1.3  Authority

This document has been compiled by the South Australian Rally Panel and approved by the South Australian Sport & Club Development State Councilfor implementation in 2010.

1.4  Amendments

SARP may at any time issue amendments to the contents of this booklet and the regulations herein through the CAMS office. These amendments must be approved through the South Australian Sport & Club Development State Council and minuted accordingly.

2  SOUTH AUSTRALIAN RALLY CHAMPIONSHIP (SARC)

2.1  Eligibility

a  Eligibility of Championship

The Championship will consist of a minimum of three (3) events and a maximum of six (6) events within a calendar year.

In 2010, all events will count towards the Championship.

b  Eligibility of Events

Events will be fully route charted and pacenoted Special Stage rallies with Closed Competitive Sections of between 80kms and 220kms recommended total competitive length.

No awards will be presented if the total competitive length of an event has been reduced to less than 30kms by reasons of force majeure.

A Closed Competitive Section is defined to mean roads closed with the relevant Ministerial approval or run on private property or forestry roads.

The Adelaide Hills Tarmac Rally will run with a competitive distance as per the directions set down by ARCom.

c  Event Conditions

Event Organisers are encouraged to have at least 50% daylight stages.

Any crew member found driving on a competitive stage between the time of issue of Supplementary Regulations and the crew's start time for the first stage of that leg, other than official pacenoting times, may be subject to a penalty of exclusion (Stewards decision) from the event.

d  Eligibility of Vehicles

Vehicles must comply with the General Requirements for Rally Cars as well as the specific regulations relevant to the status of the event to be eligible.

Competition in SARC events shall be confined to eligible PRC vehicles (including FIA Group A), FIA Group N which are either currently homologated, or for which the homologation expired less than four years ago, Classic rally cars, Historic rally cars and Club Rally cars. Historic rally cars are required to have a documented Vehicle Identification Form (VIF) completed and lodged with the Chief Scrutineer prior to competition. Classic rally cars and Club rally cars must comply with all requirements as per the CAMS Manual.

Competitors in the Modified Production class will not be eligible for any SA State Championship points or awards (Outright or Class).

e  Eligibility of Crew

Crews shall comprise of two persons only, both being the holders of a current relevant CAMS licence. One crew member is to be nominated on the entry form as Driver and the other member as Co-Driver / Navigator.

f  Timing

Only FIA A-to-A Timing is to be used. Refer NRC 1.33 (iii), CAMS Manual.

g  Event Documents

The event’s road book must comply with ARC Standards NRC 3.1(xi) as per CAMS Manual and, in addition, must contain sufficient detail to allow crews to compete safely using only the road book (in case force majeure requires this).

A Roadbook template will be supplied by SARP.

All SARC rounds are required to use a standard format for Road Cards, Control Cards, Restart forms, Spectator Guides and Service Guides to provide consistency for Competitors, Officials and Spectators excepting where the round is run as a piggy back event on an ARC event. These document formats will be provided by SARP.

h  Series Registration

Competitors must register for the SARC on the official series registration form.

Eligibility for points in the SARC will commence from the first event following receipt of the competitor’s registration form and full payment of the appropriate fee at the South Australian office of CAMS.

It is the competitor’s responsibility to ensure that they are registered prior to any event in which they intend to compete for points.

It is a condition of registration that the registering competitor complete and submit to SARP the Media Information Form annexed to the application form on the understanding that the information therein will be provided to Event Directing Teams to use in the promotion and the running of events.

Minimum one crew member needs to be registered and have paid the appropriate fee for both crew members to score points.

However, a Co-Driver may be eligible for series points without fee even if they compete with an unregistered Driver provided they complete and lodge a registration form and comply with mandatory officiating requirements. Such registration does not entitle the entrant of the vehicle in which that Co-Driver competes to the reduced entry fee.

i  Series Registration - Event Requirements

SARC event organisers are required to give registered crews a discount on entry fee of at least $50 per event. ie. The registration scheme may take the place of early bird entry fees in the case of SARC Registered Crews although Registered Crews are to receive their $50 registration scheme discount regardless of whether any early bird scheme applies.

SARC event organisers are able to obtain a registration rebate of $20 per registered competitor (based on 4 events in 2010). This rebate is calculated by multiplying the number of registered competitors at the end of the year by the amount of the rebate. This is so all events get the same rebate. Organisers may seek an initial rebate, following their event, for the number of registered competitors who pay unrefunded entry fees. They may then seek the balance of the rebate once the number of registered competitors for the year is final.

Event organisers can seek the rebate through the CAMS State Office.

Event organisers are reminded that no event will receive their rebate without all the correct CAMS’ paper work being completed and final results received by the SARP series scorer (refer para 2.12c). Ideally organisers should provide final results within one week of the results becoming final.

Reimbursement will be approved by SARP at their next meeting provided all required documentation is completed and forwarded to CAMS.

j  Series Course Checker

The Series Course Checker is responsible to CAMS and is often required to assess the Event from a wider viewpoint than the Organisers, taking into account such factors as safety and public relations, relationship with local authorities, changing competitor attitudes etc.

The Series Course Checker is required to ensure that the Event complies with the Event Supplementary Regulations, the SARC Series Regulations, South Australian Conditions of Rallying and the National Rally Code. The Series Course Checker should ensure that the organisation and standard of the events are consistent across the championship.

The Series Course Checker will be nominated by SARP and approved by CAMS.

The 2010 SARC Series Course Checker is Jason Lange. The Assistant Series Course Checker is Stewart Gregory.

For SARC events, costs incurred by the Series Course Checker are to be borne by the Organisers, in the following manner:

·  The Organisers will provide reimbursement of fuel costs upon the production of tax invoices, receipts or a vehicle usage log.

·  The Organisers per event will provide reimbursement of $50 per person for out of pocket expenses (excluding fuel).

·  Where appropriate the Organisers shall provide an acceptable level of accommodation for up to two nights.

·  Where appropriate the Organisers are encouraged to provide assistance with repairs to tyres and windscreens if damaged during checking of roads.

The Organisers are encouraged to liaise with the Series Course Checker as to the provision of a further Assistant, being a member of the Event Directing Team.

k  Scrutiny

The main pre event scrutiny will be on the Wednesday, Thursday or Friday prior to the event. The venue will be advised in the Event Supplementary Regulations. Competitors or their representative must report to the scrutiny venue before the time stated in the Event Supplementary Regulations or their car will not be scrutineered.
