MINUTES OF THE KINGSTONE &THRUXTON GROUP PARISH COUNCIL MEETING HELD ON 9 JULY 2014 AT THE VILLAGE HALL

Mr Wright declared a disclosable pecuniary interest in Parish Paths invoice and Lengthsman invoice.

The minutes of the last meeting were agreed and signed by the Chairman as a true record.

  1. CO-OPTION OF NEW PARISH COUNCILLOR

Denise Lloyd was unanimously co-opted as new Parish Councillor and given a New Councillor Pack and the Code of Conduct. All forms to be filled out.

  1. VILLAGE HALL COMMITTEE REPORT

Hereford Fire are updating lighting, flush mended, hand dryers fitted.

  1. SPORTS ASSOCIATION REPORT

Dog Agility Weekend very successful, raised in the region of £800 with 30 caravans present. AGM to be held 27 July 2014 at 7.00pm.

  1. LENGTHSMAN SCHEME REPORT

Signs strimmed, gulleys checked. Concern expressed that if too much is taken on Herefordshire Council will do less.Gulley at Thruxton end of Arkstone Lane marked for clearing. Mr Playdon had agreed to talk to Mr R Watkins about run off from his field. Cllr. Knipe to check if been done.

Lots of strimming!

  1. NEIGHBOURHOOD PLAN

Latest minutes attached. 2 meetings to date been held and Plan on track. Proposed settlement boundary agreed. Grant has to be spent by 31 December 2014. Thanks to Sheila and Malcolm for sorting out maps.

  1. FINANCE

Finance Working Grp to consist of Mr Barton, Mr Rowan, Mrs Fleming and R Craine.

Invoices for payment:

Clerk’s wages – £370.80, No tax or NI.

Lengthsman - £195.00

Kirkwells - £1320.00

Parish Paths - £195.05

Lengthsman admin. fee - £111.38

HALC training - £129.72

Charles Arnold Baker book (1/2 share) - £28.13.

All payments unanimously approved. Agreed that Mr Wright could sign own cheque until new signatory sorted.

£180.91 VAT repayment.

£1113.75 Lengthsman Scheme Grant.

Balances:

The balance for the current account as at 1 July 2014 was £14170.58.

The balance of the deposit account as at 1 July 2014 was £3598.44.

Working Grp to consist of Mr Piotrowski, Mr Barton and Mr Price. Group will contact neighbours for comments on new planning applications. New applications to be posted on notice board.

The following planning proposals were considered by the Parish Council: -

Proposed development: 49 Green Lane, Kingstone, Hereford. Single storey extension to create granny annexe to existing house.

PARISH COUNCIL COMMENTS: Supported.

Code number: P141358/FH.

Proposed development: Dean Pool, Kingstone. Proposed two storey side extension and single storey rear extension.

PARISH COUNCIL COMMENTS: No objections.

Code number: P141681/FH.

Proposed development: Brocks Mead, Kingstone. Single storey extensions.

PARISH COUNCIL COMMENTS: No objections.

Code number: P141614/F.

Proposed development: Barn at Arkstone Court, Clehonger. Proposed conversion of redundant barn to dwelling for poultry manager.

PARISH COUNCIL COMMENTS: No objections.

Code number: P141502/F.

Proposed development: Flavex International Ltd, Gooses Foot. Proposed extension to units 1 and 3 to provide additional storage areas, labs and staff canteen.

PARISH COUNCIL COMMENTS: KTPC welcome the increased employment opportunities but would like it ensured that adequate extraction and filtration will in place to keep odour to a minimum.

The following results had been received.

P140857/F Gooses Foot Industrial Estate.

  1. CORRESPONDENCE
  • Letter received asking if play area at Woodfield Close had been adopted by Hereford Council. Adoption Team contacted and will investigate and report back.
  • HALC Information Corner circulated.
  • Request for Housing Needs Survey declined due to large number of planning applications passed which will more than cover any need.
  • Damage has occurred to fence of houses bordering Village Hall car park. Mr Wright to obtain quotes for a barrier. Resident to be kept informed of outcome.

Ward Councillor’s Report Valletts

Archihaus Planning Application for 150 Houses.

We have passed the first anniversary of the above planning application being presented to the planning committee on the 5th June 2013.

