Community Choice Aggregation En Banc Hearing

The California Public Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En Banc hearing on February 1, 2017. CCAs are local governmental entities authorized by statute to procure electricity on behalf of their customers, delivered via the investor-owned utility transmission and distribution system. CCAs have been expanding and are expected to continue to expand. This creates regulatory questions including: What entities will be responsible for electricity procurement, contracting and reliability in the future? Are there likely to be stranded utility assets? How will CCA expansion impact regulatory oversight of environmental and public purpose programs? The En Banc hearing will assemble a diverse panel of experts to consider these and related issues. An agenda and a staff issue paper will be available before the En Banc hearing.
Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.

SB 350 stipulates that the Energy Commission must establish the energy efficiency savings doubling targets in a public process that involves the CPUC and the utilities.
This workshop will provide an opportunity for discussion and stakeholder feedback on a proposed framework for implementation of the energy efficiency portions of SB 350. This proposed framework will be based on a staff report to be published prior to the workshop. The discussion will focus on the proposed computational method for establishing the 2030 energy efficiency savings targets called for by SB 350.
Though a quorum of commissioners may be present, no decisions will be made.

The purpose of this workshop is: (1) to develop a common understanding of what distribution grid technologies and practices should be implemented for enabling greater DER penetration, integration and value maximization versus the technologies and practices for the development of a modern grid including those for general visibility, reliability, and resiliency as well as whether these technologies may be needed on a location-specific or system-wide basis; and (2) discuss relevant considerations for future planning processes and a Grid Modernization Framework that will provide the Commission with the information needed to evaluate Grid Modernization investments. NOTICE IS HEREBY GIVEN that in accordance with Senate Bill 380 (Pavley, Chapter 14, Statutes of 2016) (SB 380) the Department of Conservation, Division of Oil, Gas, and Geothermal Resources (Division) is conducting two public meetings to provide an opportunity for comment on the findings of the comprehensive gas storage well safety review conducted at the Aliso Canyon Storage Facility and on the Division’s proposed minimum and maximum pressure limits for the Aliso Canyon Storage Facility. The California Public Utilities Commission (CPUC) will also participate to provide information about the range of working gas necessary to ensure safety and reliability for the region and to provide additional information about how to participate in a future proceeding to determine the feasibility of minimizing or eliminating the use of the Aliso Canyon Storage Facility.
