The regular meeting of the Board of Supervisors, held at the Township Municipal Building, was called to order by ChairmanGreg Happ at 7:30P.M. ADJOURN / Motion by Rape, seconded byGiles, toapprove the minutes of the April 5, 2016 meeting as written. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Giles, to pay the bills from the General Account, April 6th through April 30th for $121,541.44 and as of May 3rd for $116,776.07 with signing of the checks after the meeting. Vote of 5 to 0 in favor.
Becky Kretschmann, 257 Zeigler Road, question if PennEnergy will be landscaping around the well pad on Zeigler Road.
Manager Beighey said that he would contact PennEnergy to see if they would agree to do any landscaping.
Motion by Rape, seconded by Giles, to obtain quotes for painting the upstairs of the Township building and obtaining two separate quotes for new flooring in the police department and upstairs of the Township building. Vote of 5 to 0 in favor.
Chief Leindecker reported that the annual Police Memorial will be held on May 20,2016, at the Beaver County Courthouse. He also advised that following the ceremony the Beaver County Domestic and Sexual Violence STOP Team will be presenting an award to our police department for showing exemplary performance in upholding the Beaver County Domestic Violence Police Protocol. He also said Beaver County District Attorney’s Office will present part-time police officer Jeremey Conley, withthe “Top Gun” award forhis D.U.I. arrests and Detective Gregory Carney will be presented an award for his outstanding performance on an investigation of a methane lab in the Township.
Chief Leindecker read his monthly report for April 2016, which included the number of police calls, vehicle maintenance, arrests and citations issued.
Buddy Meade, Pine Run Fire Department, and Lonnie Vodenichar from Big Knob Fire Department, read their reports for the month of April which included the number of calls they responded to and man hours.
Motion by Rape, seconded by Giles, that completing the interviews with the applicants who applied for the full time Road Department employee, that the interviewers and the Township Manager shall determine the best applicant and hire upon completion of physical. The person hired will be announced at the next regular supervisors meeting. Vote of 5 to 0 in favor.
Motion by Retsch, seconded by Nowicki, to accept the Beaver County COG bids for the 2016 spring commodities. Vote of 5 to 0 in favor.
Road Foreman Tom Milligan reported that spring road inspection went well and he and the Board members addressed all the Township roads that are in need of repairs.
Motion by Rape, seconded by Nowicki, to adopt Ordinance No. 204, Prohibiting Tobacco, Nicotine, and Alcohol Consumption at Green Valley Park, Freedom Area School District, and all Property Owned by New Sewickley Township, contingent upon the Solicitor deleting Section 2. Vote of 5 to 0 in favor.
Chief Leindecker advised he reviewed the solicitor’s draft of the proposed ordinance for prohibiting tannerite and other explosives. He said he had several questions regarding the penalties and how to determine if a violation would be criminal or civil.
It was agreed that the Chief and Solicitor Lope would discuss his concerns.
Motion by Rape, seconded by Retsch, to authorize the solicitor to advertise the proposed ordinance. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to adopt Resolution No. 03-16, authorizing West View Water Authority to condemn property within the geographic boundaries of the Township owned by J. Edward McDonald (deceased) only in the event that they cannot come to an agreement with the estate. Vote of 5 to 0 in favor.
Jim Culler Township Engineer reported on the following:
- He completed the floodplain management consistency review for the PaDOT Freedom Road (Crows Run Road) Improvements.
- Performed a Conditional Use site visit for SBA Towers on Grange Road. A site visit report was submitted to the Township.
- Performed a site visit at the Cardinal Compressor Station for a Conditional Use that they were granted. A site visit report was submitted to the Township.
- He visited TOA Liberty Hills to examine the developer’s conversion of the site to a post construction stormwater management. He found that the basin has not been fully converted into the “dry” PCSWM basin as approved by the Township as part of the development plan approval process.
- Reviewed E&S control plans for PennEnergy’sdriveway on Grange Road at the Fritsch Farm.
Albert Horn, Chairman of the Planning Commission, stated that he believed one of the concerns at the compressor station was the lights shining after dark. He questioned if Jim Culler Township Engineer could perform a night inspection. Jim advised that he would contact Josh Corey from Cardinal and arrange a night time inspection.
Motion by Rape, seconded by Giles, to appoint Larry Hough, to fill a two year vacancy on the Municipal Authority. Vote of 3 to 2 in favor. Nowicki and Retsch voting NO.
Supervisors were reminded of their workshop on May 10th with the Recreation Board to discuss a Long Range Plan for Green Valley Park.
Motion by Retsch, seconded by Nowicki, to accept the proposal Agreement with Pashek Associates for preparing a Master Plan for Green Valley Park at a cost of $26,000.00. Vote of 5 to 0 in favor.
Board members were advised that the survey for Green Valley Park has been placed on the Township website and to date the response has been good.
Supervisors received a report of the building permits that were issued in the month of April along with a copy of Tom Albanese’ zoning enforcement report.
Chairman Happ thanked Supervisor Fritz Retsch for the time and effort he placed in recruiting advertisements for the Township Newsletter. Supervisor Retsch collected over $1,900.00 for the spring edition.
Supervisor Rape reported that he felt the 2016 PSATS State Convention was one of the best he has attended. He stated how educational it was.
Motion by Giles, seconded by Retsch, to adjourn. Meeting adjourned at 9:12 p.m. Vote of 5 to 0 in favor.
