CHILD CARE PERSONNEL’S TRAINING REQUIREMENTS AND CERTIFICATION LEVELS

·  CHILD CARE CENTRE SUPERVISOR
The main job responsibility is to ensure the leadership, management and delivery of quality child care centre curriculum and that the daily operations, financial, human resource and management of the centre are carried out effectively.
Duties and Responsibilities :
·  Work within the child care centre’s policies, philosophy and procedures
·  Plan and co-ordinate change in consultation with the centre’s operator/licensee, management, staff and families
·  Supervise and provide leadership
·  Plan and monitor individual staff’s continuing professional development
·  Work with programme staff to develop a holistic and developmentally appropriate early childhood curriculum
·  Ensure that centre’s service meet the needs of children and families
Experience, Qualifications and Training Requirements:
·  Has at least 5 GCE ‘O’ level credits including English Language.
·  Has completed the Diploma in Pre-School Education Leadership (DPE-L) / Diploma in Early Childhood Care and Education – Leadership (DECCE-L), or its equivalent recognised by ECDA,
·  Has been registered with ECDA and attained a L2 certification
·  Has a valid certificate in first aid recognised by ECDA; and
·  Has at least 2 years teaching experience in a child care/pre-school setting.
Knowledge and Skills Required :
·  Demonstrate good active communicative skills
·  Demonstrate effective leadership and supervisory skills
·  Oversee and direct centre staff, parents and families
·  Ability to liaise with various stakeholders, authorities and organisations
·  Ability to manage centre’s daily operations, budget, income and expenditure etc.
·  Adequate knowledge of current early childhood care and education development theories, research and practices
·  Is au fait of government regulations, quality assurance framework (Child Care Act and Regulation, SPARK)
1)  CHILD CARE CENTRE PROGRAMME STAFF
a) Head/Senior Teacher
The main job responsibility is to assist the Supervisor in the daily running of the centre, including supervision of teachers, and teach in classes.
Duties and Responsibilities :
·  Work within the child care centre’s policies, philosophy and procedures
·  Work, under supervision of the Centre Supervisor, to lead and mentor junior colleagues
·  Work with programme staff to develop a holistic and developmentally appropriate early childhood curriculum
·  Provide a safe and clean learning environment for the care and development of children in the centre
·  Ensure that centre’s service meet the needs of children and families
Experience, Qualifications and Training Requirements
·  Has at least 5 GCE “O’ level credits including EL or MT.

b) Child Care Teacher/ Language Teacher
Main job responsibility is to develop and implement early childhood programmes to a group of children in the centre/ one whose main job responsibility is to teach Mother Tongue Language in the centre.

