(Temporary Prohibition of Driving) (Special Events) Order, 2017
NOTICE IS HEREBY GIVEN that the Council in exercise of its powers under Section 16A of The Road Traffic Regulation Act, 1984, and all other enabling powers on the 7thNovember 2017,intends to make the following Order, in respect of various roads in the City, which is required to enable the above-mentioned special event to take place: -
To prohibit any vehicle, other than an emergency services vehicle, to enter, leave or proceed in:- (a) Lime Street, between Commutation Row and St. George’s Place; Lime Street, between Ranelagh Place and St Johns Lane in a north west direction; Skelhorne Street, between Bolton Street and Lime Street; & Lord Nelson Street, between Hotham Street and Lime Street, between the hours of 9am to 2pm; (b) William Brown Street, its entire length, between the hours of 6am to 2pm; (c) St. Johns Lane, its entire length; St. George’s Place, its entire length; Queens Square, its entire length; Old Haymarket, between Byrom Street and St. Johns Lane; & Lime Street, at its junction with Elliot Street, between the hours of 9am to 2pm; & (d) Church Road; Mason Street, Woolton; Clarendon Road; Woolton Road, Garston; West Derby Village; Town Row; Almonds Green; & Mill Lane, West Derby, between the hours of 10.15am to 12 noon, on the 12th November 2017.
The restrictions set out in this Order shall not apply: - (a) To anything done with the permission or at the direction of a Police Constable in uniform; & (b) To any vehicle being used for police, fire brigade or ambulance purposes or for the purposes of a statutory undertaker in any emergency (such as the loss of supplies of gas, electricity or water to premises in the area) which requires vehicles to be brought onto any section of highway to which the Order applies.
The Order will not have the effect of preventing at any time reasonable access for pedestrians to premises situated on or adjacent to any road to which the Order relates or to any premises only accessible to pedestrians from such a road.
During this Order, access will be maintained at all times for emergency service vehicles. There will be no diversion routes for the duration of this Order.
