Oman Oil Refineries and Petroleum Industries Company SAOC, (‘Orpic’) invites ‘Tenderer’ to Tender for the 9900007872 - Management Development Programme Provider on a 2 Year Call Off Basis, in accordance with the terms and conditions set down in the Tender Documents. If you are a successful Tenderer you shall be required to enter into a Contract in accordance with the Form of Agreement.
Orpic wishes to enter into a two (2) year Call Off agreement for the provision of a Management Development Programme.

In the preparation and submission of the Tender, Tenderer shall comply with the Tender Documents. Orpic reserves the right to disqualify the Tenderer if any of the requirements included in the Tender Documents are not met.
Tenderers are requested to register their interest by payment of the Tender Fee per Article 2 plus completion and return of Appendix 1 and 2 of this Invitation to Tender to the Orpic Contract Engineer. Upon receipt, balance of the enquiry will be sent to the Tenderers.

1.0 Terms of Tender and Tender Overview
i. Terms of Tender
The terms and conditions applicable to this Tender Process are detailed in Sections T1, T2, T3. T2 and T3 may only be available with the complete Tender Document following payment of the Tender Fee.
ii. Description of Scope of Supply
The purpose of this commission is to develop and deliver a bespoke Management Development Programme for a group of high potential employees to enhance personal leadership and management competencies in order to prepare them for initial management roles within Orpic.
The programme shall provide the employees with an in depth understanding of, and ability to successfully implement, the necessary skills for effective management and leadership in the workplace, such as team management, proactive planning, understanding of customer relations, effective time management, proper communication and understanding human interaction and helping potential future leaders employees know how to use productive leadership and management techniques.
The Training Provider shall develop and deliver a Management Development Programme to achieve the following core objectives:-
Understand and develop the skills necessary for new leaders
Define and select personal leadership styles
Apply situational leadership to a range of employee personality types
Manage and motivate people for effective accomplishment
Make high quality decision making and problem solving
Build positive interpersonal techniques for better people relationships
Build persuasive communication and influencing skills
Develop creative thinking and innovation strategies
Creating and managing high performance team
Develop conflict management skills
Ability to establish positive and proactive work environment
Develop effective planning and organising skills
Develop, lead and manage change
Develop effective coaching skills
The programme will be delivered on site on a Call Off basis over a period of two (2) years to a minimum group size of fifteen (15) participants per session.
iii. Minimum Requirements to Participate in Tender
Technical Requirements
The Training Provider shall be one of the companies listed in the 2015 Top 20 Leadership Training Companies List as published by Training Industry at:-

Tenderer Registration Requirements
This Tender is a public open tender and is open to any company, local or international, that can meet the Technical and Commercial criteria. Tenderers that participate in this Tender that are not registered with Joint Supplier Registration System (JSRS) will be required to register if their Tender is successful. However it is advisable for all Tenderers to commence registration during the Tender Process.”
No affiliate of the Tenderer shall be eligible to Tender or participate in a Tender in any capacity whatsoever unless it can be demonstrated that there is not a significant degree of common ownership, influence or control amongst the Tenderer and the affiliate.This may also include Approved Registration requirements with Orpic or JSRS.
2.0 Requirements to Collect Tender Document
i. Tenderer Details Sheet
In order to correctly identify the Tenderer and the Tenderer’s point of contact for this Tender Process, Appendix 1 shall be completed by the Tenderer and presented, by hand or scanned and forwarded via email, to the Contract Engineer before the Tender Documents can be released to the Tenderer.
ii. Tender Fee
The Tender Fee for this Tender is OMR 100.
Prior to collection of the Tender Documents the Tenderer is required to deposit a non-refundable ‘Tender Fee’ into the Orpic’s bank account:

