Recommendations for advice and comment by MSSA and LTR

Technology Fee Advisory Subcommittee

In accordance with MnSCU policy and procedure for the technology fee, the Technology Fee Subcommittee was composed of students from the MSSA and the Student Technology Roundtable and of faculty and administration members from the Learning and Technology Roundtable (LTR). This subcommittee held six meetings during spring semester to learn about expenditures funded through the technology fee. The subcommittee presents the following recommendations for advice and comment by MSSA and LTR in accordance with MnSCU Procedure 5.11.1:[1]

1. We support the current student technology fee ($7.00 per credit—$84 maximum per semester) and recommend staying within the 2006-2007 budget, as proposed in the attached worksheet, for a total of $2,293,000.

2. We support the priorities outlined by the administration (and appended to this document) and note that the priorities were originally drafted by the Student Technology Roundtable in 2003 and modified several times since through the technology fee recommendation process.

2.1 We recommend that Information and Technology Services (ITS) increase campus-wide use of computing and technology through effective promotion, documentation, and training.

2.2 We recommend that ITS continue to monitor all expenditures in order to best use student technology fee dollars in accordance with the attached outline of priorities.

[1] MnSCU Board Procedure 5.11.1 Tuition & Fees—Subpart J. Technology Fee:

  1. Colleges and universities may establish a policy to charge a fee to students for the acquisition, upgrading and/or maintenance of technology for academic and student support activities that provide or enhance student access to technology.
  2. A technology fee advisory committee shall exist for each college or university. A majority of the committee members shall be students. The campus student association(s) shall appoint the student members of the technology fee advisory committee. Prior to making recommendations to the college or university president, the technology fee advisory committee will present the recommendations to the campus student association(s) for advice and recommendation.
    The campus student association(s) and the institution president or designee shall jointly determine a schedule for the technology fee advisory committee to ensure that the plan and budget for the technology fee will be completed for action in the spring. The college or university shall provide the necessary background materials in advance to the technology fee advisory committee in accordance with Procedure 2.3.1, part 2, subpart B.
  3. The college or university president has final authority regarding expenditure of funds received from the technology fee. The president shall review any modifications to the recommendation with the campus student association(s) and the technology fee advisory committee prior to the implementation for that year.
