PUBLIC COMMENTS

William James with Dreamland Safari addressed the Commission in regards to meeting that was held on May 19th, 2016 at the Search-and-Rescue building . Ron Van Dyke address the public to let them know the meeting held on May 19th, 2016 was not a Commission meeting. William James continued to express concerns about the BLM changes to the Wave Lottery.

KANE COUNTY FAMILY CONSUMER SCIENCE EXTENSION SPECIALIST

Elizabeth Davis addressed the Kane County Commission as the new Extension Specialist. Introduction to programs offered and what is available through her office. Elizabeth has a degree in adolescence development. Working on programs to break generational paths of poverty, through community programs focusing on positive learning patterns for youth and life skills.

CONTRACT BETWEEN KANE COUNTY AND IRON ROCK ENGINEERING

Shannon McBride Land Use Authority presented the Commission with a contract for renewal with contract pricing to remain the same and would like the Commission to make a motion on the contract with Iron Rock Engineering and Kane County. Motion made by Commissioner Jim Matson that Kane County renew contract with Iron Rock Engineering at current contracted rate, second by Commissioner Lamont Smith. Voting: Commissioner Dirk Clayson, Aye, Commissioner Jim Matson, Aye, Commissioner Lamont Smith, Aye.

UTAH STATE LIBRARY BOOKMOBILE CONTRACT

Karla Johnson Clerk/Auditor presented the Commission with the 2016 annual Bookmobile contract and recommends that it be signed and continued. Approximate cost is $32,200 annually and is shared with Garfield County. Karla recommended the contract be signed at the renewal rate. The Bookmobile serves all of Kane County and Garfield County. It is a well used resource for Kane County. Motion made by Commissioner Lamont Smith to renew the 2016 contract at the current rate for the Bookmobile. Second by Dirk Clayson. Voting: Commissioner Dirk Clayson, Aye, Commissioner Jim Matson, Aye, Commissioner Lamont Smith, Aye.

UPDATE OF 2016 TAX SALE AND ACTION TO WITHDRAW A PARCEL

Karla Johnson Clerk/Auditor addressed the Commission about the upcoming 2016 Kane County Tax Sale Thursday at 10:00 am in Commission chambers. There are approximately 51 parcels listed on the sale under the provisions of Section 59-2-1351.1, Utah Code Annotated 1953, as amended, the following described real property located in the county and now delinquent and subject to tax sale by Kane County. Karla Johnson also requested a motion for a withdrawal of parcel 21 listed on the 2016 Tax Sale list owned by Michael Robert Barker is withdrawn due to IRS lien . Motion made by Commissioner Jim Matson To withdraw the parcel from the 2016 Tax Sale. Seconded Commissioner Lamont Smith. Voting: Commissioner Dirk Clayson, Aye, Commissioner Jim Matson, Aye, Commissioner Lamont Smith, Aye.

ALTON COAL MINE AND ALTON ROAD

Gary Kalpakoff citizen and Bert Harris with Kane County Roads Department, Gary addressed the Kane County Commission regarding some concerns and few issues in regards to road in front of his home. The trucks hauling coal From Alton coal mine, have contributed to the current issues. The trucks run 24 hours a day 6 days a week areas of concern dust control, coal trucks not being covered when hauling coal, noise caused by trucks, trucks speeding and drivers need to use provided restroom facilities. Commissioner Clayson asked Sheriff Tracy Glover and Byard Kershaw come forward and assist the Commission in addressing Gary's concerns. Sheriff Tracy Glover offered to have the county deputies patrol that area more frequently to further enforce the posted speed limit. Alton Town board is working hard on addressing Gary’s concerns, Alton Coal is willing to pay for a water truck to water the stretch of the road to keep the dust down.

KANE COUNTY RESOURCE COMMITTEE

Commissioner Jim Matson, LAU-Shannon McBride and Mary Reynolds; Commissioner Jim Matsonaddressed the public and commission on the some of the issues that are taking place and focusing on a few issues that need to be addressed. Grazing issues that are facing Kane County and Garfield County and how we can move forward. In addition moving forward in working with Five Counties and in total working with eleven counties to coordinated in the County's General Plan when dealing with BLM and Forest Service and reactivating the County Resource Committee would like to turn meeting into task meetings in order to facilitate and work effectively on creating a resource plan of needs and things the county has to offer. Some of the areas of concern they plan on addressing are Kane County Resource Planning & Utah State HB323 Conformity ,Kane County Resource Committee BLM Planning 2.0 ,Coordination & Consistency With Local Plans and Ordinances and Kane County Land Use – Private & Public Lands Organizational Tasks & Needs .

Mary Reynolds with the Land Use Authority passed around an organizational chart On how Planning and zoning and the resource management work together they are on schedule with meeting HB323 and will be receiving all the information from the Consultants between March and August have an idea of about five or six different topics that they would like the resource committee to work on. they would also like to work with people who know the local area the biking trails, the hiking trails and horse riding trails to get specific inventory information on what Kane County has to offer and they would like to incorporate this into the resource plan .

Shannon McBride with the Land Use Authority commented on the upcoming Solar Power Plant that will begin breaking ground in Kane County. The coordination meetings have had a positive effect in working with public land agencies. They are working on growing and gathering the information on roads used in Kane County so they may be included in the resource plan, and listing the items that will continue to benefit Kane County lands for Public and Private use, as well as, the grazing issues. They are working with the local ranchers to gather information on areas used for grazing by ranchers.

COMMISSIONER REPORTS

Commissioner Lamont Smith, reported on East Zion SSD notice was sent out on vacancy on the board , and Cedar Mountain has hired two fulltime firemen.

Commissioner Dirk Clayson, would like to schedule clarification of the Open Public Meeting act for the June 13, 2016 Commission Meeting and has asked Attorney Rob VanDyke to head it up.
