P/234/03/15. APOLOGIES FOR ABSENCEwere received from Cllr M Bustard and Cllr K Dudley and accepted by the members.

P/235/03/15. DECLARATION OF INTERESTS – none

P/236/03/15. MINUTES OF THEMEETING HELDON 11th MARCH 2015(previously distributed) were confirmed and signed as a true record.

P/237/03/15. NEW PLANNING APPLICATIONS:

  • WD/2015/0401/F HIGH DERING, LITTLE LONDON ROAD, HORAM TN21 0BD. Demolition of existing double garage and replacement with a garage of twice the length.

Application unanimously approved. HPC made the following comments with regard to their decision:

  • Should WDC be minded to approve the application then HPC would like to ensure that the building is kept as a garage.
  • WD/2015/0528/F 4 COXLOW, HORAM, TN21 0JG. Proposed single-storey extensions.

Application unanimously approved. HPC made the following comments with regard to their decision:

  • The proposed extensions were considered to be of a contrived design
  • HPC felt that the application would have benefitted from a design and access statement as they considered that the layout of the plans were somewhat confusing.
  • WD/2015/0326/F STILLYANS FARM, MAYNARDS GREEN, TN21 0BU. Construction of a new drive (variation of WD/2007/7000/AD) to give access to domestic residence and farmyard avoiding school playground.

Application unanimously approved. HPC made the following comments with regard to their decision:

  • The proposed land swap to amend the access will improve safety issues in the playground area
  • Stillyans Farm and St Mary’s School will benefit from their own self-contained access.

P/238/03/15. PLANNING APPLICATIONS APPROVED:

  • WD/2014/2458/F HOLLY RISE, MAYNARDS GREEN, TN21 0DE. Removal of hedge at front of the property and replace with a 1.4 metre close-boarded fence: noted
  • WD/2015/0106/F OAKHURST HOUSE, HORAM ROAD, HORAM TN21 0LJ. Erection of single-storey studio on site of demolished outbuilding: noted
  • WD/2015/0125/FR VERNO PLACE, LITTLE LONDON ROAD, HORAM TN21 0BJ. Retrospective application for the replacement of existing stable block with office and gym construction of garage (revised garage design pursuant to approval WD/2014/0354/F): noted

P/239/03/15. HIGHWAYS AND FOOTPATHS:

  • Laundry Lane/ Nettlesworth Lane – some repair work has been carried out by ESCC Highways.
  • A267 and B2203 – litter/rubbish reported to WDC has been cleared.
  • Hillside Car Park – scooters/football games on car park reported to PCSO. No further complaints have been received by the Clerk.

P/241/03/15. WDC ENFORCEMENT MATTERS FOR INFORMATION: nothing to report

P/242/03/15. FORMER MERRYDOWN SITE: archaeological site surveys are being progressed.

P/243/03/15. REPORT FROM DISTRICT COUNCILLOR ON WDC PLANNING MATTERS:

  • The start date for the former Merrydown build is now June 1st.
  • There have been further issues with the Solafields cabling work in Horebeech Lane, which are being dealt with by ESCC Highways.

P/244/03/15. INFORMATION FOR/FROM COUNCILLORS (for noting or inclusion on future agendas);

  • WDC will be submitting its Affordable Housing Delivery Local Plan together with its Community Infrastructure Levy Draft Charging Schedule to the Secretary of State on Wednesday 25th March for Examination. All documents are available to be viewed and downloaded on the WDC website at Copies are also available for inspection at Town Council offices and libraries. Some parish offices also have copies, please contact The Clerk for full details.
  • The clerk to request that the ESCC notices on the B2203 and A267 regarding the re-surfacing work carried out last year be removed.
