Introduction :

Bureau of Applied Economics and Statistics, West Bengal came into existence in the mid 1940’s when the erstwhile Government of Bengal decided to set up a Provisional Statistical Bureau (PSB) under the administrative control of Finance Department. In pursuance of these decisions, the Govt. order was issued under Finance (Audit) Department’s memo. no. 1940(28)-F, dated 6.10.1944.

Since then, the name of the Bureau has been changed twice: first, from Provincial

Statistical Bureau (PSB) to State Statistical Bureau (SSB) since 13.11.1950 and then to

Bureau of Applied Economics & Statistics (B.A.E.& S.) w.e.f. 1.1.1969.

Objectives :

To collect, collate and disseminate credible and timely statistics on different fields

covering all sectors of the State Economy for planning, decision making and debate

within and outside the Government.

To maintain close liaison with different departments, organizations and bodies of the central and State Governments in disseminating statistical information on various fields through a number of regular publications.

Responsibilities:

To carryout Statistical Surveys on multifarious topics covering socio-economic aspects

covered under National Sample Survey and other studies as required by the Government

from time to time. The entire work right from the planning of the survey to report

generation (data collection, compilation, processing, analyzing and preparation of

reports) is taken up by the Bureau.

To publish Statistical reports based on secondary data collected from different

departments, organizations, and bodies of the Central and State Governments for meeting

up growing demand of data at district as well as block level for preparation of

decentralized planning.

Organization set- up:

Bureau of Applied Economics and Statistics is a Directorate under the Administrative

Control of Development & Planning Department, Govt. of West Bengal.

Organizational Structure:

The Bureau of Applied Economics & Statistics is headed by the Director. The activities

of the Bureau are performed through four branch offices (excluding Head Office) viz. I)

Agricultural Statistics Office, II) Industrial Statistics Office (including Annual Survey of

Industries), III) General Statistics & Survey Office (GSSO), IV) Socio Economic Survey

Office (SESO).

Each branch office of the Bureau is headed by a Deputy Director, except the Agricultural

Statistics Office, which is headed by an Additional Director. There are eighteen District

Statistics Offices under the Bureau each headed by an Assistant Director. Besides there

are two posts of Regional Deputy Director one at Burdwan and the other at Jalpaiguri.

The Crop Survey works, other Socio Economic Survey works along with data collection works from different Government offices/organizations at district as well as block level are carried out by the District Statistical Offices.

Agricultural Statistics Office (including District Statistical Offices)

Performance :

The work of the Agricultural Statistics Office is to prepare yield rates and production of 12 insured crops and 7 non-insured crops of the state at Block as well as GP level. The estimates of insured crops as well as production of all the 19 major crops are prepared by the Agricultural Statistics Office and submitted to the Government as per time schedule. The 19 major crops are as follows Jute, Aus, Mesta, Maize, Aman, Wheat, Linseed, Mustard, Masur, Mung, Sugarcane, Khesari, Motor, Arhar, Maskalai, Gram, Barley, Boro paddy and Summer Til.

During the year 2007-08, about 40,000 crop cutting experiments have been performed at Block/GP level.

Beside the crop surveys and crop cutting experiments, the Agricultural Statistics Office performed the following works through the District Statistical set up of the Bureau -

i) Conducted harvest time survey along with the crop cutting experiments during each crop season of 2007-08 to have an idea about the irrigation status of the crops under survey.

ii) Conducted the Cereal Consumption Survey (reference year 2006-07) to assess the quantity produced and marketed by the farmers as surplus in respect of 5 crops i.e., rice, wheat, potato, mustard and maskalai. Total number of 9448 households has been surveyed in 358 mouzas in the state during 2007-08.

iii) Collected data at District/Block level for publication of District Statistical Hand Book, State Statistical Hand Book and Statistical Abstract of West Bengal.

iv) Collected price data from selected markets for both bazar and non-bazar items/commodities on regular basis for the purpose of construction of Consumer Price Index Number.

v) Collected data from selected factories by canvassing a well defined schedule for the purpose of preparation of Report on Annual Survey of Industries.

vi) Collected production data from selected factories for construction of index of industrial production of the state by industry group.

vii) Collected data on income and expenditure of the Municipalities and their activities for preparation of a report on Municipal Statistics.

viii) Collected data on State Government employees from all the Government offices located within the jurisdiction of each district office as they stood on 31.12.2007.

ix) Participated in quality control survey on the area enumeration works done by the staff of the D.L.R.S., West Bengal on sample basis with the N.S.S.O., Government of India, in the districts of Nadia, North 24 Parganas, Coochbehar and Burdwan during 2007-08.

