TECNHICAL SPEIFICATION FOR CARBON STEEL PIPE

  • Pipe shall be of new, seamlessconstruction conforming to A 106Type Gr B.
  • Each pipe shall be of 5.5m to 6.5 m length and cut peces shall not be accepted.
  • Dimension and weightof the pipes shall conform to ANSI B 36.10.
  • Test methods shall be as per ASTM A 370,751
  • All the test results shall meet the values specified as per the standard ASTM A 106 Grade B
  • The minimum wall thickness at any point shall be within the tolerances specified in Table 1 of ASME SA 530.
  • Variation in outside diameter including ovality shall not exceed the limits prescribed in Table 2 of ASME SA 530.
  • The surface imperfections that penetrate more than 12.5% of the nominal wall thick or encroach on minimum wall thick shall be considered as defect. Pipes with such a defects shall be rejected.
  • Pipes shall be uniform in quality and condition and have a smooth surface finish conforming to the best practice.
  • Pipesshall be legibly stenciled clearly indicating manufacturingstandard and shall also reflect size; Sch. No; Grade; Manufacturers Name, Heat No; Lot No. Etc.
  • Any visible dents / pitting found on any of the pipe in both external and internal surface shall be summarily rejected.
  • All the pipes shall be de-scaled inside and outside.
  • The supplier shall follow the Quality Assurance Plan enclosed as Annexure-B without fail and obtain Heavy Water Plant, Tuticorin approval prior to inspection.
  • Pipe pieces as per the standards collected for samples from the lot shall be in the scope of supplier. Quantities mentioned in the purchase order shall be of after cutting sample pieces. Lengths cut for samples shall not be considered as part of supply quantity.
  • Quantity variation shall not be more than +/- 2% of the PO quantity.
  • Bidders shall have executed minimum two purchase orders of similar items & gradesduring last three years. Scanned copy of the same shall be uploaded along with the bid as proof.
  • Bidder shall indicate the brand of the pipe in their offer. They shall be able to submit the manufacturer’s mill certificates during inspection.
  • Pipes which are imported from other countries shall have documentary proof for the origin of supply and copies of manufacturer mill certificate which shall strictly fulfill the codes and standards specified in our technical specification
  • Supplier shall sign this technical specification and upload along with the bid as a token of acceptance of our technical specification failing which the bid will not be considered for evaluation.

PRE-DISPATCH INSPECTION

All the pipes shall be subjected to pre-dispatch inspection at supplier’s work.No third party inspection is involved; inspection will be carried out by Heavy Water Plant(HWP) inspector.Sampling shall be drawn in the presence of HWP inspector as specified above for testing at Govt. approved lab for confirming chemical and mechanical properties.

Sample shall be taken on 5% of the pipe from each lot but not less than 2 pipes. A lot shall consists of all pipe of the same outside diameter and thickness manufactured from the same heat of steel and heat treated under the conditions of temperature & time in a single charge in a batch type furnace or heat treated under the continuous furnace.

Supplier shall make all the necessary arrangements for collecting the samples, specimen preparation, packing properly in a sealed cover and sending to Govt. approved lab with HWP inspector’s due signature on the samples / covers for the testing purpose. All the tests shall be witnessed by HWP inspector.

Test results shall meet the acceptable values specified in the applicable codes if not material will be rejected. Supplier shall give 20 days advance intimation for arranging the visit of inspector at Govt. approved lab.

Testing charge, if any, shall be mention separately by the bidder.

The following test shall be carried out in the presence of HWP inspector during pre-dispatch inspection

  1. Visual examination.
  2. Dimensional checks as per ANSI / ASME 36.10
  3. Chemical analysis
  4. Mechanical testing
  5. Hardness testing

Supplier shall submit photo copies of the original mill test certificate which shall contain the following details.

Heat Number

Chemical composition

Product Analysis

Mechanical Properties

Hydrostatic Test Report

Hardness test report

Transfer documents or invoice from original manufacturer

GURANTEE

Offered material shall be guaranteed for a period of 18 months from the date of receipt at HWP, Tuticorin or 12 months from the date of commissioning, whichever is earlier against manufacturing defects.

PACKING & FORWARDING

Ends of each pipe shall be preserved to prevent any damage during transportation / handling and delivered on door delivery basis to HWP, Tuticorin.
