westerly direction from its junction with Lamb Hill to its junction with Mill Lee Road; Mill Lee Road: traffic allowed in a southerly direction from its junction with Smithy Bridge Road to its junction with New Road(S6); New Road(S6): traffic allowed from its junction with Mill Lee Road continuing to its junction with Loxley Road.

Vehicular access to adjacent properties will not be maintained during the hours specified in this Order. Pedestrian access to adjacent properties and to allow spectatorship of the event will be maintained for the duration of the Order.

The Order will continue in force from 22:00 on 5th July 2014 until 7:00 on 7th July 2014.
