1. Minutes
The Minutes of the Area Council meeting held on the 3rd June 2008 were confirmed on the proposal of Cllr. B. Reilly, seconded by Cllr. E. Cassidy.
2. Reports
Housing Report
Ms. C. Benson, Area Administrator, submitted the Housing Report to the meeting, copy previously circulated.
The following issues were raised by the members and noted by Ms. C. Benson
· Athboy houses- are allocations to be made shortly.
· When will the Cortown houses be allocated?
· Will Cllrs be notified of all allocations made on Local Authority Housing?
Roadwork’s Report
Mr. D. Grimes, A/Executive Engineer, submitted the Roads Report to the meeting, copy previously circulated.
The following issues were raised by the members and noted by Mr. D. Grimes
Cllr. M. Gallagher
· Drumbaragh – Eircom were to re-locate poles, this still hasn’t been done
· Ballinlough to Virginia Road needs a white line.
Cllr. B. Reilly
· Are we late with the verge trimming this year?
Engineer, Declan Grimes responded by stating that there was a delay due to health and safety implications. Hope to get work started next week.
Cllr. M. Lynch
· Thanked Area Engineer and outdoor staff on cleaning up the roads at Milltown and Mount Nugent.
Cllr. E. Cassidy
· Two cars at St Bridgid’s Villas is there something we can do to remove them.
· Cars at Oristown near school maybe abandoned.
Manager, B. McGrath we will put a notice on them first for St Bridgid’s Villas and check if Council are in ownership of that part of the road first for Oristown.
Sanitary Report
Mr. D. Grimes, A/Executive Engineer, submitted the Sanitary Report to the meeting, copy previously circulated.

· Thanked the Area Manager for report on Archaeology.
· What is situation with water in Athboy have we enough to serve future what is plans for the future?
Item 3 – To receive a presentation from Planner Mr Joe McGarvey, A/Senior Executive Engineer in relation to the Part 8 – Oldcastle Wastewater Treatment Plant Optimization Works.
The Part 8 – Oldcastle Wastewater Treatment Plant Optimization Works was presented by Mr Alan Russell, T/Assistant Planner to the members.
Cllr. M. Lynch – welcomes the report, huge welcome from Oldcastle and will alleviate alot of pressure on Meath County Council.
Joe McGarvey, A/Senior Executive Engineer, Infrastructure informs members that they are currently in process of opening the tenders for the job and looking at 4-6 months construction period.
Oldcastle Chamber of Commerce also looking to meet with Councillors.
Manager – if councillors wish to invite them to the Chamber that is fine.

Item 4 – Mr Michael Killeen, Director of Services for Community and Enterprise to discuss the Amenity Levies Scheme and the Community Grants Scheme (2008) for the Kells Electoral Area.

Kells Area 2008 – Recreation, Amenity, Environment Improvement Scheme.
The following issues were raised by the members and noted by Mr. M. Killeen.
Cllr. L. McCormack
Can the Council examine the possibility of CCTV cameras for Athboy Playground, currently experiencing a lot of anti – social behaviour.
Cllr. M. Lynch
Can the possibility of CCTV cameras for Oldcastle Playground also be examined. Can signs be erected stating that the playground is for children only to be accompanied by an adult.
Michael Killeen – Going to run a pilot CCTV scheme in a Ratoath playground and going to see if a successful prosecution for anti social behaviour can be made from such CCTV footage.
Cllr. E. Cassidy
Carlanstown have a young and growing population and no playground facilities. We have a cow plot there and could we look at developing it for an amenity.
Manager – Meath County Council will be making bye-laws for playgrounds in the Kells Area.

Mr. Richard Donagh, Assistant Engineer, Community and Enterprise submitted the Report to the meeting, copy previously circulated.
Kells Area 2008 – Community Grants Scheme.
There are 17 applications in total.

Each and every allocation is deserved the large area will benefit from the funding. Each area has done exceptionally well and have no problem recommending them for adoption.

Gave his agreement to Community Grant recipients.
