ANNUAL REPORT/AWARDS
The Section Awards honor particularly notable performances made by a section of the Institute working as a unit, and are intended to formally underscore the AIAA conviction that intellectually stimulating section activity is fundamental to a healthy Institute.
All awards are bestowed annually in five section member categories (based on member size): Very Small - bottom 15.5% of the sections, Small - next 23%, Medium - next 23%, Large - next 23% and Very Large - top 15.5%. A cash award and certificate is presented to each of the winning sections: First Place $500; Second Place $200; and Third Place $100. The award period covered is 01 Jun 08 - 31 May 09.
The Annual Report is the Business Report for the Section and must be received before a Section can receive its rebate for the next year. The Annual Report also serves as the entry for the Outstanding Section award if submitted by 30 June 2009 deadline.

AIAA National Capital Section (NCS), the largest (2800 members) Section in the nation conducted a very strong program during 2008-09 in a year of very uncertain economic conditions, political change, and challenging aerospace market dynamics. NCS conducted the fullest range of programs in several years across its entire range of NCS interest areas - military and civil space and aviation, human and robotic space exploration, earth observation and climate change. NCS had a net gain in its treasury of $3000 for the year due to strong fiscal management of all programs. Through 17 different corporate sponsors NCS fully funded its $8000+ Science Fair awards program, raised $50,000 for the NASA Goddard Launch Fest Open House special event, donated $2000 to Engineers Week Pre College Outreach, and started a new voluntary donations program called Friends of AIAA NCS to further assist fundraising for Pre College. Good relations continued with the AIAA University of MD Student Branch - over 20 student volunteers helped with Engineers week. Young Professionals were recruited for judging, integrated into programs and leadership roles, and honored by the Young Engineer Scientist Award. NCS provided new web pages for consultants and small businesses, instituted a web advertising policy to help members survive hard economic times. NCS rewrote its Bylaws dating back to the 1980's, started to integrate new western territory, and conducted a major effort to re-establish its Southern MD Chapter serving Patuxent River Naval Air Station AIAA members. NCS instituted a new Scientist and Engineer award to complement its Young Scientist and Engineer Award, in addition to awarding its full range of technical, programmatic, and volunteer leader awards at the local, regional, and national level. This degree of achievement across every function of AIAA NCS was due to the strength of its Section organization and leadership team - a combination of experienced and new leaders. In addition to the 2008-09 officers/chairs listed above, there were two Vice Chairs for Operations (Rick Ohlemacher and Kathleen Beres), the Membership Chair was Jon Malay, Education was Kathleen Beres, Honors and Awards was co chaired by Krishna Pande and Norm Wereley, and Norm also served as Engineers Week Chair. Career Enhancement was Ed Yarbrough. One new local TC was started in Aeronautics (led by Terry Hertz) and continued in Acoustics (Natalia Sizov).

Our greatest success with Chapter development this year has been to progress toward re-establishment of the Southern MD Chapter, through special outreach programs in the Navy’s Patuxent River area in Lexington Park MD through an AIAA NCS display and recruiting booth at the Navy's Patuxent River Air Show in late May. We got a list of over 14 people interested in restarting the Chapter, including two Educator Associates and two former Student Branch leaders. But our plans include growing beyond just one Chapter. Since NCS covers such a large geographical area – from northern DC area metropolitan Maryland suburbs south to Patuxent River MD, west across the Potomac River to Fredericksburg VA, still further west to include Warrenton VA and all of Arlington, Alexandria, Fairfax, Loudoun, Fauquier counties and communities in northern VA, we are working to establish more Chapters. Future plans include developing a Virginia West area Chapter serving Section members at Orbital Sciences, Rockwell Collins (formerly Athena), Aurora Flight Sciences, and the NRO. We are also working to find NCS members in the Arlington area motivated to renew the activities of the dormant Arlington Chapter serving members at Office of Naval Research (ONR), DARPA, National Science Foundation (NSF), and the USAF Office of Scientific Research (AFOSR). As NCS has absorbed members from disestablished AIAA Sections in Pennsylvania this year, we will need in coming years to actively serve our new members in West Virginia. Our new Bylaws which were rewritten this year, specifically require this new expansion and outreach to our new territory.

