REGULAR BOARD MEETING July 10, 2017

Of the Board of Education of School District No. 61R, Emerson-Hubbard Community Schools, in the County of Dixon, in the State of Nebraska, a/k/a Dixon County School District No. 561, convened in open and public session at 6:00 o'clock P.M. on the 10th day of July, 2017, at Emerson-Hubbard’s Elementary School Library in said district. Board members present: Kip Ahlers, Cherie Conley, Tarry Daum, Joani Franzluebbers, Mary Ann Lussier, Cindi Stolze. Also present: Superintendent Lindsey Burback, High School Principal Dustin Nielsen, Board Secretary Linda Rohde and several visitors.

Notice of the meeting was given in advance thereof, according to law, by proper publication in the Nebraska Journal Leader, a designated method for giving notice of the School District. Notice of this meeting was given in advance to all members of the Board of Education. Availability of the Agenda and purpose of the meeting was communicated in the advance notice of the meeting and in the notice to the members of this meeting. All proceedings of the Board of Education were taken while the convened meeting was open to the attendance of the public.

Board President Cherie Conley called the meeting to order.

Member Lussier moved to approve the Agenda. Member Franzluebbers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Ahlers, Conley, Daum, Franzluebbers, Lussier, Stolze. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Lussier moved to approve the Consent Agenda. Member Stolze seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Conley, Daum, Franzluebbers, Lussier, Stolze and Ahlers. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Stolze moved to approve the Parent Involvement Policy with changes. Member Franzluebbers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Daum, Franzluebbers, Lussier, Stolze, Ahlers, and Conley. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Franzluebbers moved to approve the Student Fee Policy with changes. Member Stolze seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Franzluebbers, Lussier, Stolze, Ahlers, Conley and Daum. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Ahlers moved to approve the Anti-Bullying Policy with changes. Member Lussier seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Lussier, Stolze, Ahlers, Conley, Daum and Franzluebbers. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Conley moved to approve the Student Handbook. Member Lussier seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Stolze, Ahlers, Conley, Daum, Franzluebbers, and Lussier. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Lussier moved to approve the Faculty Handbook with changes. Member Franzluebbers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Ahlers, Conley, Daum, Franzluebbers, Lussier and Stolze. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Ahlers moved to approve Policy 4263 with updates – Non-Certified Staff. Member Franzluebbers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Conley, Daum, Franzluebbers, Lussier, Stolze, and Ahlers. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Ahlers moved to approve Policy 4133 with updates – Substitute Teachers. Member Stolze seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Daum, Franzluebbers, Lussier, Stolze, Ahlers, and Conley. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Stolze moved to approve Laethion Brown for Assistant Boys Basketball Coach for 2017-2018. Member Ahlers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Franzluebbers, Lussier, Stolze, Ahlers, Conley and Daum. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Stolze moved to approve Gregg Kemp for Custodian position. Member Lussier seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Lussier, Stolze, Ahlers, Conley, Daum and Franzluebbers. Absent: None. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Administrative Reports:

Principal/Superintendent Burback: The Elementary Summer School started July 10th. It will run Monday through Thursday from 9:00 – 12:00 and it will run for three weeks. There is an Open Meeting workshop in Blaire on July 19th. Joani Franzluebbers and Lindsey Burback will be attending. Administrator Days will be held July 25th – 28th in Kearney. Mr. Nielsen, Mrs. Burback and Ms. Linda Rohde will be attending. We have no one on staff that is currently interested in coaching Baseball for the 2017-2018 School year. Mrs. Burback will be contacting Pender to see if they have an additional coach that is interested in the position. We will be offering online payments for Lunch accounts this year; the parents that use this service will be charged a transaction fee. Parents are still welcome to send the money with their students to school. We have an applicant for an additional full-time bus driver, as well as for 2-part time bus drivers.
High School Principal Nielsen: Parent/Athlete Meetings will take place on August 3rd starting at 7 pm. All Athletic practices begin August 7th (Football and Volleyball). This is a new start date for volleyball (one week earlier than in the past) as it was proposed and passed through NSAA legislation in the spring. 7th Grade Orientation is August 22nd. Summer maintenance, cleaning and painting crews are working hard and have gotten a lot accomplished so far at both buildings.
Discussion: The Wellness Committee discussed future plans for Fitness Center. They plan to get blue prints and bids for electrical work and then bring them back to next board meeting.
The board went over Series 2000 of the current School Board Policies.
Member Ahlers moved to adjourn the meeting.
