Review of November 3, 2004 Minutes:

It was noted that several modifications to the November 3, 2004 have been proposed by various CSCN participants. The suggested modifications were reviewed and discussed by the CSCN.

Agreement was reached to accept the November 3, 2004 minutes, including the changes made during this conference call, as final.

The CSCN Secretary will finalize the November 3, 2004 minutes, re-distribute them to the CSCN, and send them to Procedure for posting to the CRTC CISC website.

It was noted that the draft version of the November 19, 2004 CSCN TIF 53 minutes was distributed on December 1, 2004.

Summary of Action Items from November 19, 2004 Conference Call:

1)The proposed changes to the November3, 2004 minutes were discussed during today's conference call.

2)The Chair of the CSCN will provide the logistics for the January 18, 2005 facetoface meeting and a conference bridge. (Post Meeting Note: The January18,2005 meeting has been changed to a conference call. See "Next Meeting" for details.)

3)The agenda for the face-to-face meeting on January18,2005 will include the questions raised in CIRA's October 14, 2004 contribution. (Outstanding)

4)The CSCN is seeking contributions to address the issue of "What process should be used to make arrangements for an entity to perform the Tier 1B ENUM Registry functionality for Canada during the trial?" It was noted that aside from the Bell Canada contribution, the CSCN Secretary and Chair are not aware of any other contributions on this topic.

5)The CSCN shall attempt to develop the trial framework including terms and conditions for Canadian participation in the CC1 ENUM trial for submission to the CISC and CRTC by December 15, 2004. Such trial arrangements are made without prejudice to the arrangements for a permanent delegation of authority for the top level CC 1 ENUM domain name 1.e164.arpa.

6)The Bell Canada contribution from November 18, 2004 will be discussed during today's conference call.

7)The anticipated CIRA contribution regarding a Canadian ENUM Trial Framework should be distributed by November 26, 2004. (Outstanding)

It was noted that the issue of a Canadian ENUM Trial needs to be discussed.

It was noted that there is an ENUM LLC memo announcing the formation of a Technical Advisory Committee (TAC), and it was suggested that this may also be a topic for today's conference call.

It was noted that the TAC will prepare technical requirements recommendations for the Country Code 1 ENUM LLC to take into account when preparing the Country Code 1 Tier1 Request for Proposals (RFP). The TAC output document(s) will be provided to the LLC by no later than April 4, 2005.

The scope of the TAC is as follows:

-To provide advice to the LLC on the CC1 Tier 1A and Tier 1B technical requirements;

-To provide technical input on the standard interfaces between the different tiers/entities in the CC1 ENUM architecture;

-To contemplate a minimum set of Tier 2 Provider and Registrar requirements.

A copy of the ENUM LLC memo regarding the formation of a Technical Advisory Committee will be sent to the CSCN ENUM Distribution List by the CSCN Chair.

Bell Canada Contribution on CC1 and Canadian ENUM Trial:

It was noted that Bell Canada had distributed a contribution to the CSCN ENUM participants list on November 18, 2004. This Bell Canada contribution addresses the CC1 and Canadian ENUM Trial Framework, including factors that should be considered in Canadian ENUM Trial Terms and Conditions, the nature and objectives of the Canadian ENUM Trial, and Trial Outputs. A copy of the Bell Canada contribution is attached to these minutes.

Doug Kwong presented the Bell Canada contribution. A question was raised about the point in section B) of the contribution, which states: "The Canadian ENUM trial shall employ a single dedicated Canadian NPA code drawn from the Canadian Pool of Reserved NPAs for the duration of the trial. At the end of the trial the CNA shall reclaim that Canadian NPA." It was noted that the possibility exists that a Canadian trial might be able to utilize some of the numbering resources from the NPA assigned for use in the U.S. during the U.S. ENUM trial, and that the word "shall" in the first sentence appears to preclude this possibility. A brief discussion ensued and it was concluded that resources from the NPA assigned for use in the U.S. might be used for a Canadian trial.

