The Company
GeoComm, Inc. (“GeoComm”), a Granite Equity Partners* company, was founded in 1995 to provide local governments with turnkey emergency 9-1-1 development services. Over the subsequent 20 years, the company has grown to serve more than 12,000 dispatchers over 750 emergency 9-1-1 call centers in the United States, helping to keep more than 84 million people safe. Today, GeoComm has a national reputation as a leading provider of Geographic Information Systems (GIS) software, services, and consulting services. The Company’s software systems route emergency calls to the appropriate call center, map the caller’s location on a dispatchers map, and guide emergency responders to the accident on mobile displays within police, fire, and ambulance vehicles.
GeoComm, which is headquartered in St. Cloud, Minnesota, has been assistingour customers implement public safety GIS and communications technology, determine better operational models, and realize cost savings, while continuing to offer the best possible emergency services. The Position
Reporting to the Vice President of Product Management and Innovation,the GIS Analystis primarily responsible for developing and improving usage and application of Geographic Information Systems and GIS data across various departments within GeoComm. Familiarity and proficiency with a wide variety of GIS concepts, practices, procedures, and applications is required. The position relies on extensive experience, judgement, research, and experimentation to plan and accomplish complex GIS tasks and goals. The GIS Analyst works closely with both internal teams and external stakeholders to identify GIS requirements, objectives, and goals. Often projects will be complex and require multi-department collaboration, communication, and documentation. A wide degree of creativity and latitude is expected. The successful candidate will strongly demonstrate teamwork, customer commitment, sense of urgency, empowered accountability and continuous improvement in their daily work.
Additionally, the GIS Analystwill be responsible for:
- Identifies, researches, and develops methods utilized GIS to solve stakeholder business problems.
- Works closely with others to analyze current GIS business processes and recommends best practice solutions and improvements.
- Analyzes, troubleshoots, and resolves GIS application problems; communicates with internal and external technical resources to resolve end user issues; provides guidance to users on methods for correcting reported problems.
- Tests new and revised programs, processes, workflows, and interfaces to ensure accuracy and efficiency; develops and works with team members to execute test plans and forwards to users for user acceptance testing; creates test scenarios; generates test data and keeps logs of test results; tests and analyzes the effectiveness and functionality of new fields and code; notifies appropriate department staff of testing problems and required fixes. Ensures functionality of new tools will meet expectations and requirements.
- Coordinates and conducts user applications training classes; develops training materials and manuals; responds to and resolves user inquiries; develops and maintains user documentation.
- Monitors the release of new software, software releases, and tools from Esri. Researches and tests new Esri releases to determine impact on GeoComm services and software. Trains and advises GIS team of required GIS service changes based on Esri service releases.
- Complete project work for complex projects involving GIS data maintenance, manipulation, analysis, extraction as well as performs research, investigation, experimentation and verification. Prepares projects and data for archival storage; performs record keeping and inventory; documents and files data sources and map files for future reference; responds to requests from end users for mapping data; responds to emergency mapping and information requests.
Essential Job Duties:
Knowledge of:
- GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation, and analysis.
- GIS database administration and management principles, methods and techniques, including quality control methods and practices.
- Knowledge of GIS software tools and applications including but not limited to ArcGIS, ArcGIS for Server, AutoCAD suite, MS Visio, and applications of MS Office Suite.
- Principles and practices of GIS analysis and design.
- Hardware and software applications development methods, tools and utilities applicable to the GIS system.
- Basic principles and practices of effective training
- Understands GeoComm’s software and how GIS elements interface with the software.
- Strong knowledge of GIS for 9-1-1 knowledge including NENA standards and expectations.
- Geodatabase replication and relationships for internal and external use.
- GIS Automation using python, SQL, ESRI Model builder, etc.
- 3D GIS experience
Ability to:
- Plan, organize, integrate, monitor, and maintain a comprehensive GIS and its related applications to meet mapping and customer service objectives, including developing long-range GIS system goals.
- Develop and maintain effective customer-focused service processes with internal staff and end users.
- Understand, analyze and define user requirements for GeoComm Software.
- Analyze complex problems, evaluate alternatives and make sound independent decisions within established guidelines.
- Train others in the use of GIS applications.
- Organize, plan and complete projects efficiently with minimum supervision.
- Work collaboratively and effectively with project teams including user representatives and outside resources and others encountered in the course of work.
- Communicate effectively, orally and in writing.

Candidate Profile
The fully qualified candidate will possess a Bachelor’s Degree in Engineering, Geography, or Computer Science. Master’s Degree or Certificate in GIS or related field, GISP, ENP, ESRI technical certifications preferred. Five years working GIS projects or related computer science or engineering field.