·  Plan and implement a holistic and developmentally appropriate early childhood curriculum
·  Provide a safe and clean learning environment for the care and development of children in the centre
·  Provide activities, apparatus and equipment to support the various curriculum areas
·  Ensure that centre’s service meets the needs of children and families
Experience, Qualifications and Training Requirements :
For K1/K2 Teachers
·  Has at least 5 GCE “O’ level credits including EL or MT.
·  Has the Diploma in Pre-school Education - Teaching (DPE-T) / Diploma in Early Childhood Care and Education (DECCE-T), or its equivalent recognised by ECDA for K1/K2 teachers;
·  Has been registered with ECDA and attained a L2 certification
For N2 Teachers
·  Has at least 3 GCE “O’ level credits including EL or MT.
·  Has the Certificate in Pre-school Teaching (CPT) / Certificate in Early Childhood Care and Education (CECCE), or its equivalent recognised by ECDA.
·  Has been registered with ECDA and attained a L1 certification
Knowledge and Skills Required :
·  Demonstrate good active communicative skills
·  Adequate knowledge of current early childhood care and education development theories, research and practices
·  Ability to work well with children and families
·  Is familiar of government regulations, quality assurance framework (Child Care Act and Regulation, SPARK etc.)
c) Early Years Educarer – for Nursery 1 Group (2 months to 3 years old)
Main job responsibility is to take charge of children aged from 2 months - 3 year olds in the centre. The Early Years Educarer is responsible for providing a safe and developmentally appropriate environment for the children.
Duties and Responsibilities :
·  Plan and implement early childhood curriculum to meet the physical, emotional and social, intellectual needs of the young children
·  Provide a safe and clean learning environment for the children in the centre
·  Provide activities, apparatus and equipment to support the various curriculum areas planned for the children
·  Ensure that centre’s service meets the needs of children and families
Experience, Qualifications and Training Requirement :
·  Has the WSQ Advanced Certificate in Early Years
·  Has a valid first aid certificate recognised by ECDA; and
·  Has registered with ECDA and attained the EY2 certification
Knowledge and Skills Required :
·  Demonstrate good active communicative skills
·  Adequate knowledge of current early childhood care and education development theories, research and practices
·  Ability to work well with children and families
·  Is familiar of government regulations, quality assurance framework : Child Care Act and Regulation, Early Years Development Framework (EYDF) etc.
e) Early Years Educarer – for Infant Group (2 months to 18 months old)
Main job responsibility is to take care of children aged from 2 months – 18 months, planning and carrying out the daily developmental and care giving tasks. The Educarer also needs to attend to the health, hygiene and safety needs of the infants and toddlers.
Duties and Responsibilities :
·  Plan and implement Early Years Development Framework (EYDF) to meet the physical, emotional and social, intellectual needs of the infants and toddlers
·  Provide a safe and clean learning environment for the care and development of children in the centre
·  Provide activities, apparatus and equipment to support the various curriculum areas planned for the children
·  Ensure that centre’s service meet the needs of children and families
Experience, Qualifications and Training Requirement :
·  Above 21 years old ;
·  Has the Certificate in Infant and Toddler Care and Development/ Higher Certificate in Infant Care ;
·  Has a valid first aid certificate recognised by ECDA; and
·  Has registered with ECDA and attained the EY1 certification
OR
·  Is a State Registered Nurse (SRN);
·  Has the Certificate in Infant Care/ Higher Certificate in Infant Care
·  Has registered with ECDA and attained the EY1 certification

·  Adequate knowledge of current early childhood care and education development theories, research and practices
·  Ability to work well with children and families

2)  CHILD CARE CENTRE PARA PROFESSIONAL
a)  Para-Educator (for Kindergarten) / Educarer (Nursery)
Main job responsibility is to support teachers in the care and development of children in child care centres. They assist classroom teachers when conducting lessons and other classroom activities.The Para Personnel would also assist to coach individual children who may be physically or educationally challenged and can work with small groups of children,with the teacher’s direction.
The greatest value-add of para personnel is the possibility of working as a team with the teacher to enhance the quality of adult-child interaction in the classroom.
(i)  Essential Duties and Responsibilities : Other related duties may be assigned.
·  Present lesson plans, materials or programmes to children in a one-to-one or group setting.
·  Assist the teacher to monitor and supervise the children in the classroom, on field trips, meal times and other activities; or may monitor the class when teacher is otherwise occupied.
·  Assist the teacher in preparing for lessons.
·  Make quick, responsible decisions regarding children’s welfare and safety, including counseling them regarding conduct and self-discipline.
·  Assist the teacher to develop individual instructional materials, utilize reference and source for materials;
·  Provide administrative support for class recordkeeping and updating portfolio and communication book as required.
·  Assists the teacher in assessing student work.
·  Assist children with toileting or other needs.
(ii)  Training Requirements :
Para-educarers are required to undergo the Fundamentals in Early Childhood Care and Education Course. They can acquire the training within one year of joining the service.
Para-educators are required to have a minimum training requirement of the Certificate in Early Childhood Care and Education Course.
These training requirements will ensure that they are equipped with the appropriate knowledge and skills in early childhood care and development to perform their roles effectively in a child care centre setting.
(iii)  Knowledge and Skills Required :
Knowledge of and the ability to assist in instructing, reading, writing, and mathematics, or instructing reading readiness, writing readiness, and mathematics readiness as appropriate.
·  Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of children, parents, or peers.
·  Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
·  Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving a few known variables in routine situations.
·  Ability to interact with peers, children, parents, and others in an open friendly business-like manner.