In response to a procedural question, it was noted that one of the purposes of the Bell Canada contribution is to put Bell Canada's view on the record. It was also noted that Bell Canada is not requesting that any CSCN participants agree to the points raised in the Bell Canada contribution. It was suggested that the contribution could be used as a starting point for future discussions regarding ENUM in Canada.

Canadian ENUM Trial:

It was noted that there does not appear to be much interest in moving quickly to get a Canadian ENUM trial underway. The question was raised as to whether there are any companies interested in participating in an ENUM trial in the immediate future. A representative from Cogeco indicated that the company would be interested in a trial, but not necessarily at once.

It was asked whether there is a reason for developing a Canadian ENUM trial framework, terms and conditions, at this time as there may not be a Canadian entity that is interested in participating in a trial in the near future. Contributions are sought from parties that are definitely interested in a Canadian ENUM trial, prior to the CSCN developing an ENUM trial framework.

After some discussion, it was concluded among the participants on today's call that no one is quite sure whether their companies will commit to participating in a Canadian ENUM trial in the near term. This being the case, it was suggested that maybe it would be better to wait until someone indicates they will participate in a trial before creating a Canadian trial framework.

It was noted that, in the U.S., a commercial ENUM system is targeted to be in service by January 2006. As this schedule is fairly aggressive, it was suggested that if Canadian entities do not indicate an interest in a Canadian trial in the near term, it may be too late to develop a Canadian ENUM trial framework including establishing a separate Tier 1B registrar for Canada. It was suggested that, under these circumstances, Canadian entities may simply want to participate in the U.S. ENUM trial, assuming that the ENUM LLC would be agreeable to Canadian participation.

Agreement was reached to delay consideration of a Canadian ENUM trial until specific Canadian entities indicate a definite requirement for a Canadian ENUM trial and submit a contribution to the CSCN proposing a Canadian ENUM trial framework, terms and conditions.

It was noted that the CSCN should explore with the ENUM LLC the possibility of a generic opening of the U.S. trial for Canadian entities to participate.

Agreement was reached that the CSCN should communicate with the ENUM LLC to determine how Canada could, if it chooses in the future, use the services of any Tier1A and/or Tier 1B registry that may be established by the ENUM LLC for conducting ENUM trials in the U.S.A.

The CSCN Chair took an action item to communicate with the ENUM LLC on this matter.

ENUM LLC TAC Memo:

It was noted that the purpose of raising the topic of the ENUM LLC TAC memo was to ensure that CSCN participants were aware of its existence. Discussion of the memo at the beginning of today's conference call has established this fact.

It was noted that the memo has only just been received. It was suggested that CSCN participants take some time to consider the memo and decide whether they would like to act individually or collectively in response to the memo.

It was concluded that a more thorough discussion of the ENUM LLC TAC memo could be engaged during the next CSCN ENUM (TIF 53) meeting or conference call.

Next Meeting:

It was noted that a face-to-face meeting has been scheduled for January 18, 2005. It was suggested that the following two topics be added to the agenda:

-ENUM Trial

-ENUM LLC TAC memo

The question was raised as to whether the next meeting of the CSCN concerning ENUM should be face-to-face or a conference call, given the agreements that have been reached during today's conference call.

Agreement was reached that the three Co-chairs would decide the format for the next meeting/conference call and will send out an e-mail informing the CSCN of their decision.

It was noted that the CISC Network Working Group has asked the CSCN Chair for an ENUM presentation. Doug Birdwise has prepared a presentation, provided a copy to the Chair of the Network WG and will present it next week. A copy of the presentation will be distributed to the CSCN by the CSCN Chair.