NCS participated in the 2008 Regional Leadership Conference in Connecticut and our new 2009-2010 Section Chair Rick Ohlemacher is planning to attend the 2009 RLC in Denver CO. To assure that all the useful training information discussed at the 2008 RLC was adopted by the leaders in NCS, Section Chair Ed Yarbrough made copies of the official 2008 RLC CD-ROM for every Council officer, Committee Chair, and Member at Large, and utilized part of the September Council leadership meeting for training and reviewing the AIAA HQs defined responsibilities and resources available. We had several new Council members and transitions in Committee Chair or officer level that when they were filled by new volunteers or veteran volunteers taking on a new position, the Section Chair took the responsibility to personally train them and also give them an RLC CD, highlighting their responsibilities, and showed how to use the AIAA web and publications pertinent to their job responsibilities.

What corporate donations were received? (max 500 words)
$7800 in corporate donations were received during the year from 17 different corporations. Many corporations supported events/meetings multiple times. Corporations also host our monthly Council leadership meetings' working lunches, which cost several hundred dollars but are donated to the Section.

All meetings and functions were underwritten and in a dramatic turnaround over prior years, despite economic downturn, NCS bank accounts rose a net $3000 due to the generous donations, aggressive solicitation of donations, and outstanding fiscal management of events by Treasurer Lynn Heninger and Marcie Jones. 17 corporations donated $7800 funding (see above) and 6 individuals contributed $170 in the first year of an original idea created by NCS for an individual voluntary donation program called "Friends of AIAA NCS" for fund raising for Pre College programs, which will be continued and expanded next year.

PROBLEMS & GOALS

AIAA experienced no real volunteer or fiscal problems or concerns this year and is positioned even better for next year's programs. NCS had a strong slate of very active Officers, Members at Large, Standing Committee Chairs, and only one acting Standing Committee Chair job (which is filled for 2009-2010), successfully transitioning from the retirement of very active leader holding several jobs with new volunteers. We had a full range of programs that covered every subject of interest to NCS membership, and only delayed one event due to featured speaker being involved in a Shuttle launch event. All other events/activities were conducted successfully with many volunteers (examples - 20 at Family Day, 25 judges for Science Fairs). NCS took last year's goal of strong fiscal responsibility very seriously and experienced 9 major expense events together with the 8 DC Metro Area Science Fair scholarship program with a net $7800 over expenses, raised another $50,000 for the Launchfest sponsorship with NASA Goddard, and instituted a personal contribution program called "Friends of AIAA NCS" geared toward helping our Science Fair winners scholarships program which in its first year had 6 contributors for a total of $170. As a result of strong fiscal management, aggressive solicitation of donations, NCS bank accounts/cash reserves rose $3000 over the year - despite a huge economic downtown. Our full slate of programs did not see any significant downturn from the prior years and experienced net positive financial gain.
Recommend up to three (3) priority goals for next year. (max 500 words)
Goals: (1) Because AIAA NCS is situated in the DC area - center of national politics and policy development, NCS will be building up its presence in the Public Policy arena through a new volunteer leader who is the Government Relations Director for Ball Aerospace, with strong contacts on the Hill and other organizations for moving aerospace agendas forward (earth sciences and environmental monitoring from space and air, Science Technology Engineering Math education for young people and work force assurance for experienced members); (2) Building to integrate the new western territorial areas (WVA, far western Northern Virginia, reestablishing Southern MD)into the programs and outreach of the Section; (3) Strive to achieve more dedicated programs for Young Professionals and stronger outreach for area universities with AIAA Student Branches beyond our strong relation with University of MD.

Our greatest achievement this year was to be a continuing partner with NASA Goddard Space Flight Center for several major celebration events which should collectively be considered our "Event of the Year": (1) Launch fest Goddard Open House, which attracted 14,000 or more visitors to the Center due to NCS fundraising and PR campaign for $50,000; (2) the 11th Annual AIAA/Goddard Town Hall in which we featured 5 of the 10 Center Directors across 50 years and attracted one of our biggest attendance (151); (3) honoring NASA Goddard at the National AIAA Gala in DC with the AIAA Goldwater Educators National Award to NASA Goddard for 50 years of dedication to education at all levels K through post-college;(4) Co-sponsoring with Goddard the Annual Young Scientist Engineer Banquet Another of NCS greatest achievements this year was to update the Section Bylaws, which have stood unchanged since 1980's. Other major NCS achievements were: (1) Adopted a formal Ad policy for members and companies who are primarily Consultants and Small Businesses to aid their Career Development; (2) Completed the full spectrum of NCS Awards and Recognitions through establishment of the NCS Engineer/Scientist of the Year to complement Young Scientist/Engineer of Year of Year; (3) Established a committee to investigate implementation of new electronic communications including streaming video of meetings for the far southern and western members to be able to participate is significant; (4) Completed a new set of Bylaws not updated since early 1980's; (5)Took the first steps to reestablish our Southern MD Chapter through a recruiting display at Patuxent River Air Show in May.
