PMP Definition of a Matching Project
Issue: An element of the core service performance measures is the annual comparison of actual projects completed with the 5-year plan of the Pavement Management Program.
Action: We are requesting ratification by the Chief Engineer, RTDs, Director of Staff Services and the Director of the Division of Transportation Development to use the following definition of a matching project.
Background: Based upon the comments we received, some misunderstandings exist within the Regions as to what construction projects are deemed to be a match with the recommendations of Pavement Management.
Recommendation: The Pavement Management Technical Committee agreed (see voting results attached) that all of the following conditions must be met in order to have a matching project.
- Any length of overlap between the beginning and ending mileposts in either direction,
- The project must be constructed within ± 4 years from the time recommended by the Pavement Management Program, and
- The level of treatment (preventive maintenance, rehabilitation, or reconstruction) must match.
For example, a Region has a heater scarify and 2-inch overlay project on Highway 070A in both directions from milepost 300 to 310 scheduled to be constructed in 2004. The Pavement Management Program recommends an overlay project of 2-inches with stone mastic asphalt on Highway 070A in the west bound direction from milepost 295.5 to 300.5 to be constructed in 2007.
Since there is a 0.5-mile overlap in either direction, the difference is 3 years, and both treatments are rehabilitation type treatments this project will be considered a match.
