The Assessment and Identification Instruments presented in this manual were developed as part of the Jacob K. Javits Bilingual/Gifted and Talented Education Model funded by the United States Department of Education, Office of Educational Research and Improvement Jacob K. Javits Program. A major component of the project was to collaborate with the participating districts to review, evaluate and use traditional and non-traditional assessments and identification processes among potentially gifted and talented students.
We wish to commend the members of the Assessment Committee who under the leadership of Dr. Linda Silverman, Director of the Gifted Child Development Center, were instrumental in providing an innovative approach of identifying underrepresented and underserved limited English proficient and disabled students. Region One Education Service Center Education Specialists Janie Navarro, Linda Phemister, and Patricia Rendon, in cooperation with administrators, counselors, teachers and parents from Edcouch-Elsa Independent School District, La Feria Independent School District, and La Villa Independent School District collaborated in this endeavor to ensure that the instruments were designed to reflect the cultural, social and linguistic background of the students in the South Texas.

Guidelines
The Parent Nomination Form is sent home in Spanish and English to all parents of children from pre-Kindergarten through 5th grade. Teachers complete the Teacher Nomination Form for as many of their students as they wish.
If a student:
receives a parent nomination or
receives a teacher nomination or
has a sibling identified as gifted or
has been observed and interviewed by the G/T Coordinator and appears to be a good
candidate for the program,
the student is qualified to participate in the identification procedures.

Guidelines
The mental abilities test should be administered by a qualified examiner. To be placed in the program, the student must pass 4 of the following 5 qualifications:
(1)score at the 85th percentile or above on the mental abilities test;
(2)fit 18 of the 24 descriptors in the Parent Interview Form;
(3)fit 18 of the 25 descriptors on the Teacher Checklist;
(4)have shown advancement in 7 of the 13 developmental milestones;
(5)demonstrate talent in story-telling, art, construction, or in any other domain according to the criteria outlined in the portfolio assessment.
Conditional placement may be granted for up to one semester upon recommendation of parent, teacher, counselor, principal, gifted/talented coordinator, or identification committee, if a child meets at least 50% of the criteria.

The child must fit 9 of the 12 characteristics, according to parental report, and to have exhibited valid indicators of each characteristic, in order to qualify in this section of the screening procedures. If the child qualifies, conduct a personal interview with the longer form consisting of 24 items and request a developmental history of the child (for children Pre-K – 2nd).
All qualifying students should be administered a mental abilities test . For children in grades Pre-K through 2nd grade, a portfolio should be requested from the teacher including demonstrations of the child’s advanced abilities. For children in grades 3, 4 and 5, a student interview should be conducted.

The child qualifies on this instrument if he or she fits 18 of the characteristics. All qualifying students should be administered a mental abilities test. For children in grades Pre-K through 2nd, parents should complete a developmental history* (which may be done at the time of the interview), the teacher should complete the checklist, and a portfolio should be requested from the teacher that includes demonstrations of the child’s advanced abilities. *If the parent does not have developmental information, eliminate this section and use 3 out of the 4 remaining criteria.

Directions to Interviewers:
Parents of all children from Pre-Kindergarten through fifth grade who have been nominated by any means as potentially gifted are to be interviewed in their native language. This instrument was designed to be read to parents in Spanish, with the interviewer recording parental responses in the spaces below each item. Briefly describe the purposes of the program to the parent. It is permissible for the interviewer to elaborate each concept or to provide examples if the parent is unclear about the meaning of a descriptor. Mark “Sometimes” or “Most of the Time.” For each item that the parent responds “Most of the Time” or “Always,” ask for an example of the child’s behavior. The child must fit 18 of the 24 characteristics, according to parental report, and to have exhibited valid indicators of each characteristic, in the judgment of the interviewer, in order to qualify in this section of the identification procedures.