A receipt confirming deposit and identifying the Tenderers' name and the Tender number (e.g. Int. Tenderer Co. deposit for Tender 9900007872) must be presented, by hand or scanned and forwarded via email, to the Orpic Contract Engineer before the Tender Documents can be released to the Tenderer.
iii. Confidentiality Declaration
Prior to collection of the Tender Document the Tenderer shall sign the attached Confidentiality Declaration (Appendix 2). The Confidentiality Declaration must be completed, signed by an authorised person, stamped with the Tenderers company stamp, and be presented, by hand or scanned and forwarded via email, to the Orpic Contract Engineer before the Tender Documents can be released to the Tenderer.
3.0 Orpic Contract Engineer - Contact Point
All communication with Orpic shall be through Clarification Requests, in writing and addressed to the Orpic Tender is the submission by the Contractor. It is either ‘point of contact for this Invitatinon to Tender’ or ‘Point of Contact during the Tender Process.”Contract Engineer, Freddie Luke, . No Clarification Requests shall be entertained after the Clarification Request Closing Date included in the table in Article 6 below.
4.0 Tender Collection
i. Collection of Tender documents
Once the Tenderer Details Sheet, Confidentiality Declaration and confirmation of payment of Tender Fee requested in Article 2 has been received, the Orpic Contract Engineer shall inform the Tenderer the time and date of the availability of the Tender Documents. The Tender Documents may be issued by email, electronic hard drive or hard copy.
Should a Tenderer be required to collect the documents from Orpics offices then the Contract Engineer shall provide details of the information/documentation required to obtain a security gate pass for entry to Orpic.
5.0 Tender Bond
Not applicable to this tender.
6.0 Outline Tender Process and Submission of Tender
The Technical Tender Submission Date and the Commercial Tender Submission Date are the same but the Technical Tender and Commercial Tender shall be submitted in individually sealed separate packages. The opening of the Technical Tender and Commercial Tender are the discretion of Orpic and shall be either of the following

The Tender submission date is before and no later than 11 a.m.
The Tender shall be deposited in the Tender Box located at the Sohar Polypropylene Plant, Administration Building. (Directions:- Enter Sohar Port. After passing through the security gate perform a U turn and drive along the fence-line on the right of the vehicle. Take the first turning on the left, signposted as Way 1120-1140. Drive 0.75 kilometer and take the right turn into way 1131. You are now at the Polypropylene Plant (PP). Before reaching the Security gates at the PP, approximately 100 M from the turn off, bear left to reach the main entrance of the Administration building.)
Prior to visiting Orpic. Please note the following:
Request for Sohar Port gate pass must be sent by email to the Orpic Contract Engineer LATEST THURSDAY 21st JANUARY AT MIDDAY.
The request must include name of driver and any passengers, residence / ID card numbers (copy by email), Name of Company, and date of visit. Note that only people who have gate passes issued for them can enter the port area.
Only vehicles which have Omani registration number plates are allowed to enter the Port, UAE vehicles etc are not allowed entry. No taxi vehicles can enter the Sohar Port.
Electronic Submission of International Offers: Commercial and Technical offers can be submitted through email by sending the technical and commercial proposal . Please send a notification to the Orpic Contract Engineer once you submit your offer to the procurement electronic mail box. Total individual electronic file size to be no more than 5Mb.
7.0 Tender Award
In the event that Orpic considers Tenderer to be commercially a potentially successful competitor for the award of the Contract, Orpic may subject Tenderer to a further technical and financial evaluation. Only when a Tenderer satisfies Orpic’s technical, financial and commercial requirements will a Contract be awarded.

9.0 Appendix 2 – Confidentiality Declaration

Box 282, PC 322 Sohar, Sultanate of Oman (the 'Orpic') to accept the following terms and conditions on which the Orpic is prepared to communicate to the Tenderer certain Confidential Information pertaining to the Work under the above mentioned Tender as hereinafter defined.
i. Definitions
Confidential Information
shall mean all knowledge, data or information acquired by Tenderer from, or disclosed to Tenderer by Orpic, or on behalf of Orpic, in connection with the Tender Documents, Clarifications and the Tender Process in writing, drawings, magnetic tapes, computer programs or in any other way, as well as all knowledge, data or information derived there from, to the extent that such knowledge, data or information at the time of such acquisition or disclosure is not either already in the unrestricted possession of Tenderer or part of public knowledge or literature.
Confidential Record
Shall mean all Tender Documents, Clarifications and any other material containing Confidential Information.
Third Party
Shall mean any party other than Orpic or Tenderer.
ii. Confidentiality
Tenderer shall preserve and cause its employees to preserve the confidentiality of any Confidential Information.
Tender shall not for any purpose other than the preparation and submission of a Tender
disclose to any Third Party or enable any Third Party to note the fact that Tenderer has been invited to submit a Tender and/or, if applicable, the fact that the Contract is awarded to Tenderer;