I am continually being asked to clarify the current situation regarding the development and to the best of my understanding the situation is as follows:-

  • Planning Permission has not been granted.
  • Correct notices had not been served on the Playingfields Association on the 5th June 2013.
  • The planning officer was not aware that the notice had not been served at the 5th June 2013 and the planning application was considered valid at the planning committee meeting. (if the officer was aware the application would have been invalid).
  • The Notice was retrospectively served on the Playingfields Association in November 2013.
  • A meeting was held in December 2013 at the Council Planning Office. In attendance were:-

Councillor J. Knipe

  • Discussions took place to see if a suitable access could be provided and Kevin Bishop suggested if an arrangement could be reached then a substantial 106 payment might be available to the village and he suggested £250,000.
  • Discussions are still on going to see if agreement can be reached. If agreement is reached between Archihaus and the Playingfields committee then it will be "put to the village" and a two thirds majority would have to be agreed before it could go forward.
  • I have yet to receive a response to my letter of the 9th January 2014 from either the Chairman of Audit and Governance or Mr Norman.
  • Also letters from the Parish Council and The Playingfields Association remain unanswered by Mr Ashman the Head of Planning.
  • The planning officers involved with this application left the council in October 2013.
  • I am not aware of any commitment Archihaus have undertaken to build a new factory at Rotherwas.

I await further developments, which will be reported to the Parish Council/Village.

MINUTES OF THE KINGSTONE &THRUXTON NEIGHBOURHOOD PLAN STEERING GROUP MEETING HELD ON 11 JUNE 2014 AT THE VILLAGE HALL

  1. APPOINTMENT OF CHAIRPERSON

Clive Rowan was appointed as Chairman, proposed by D Barton, seconded by A Price, carried unanimously.

  1. OUTLINE OF PROGRESS TO DATE

£6950.00 funding obtained (May 2014). SLA signed (June 2014). Support package produced (25 March 2014). Area designated and approved (14 May 2014). Inception meeting with Kirkwells (19 May 2014), draft Planning Policy Assessment produced (28 May 2014. Steering Grp members are C Rowan (Mrs), H.Cleveland, C Rowan( Mr), S Walker, A Price, D Barton , D Lloyd, S Madison, R Sly, L Fleming, J Watkins, M Walker, P Wright, A Wright, B Lloyd and R Craine.

  1. DEFINE HOW DECISIONS WILL BE MADE

Majority vote at Steering Grp level. Recommendations will go to PC who have overall say and control financially.

  1. VISION AND OBJECTIVES

S Walker kindly produced the attached document. This will be looked at before and refined at next meeting.

ACTION: ALL

Agreed that the two Villages should retain their rural identity. Green spaces to be protected incl. Whitehouse Drive play area, Cottons Meadow green, Lowfield Meadow play area.

Flooding needs addressing, roads, bus service, pavements, paths need improvement.

Utilise existing industrial space more efficiently before expansion.

The need to preserve buildings and sites of historical importance, including but not restricted to Doctors Surgery, Schools Primary and Secondary, Bull Ring Public House, Shop and Post Office, Village Hall, Black and White Houses, Kingstone Church, Four Alms Houses, Recreation Ground / Sports Field, Thruxton Church, Arkstone Court, Arkstone Mill, Kingstone Grange, Hanley Court, Dunswater, Bridge Court, Pound Farm, Thruxton Court, Exchequer Court, Thruxton House, air raid shelters.

  1. WHAT NEXT/TIMESCALE

Obtain large map,

Define settlement boundary.

Refine vision and objectives (see attached).

Go through and modify Planning Policy Assessment.

Recruit members from unrepresented groups/areas.

Vision

Development that maintains the rural character of the region

Preserve the rural nature of the parishes of Kingstone and Thruxton

To that end all development should proceed in a way to minimise impact on the environment and adjoining parishes

Development will be encouraged that supports the local community, including suitable provision of housing, small scale local business and the development of appropriate infrastructure to support these enterprises

Key Issues

The need for suitable housing to allow local people to live locally

The need to provide opportunities for small-scale local businesses, including tourism, to establish and thrive

The need to ensure that all development precedes in such a way as to preserve the rural character of the parish

Objectives

The principal objective of the Neighbourhood Development Plan is to ensure that the housing and employment needs of the local community are met in such a way that minimises the impact of development on the rural nature of the parish

The plan will provide guidance on how such developments can be designed and implemented in accordance with the wishes of the local community and clearly highlight all areas where special consideration needs to be given