Post Meeting Note: The three Co-chairs for CSCN TIF 53 (ENUM) discussed the format of the next meeting and have agreed that it will take the form of a conference call, scheduled as follows:

(A) Introduction

The USA ENUM Forum and the ENUM Limited Liability Corporation (LLC), established in September of this year, have been developing documentation regarding .an ENUM trial in the USA and potentially other nations sharing Country Code 1.

As a result, in the recent CSCN TIF 53 meetings, the subject of a Canadian ENUM trial was discussed. Several CSCN participants have expressed interest in participating in a Canadian ENUM trial to be conducted simultaneously with the Country Code 1 and USA ENUM Trial.

This contribution contains the views of Bell Canada regarding the CC1 and Canadian ENUM Trial framework, terms and conditions.

(B) Factors that should be considered in Canadian ENUM Trial Terms and Conditions

• The costs of the CC1 and Canadian ENUM Trial, including individual entites’ costs of participation as well as costs associated with Tier 1A and Tier 1B ENUM Registries, should be paid for by the entities that choose to participate in the trial.
• The entities that are selected to perform ENUM Tier 1A and 1B Registry functionality during the trial should not be granted any rights regarding the provisioning of Tier 1A and 1B Registries for the future commercial ENUM service, when and if it is established.
• Any entity that performs the Tier 1A and 1B Registry functions during the CC1 and Canadian ENUM Trial should not be permitted to participate in the development of any RFI/RFP/RFQ and subsequent selection process for the future commercial Tier 1A and 1B ENUM Registry systems.
• A Canadian ENUM Trial Committee, which will be open to the public and operate under the CISC Administrative Guidelines, should be established to provide governance and oversight for the CC1 and Canadian ENUM Trial operations and activities.
• The Canadian ENUM Trial Committee should provide inputs and recommendations to the CRTC and Government of Canada regarding the selection process for an entity to provide the CC1 Tier 1A Registry functionality as well as for the entity to provide the Canadian Tier 1B Registry functionality during the trial.
• The CC1 and Canadian ENUM Trial should operate for a minimum period of 6 months with an option to extend the trial for up to an additional 6 months, to be determined by the Canadian ENUM Trial Committee.
• Any Canadian person or entity may participate in the Canadian ENUM trial as either an ENUM Tier 2 Registry Service Provider, Registrar, Registrant or Application Service Provider as defined by appropriate Canadian ENUM specifications to be proposed by the Canadian ENUM Trial Committee and approved by the CRTC and/or Government of Canada.
• The CC1 and Canadian ENUM Trial should be conducted using the following industry specifications:
• IETF RFC3761; and
• USA ENUM Forum specification for US implementation of ENUM, as amended if any by the Canadian ENUM Trial Committee
• The domain for the Canadian ENUM Trial shall be within the CC1 delegation from e164.arpa. and limited to specific Canadian numbering resources.
• The Canadian ENUM trial shall employ a single dedicated Canadian NPA code drawn from the Canadian Pool of Reserved NPAs for the duration of the trial. At the end of the trial the CNA shall reclaim that Canadian NPA.

(C) Nature and Objectives of the Canadian ENUM Trial

• The Canadian ENUM trial shall be technical and operational in nature only; not a market trial when end users will be charged fees.
• The Canadian trial could be structured as several phases similar to those being contemplated by the ENUM Forum Trial Framework document as follows:
• Phase 1 – Registry Infrastructure (establish CC1 Tier 1A and Canadian 1B Registries; allocate test NPAs to Tier 1 B Registries; determine and establish participating Tier 2 Registry Service Providers, Application Service Providers & Registrars for the trial, etc.)
• Phase 2 – Registry Function & Operations (test Tier 0, 1A, 1B, Tier 2, and Registrar interfaces including registration, customer verification, number assignment verification, NAPTR records query/response, ASP service operations, and any related service order flow processes including trouble reporting)
• Phase 3 – Pre-Operational Testing (validation of Tier 2 Registry Service Providers’ and ASPs’ service architectures and interworking; end-user testing of ENUM system services)

(D) Trial Output
