Purpose of role: KPO1has the overall responsibility for the leadership, direction and management of the Flagship HIV Prevention and Innovations team at KHANA. S/he will lead a team of 14international and national staff to provide technical support to Center of Excellence (CoE) andImplementation Partners(IP)to prevent, detect, and link new HIV cases to Care and Treatment.S/he is also responsible for the development and management of an effective and efficient HIV Prevention and Innovations Team.
KPO1 will contribute to the development and review of strategic direction and policy formulation and will play a key role in the expansion of KHANA’s work to meet the goals of boosted KSP15 and the Fifth Generation of KHANA. / Project: HIV/AIDSFlagship

- Developing, document and implement the Flagship innovations on key population(KP) and share the learning with other IPs and stakeholders
- With support from Flagship Consortium partners, in particular FHI360, and PSI/PSK, ensuring, the capacities of KP networks (BC, SMARTgirls; MStyle and Peers Support Group of PWUD and PWID) are built and assuming the leading roles in service deliveries
- KeepingCoP abreast of the latest development of CoE/TH and other IPs for key populations
- Identifying opportunities for technical innovation in HIV prevention programming for key affected population
Contribute to
Effective and Efficient Management by: /
- ManagingHIV Prevention and Innovationsteam to ensure, workplan, monitoring plan and progress are adhered,current and ensuring the team is well functioning and runs smoothly
- Managing TA to ensure CoE/ Technical Hub (TH) and IPs service packages are developed, introduced to, monitored and kept current using informed data, national priorities and strategies, and national SOP (Boosted Continuum of Prevention, Care and Treatment (CoPCT) for key populations)
- Managing GMOs to ensure budgeting and grant allocation to CoE/TH are disbursed, monitored and reported efficiently and effectively based on the service package, agreed targets and national Standard Operating Procedures (SOP) of booted CoPCT
- Supervising the provision of high quality HIV prevention program to key affected population
- Managing the overall HIV Prevention and Innovations team of KHANA and Flagship Consortium team by developing and delivering effective communication
- Analyzing on an on-going basis the team’s understanding of project requirements, in conjunction with CoP and Flagship Consortium International Technical Advisor, on job holder competencies and skills in light of changing contexts and content
- Conducting and periodically appraising compensation reviews, calculating any allowances, and formulating and implementing employee benefit schemes and insurance packages
- Instituting and managing an appropriate, well-communicated, and regular Performance Development Management (PDM) and Succession Planning system to ensure that staff have an achievable and measurable individual development and action plan, and that the organization has a continual supply of skilled staff in a position to progress
- Fostering and institutionalizing at all levels a positive management and ethical culture, and encouraging teamwork within and between KHANA departments

KHANA System Strengthening by: /
- RepresentingHIV Prevention and Innovations team at donor’s meeting, national technical working group on key populations and or at global forums and workshops which are relevant to HIV Prevention and Innovations
- Ensuring that all KHANA staff are aware of the donor’s rules and regulations associated with key affected population in HIV prevention program
- Continually analyzing and leading the strengthening and/or improvement of KHANA’s program policies and procedures
- Ensuring that KHANA complies with relevant Cambodian laws and donors’ regulations and that its work practices meet agreed standards which are in compliance with the strategic goals of the organization
- Responsible for the recognition, development, training and continual development of team members under the Performance Development Management system
- Responsible for the annual appraisal and compensation adjustment of all direct reports in accordance with KHANA Personnel Policy
Contribute to the Achievement of KHANA Programs by: /
- Representing KHANA as the leading personin HIV prevention program for key affected population
- Acting as the technical expert/support provider in HIV prevention program for key affected population
- Acting as theprimary contact for HIV Prevention and Innovations of KHANA’s HIV/AIDS Flagship Project
- Ensuring the capacity development of CoE and the IP is capable of delivering innovative HIV prevention program with key affected population
- Ensuring the development of community’s CoE and TH through programmatic TA provision.

Section B-Scope of Authority
Supervision requirements / Technical Advisor, Grant Management Officers – HIV Prevention and Innovations/OBJECTIVE 1Level of autonomy / The post holder sits in KHANA’smid management.S/he must be consulted on all issues relating to leadership, direction and management of the Flagship HIV Prevention and Innovations team at KHANA. S/he has the authority to make decisions and demand compliance with the agreed KHANA project policies and procedures across the HIV Prevention and Innovations team. KPO1 is a member of KHANA HIV/AIDS Flagship Project Management Team and Flagship Joint Technical Team.
RISK MANAGEMENT / The post holder is responsible for alerting the HIV/AIDS Flagship Project Management Teamof any issues that may affect KHANA and Flagship project’s integrity and reputation or involve compliance with Cambodian law or donor requirements.

Criteria / Essential / DesirableEducation & Training and Experience /
- Master’s degree in public health and/or social science
- 3 years’ experience in managing HIV prevention program and with relevant technical background in HIV amongst key populations
- Familiarity with key affected population and the HIV prevention innovative approach implementation
- Experience in working with donors’ rules and regulations, mainly USAID and GFATM
Skills /
- Excellent planning, coordination, negotiation and management abilities in the context of leading multidisciplinary, multi-site teams through change
- Ability to plan and organize a substantial workload comprised of complex, diverse tasks and responsibilities
- Proven track-record of aptitude for leading and motivating highly qualified, values-driven staff
- Strong communication and presentation skills in Khmer/English, and the capacity to identify and develop opportunities with an organization-wide perspective;
- Understanding of, and ability to articulate, KHANA’s global policies and values
- Comfortable working unsupervised and under pressure
- High proficiency in writing,especially reports, in English and Khmer
- Excellent practical knowledge and skills in using Microsoft Word, Excel, PowerPoint and Outlook