The Industrial Statistics Office is entrusted with the job of estimation of the State Domestic Product and District Domestic Product by industry of origin, construction of Index of Industrial Production of West Bengal and construction of Consumer Price Index Number in 20 selected urban centers including Kolkata. It has already been decided to change the Base Year of Consumer Price Index Number from old base (1960 = 100) to a current base (2006-07=100) for 10 selected urban centres in West Bengal for which the conduction family budget survey has been undertaken in order to have the revised weighting diagram for the new base. The Bureau has taken up the base price collection work in addition to its normal work. The CPI for new base is expected to be released in April, 2008.

Performance :

a) Index of Industrial Production (IIP) :

Monthly Index of Industrial Production (at 2-digit NIC) has been released up to the month of October, 2007. The present base year of 1993 for IIP has been under the process of shifting to more recent year of 1999-2000 for which selection of factories is completed. Data collection is in progress and about 30% of total selected units have so far responded for new series.

b) Consumer Price Index :

Consumer Price Index Numbers for Kolkata Centre (Base : 1993=100) has been released up to the month of February, 2008 and for the week ending on 22.03.2008. The base year revision works in respect of 10 urban centers namely, Kolkata, Howrah, Burdwan, Purulia, Krishnanagar, Midnapur, Cooch Behar, Darjeeling, English Bazar (Malda) and Suri have been completed by conducting a Family Budget Survey in those urban centers. The Bureau has completed the base year price collection work for this purpose. The CPI for new base i.e., 2006-07 is expected to be released in April, 2008.

c) State & District Domestic Product :

In conformity with the revision of base year for estimation of GDP at national level, the base year of SDP has been shifted from 1993-94 to 1999-2000. The estimates of SDP by industry of origin have been prepared at both current and constant 1999-2000 prices for the years 1999-2000 to 2004-05, 2005-06 (Provisional Estimate), 2006-07 (Quick Estimate) and 2007-08 (Advance Estimate). Also the estimates of DDP have been prepared upto 2005-06 with new base 1999-2000. A report on State and District Domestic Product of West Bengal for 1999-2000 to 2005-06 has been released with the methodology followed in the new series of State Income with base year 1999-2000.

d) Analysis of State Government Budget :

Analysis of State Government Budget for the years 2005-06 (Actual) and 2006-07 (Revised) have been done. Further, Economic-cum-Purpose Classification of State Budget has been done for 2005-06 (Actual) and the related tables have been sent to Central Statistical Organisation (CSO), Government of India. Analysis of 2006-07 (Actual) has just been started.

e) Gross Fixed Capital Formation (GFCF) :

The estimates of Gross Fixed Capital Formation (GFCF) in respect of the Primary sectors viz. Agriculture, Livestock, Forestry, Fishery and Mining at current and constant (1993-94) prices have been prepared for the years from 1990-91 to 2004-05 and Report on GFCF for primary sector at state level has been completed and will be published soon.

f) Annual Survey of Industries :

This unit is engaged in conducting surveys on Registered Factories of West Bengal in

collaboration with National Sample Survey Organization and brings out the report on

Annual Survey of Industries highlighting characteristics like assets, liabilities, working

capital, consumption of raw materials, output, input, employment and value added b

industry group.Validated data in respect of ASI, 2005-06 has been sent to C.S.O. (IS

Wing), Kolkata for approval and pooling with the Central data. Field work of ASI, 2006-

07 is in progress.

Socio Economic Survey Office (S.E.S.O.)

This office was created to conduct Socio Economic Surveys on matching sample basis with the National Sample Survey Organisation (NSSO), Government of India. The S.E.S.O. is participating since 29th round of National Sample Survey (NSS).

Performance

Field Work

Field work of the 63rd round of NSS started during July, 2006 and it covers i) Unorganized Service Sector Enterprises (Schedule 2.345) excluding Trade but including Finance and Household Consumer Expenditure (Schedule 1.0). The field work of 1st, 2nd and 3rd sub-round has been completed and the same for 4th sub-round is in progress. The field work of 64th round of NSS started during July, 2007 and it covers Employment & Unemployment and migration particulars (Schedule 10.2), Participation and Expenditure in Education (Schedule 25.2) and Household Consumer Expenditure (Schedule 1.0). The field work of 1st, 2nd and 3rd sub-round of the 64th Round has been completed during 2007-08.

Compilation work

The compilation work in respect of the following rounds of NSS have been undertaken during 2007-08 :

i) Pre-data entry scrutiny of filled-in schedules of List of Household and Non-Agricultural Enterprises (0.0), Service Sector Enterprise excluding Trade (2.345) and Household Consumer Expenditure (1.0) of the 63rd Round (3rd and 4th sub-rounds) have been completed.

ii) The pre-data entry scrutiny of the filled-in schedules of the 1st and 2nd sub-rounds of this 64th Round has been completed and the same for 3rd sub-round is in progress.

Preparation of Report

The State Sample Report in respect of 58th Round of NSS covering Housing Condition (1.2) has been prepared.

General Statistics & Survey Office (G.S.& S.O.)
