BY-LAWS FOR

DDBA MENS SINGLES, PAIRS AND FOURS CHAMPIONSHIP

1. COMPETITION

The competition shall be known as the DDBA Association Singles, Pairs or Fours Championship with the winners being entitled to Masters Status. A sponsers name may be included if appropriate.

2. ELIGIBILITY

The competition is restricted to players registered and financial with a club affiliated with the DDBA. No player shall be eligible to play in this competition who has, in the current year, played in a open competition (not club championship) in any other association open competitions run by those associations.

3. NOMINATIONS

Nominations accompanied by the nomination fee of ten (10) dollars, must be submitted through club secretaries, who will verify the eligibility of nominated players. There will be no refund of nomination fees after the draw is made. Nominations must be in the hands of the DDBA secretary before or on the closing date. Late entries will be placed on a reserve list and will only be allowed if:

a. There is a shortage of a player, a team or teams in a particular section

b. There is a withdrawal after nominations close, or

c. A player or players have been ruled ineligible.

Those players, team or teams will then be taken strictly in order of when their nominations were received, however, it may be necessary for the match committee to call on players to make up a complete section or sections. There will be no refund of nomination and green fees after the draw is made.

4. LAWS

These By-Laws are to be read in conjunction with for Australia) BOWLS AUSTRALIA “LAWS OF THE SPORT OF BOWLS Crystal Mark3rd Edition” (including domestic regulations January 2015, and any amendments thereafter.

5. CONTROL

a. The DDBA Match Committee shall have entire control of the event including the power to alter the programme or By-Laws if deemed expedient or necessary. The match committee may instruct clubs to appoint officials as required.

b. Irrespective of weather conditions players must report at the appointed time to the greens where they are drawn to play. If play is prevented,players shall remain until instructions are received from the match committee regarding further play.

6. BOWLS

All bowls must be part of a set as per D 3.

7. DRAW

The draw will be made during the week the event is played, and notification of the draw will be publicized in The Chronicle on the Thursday two (2) days before the event as to when and where players are to report for play.

In the event that a player or club forfeits after the draw has been made, and notifies the DDBA secretary by 5.00 p m Friday, the player or team receiving the forfeit will not be required to attend until the start of play for the second round. The player or team receiving the forfeit will be liable to pay green fees for the received forfeit.

8. VENUE

Matches are to be played in Toowoomba if suitable greens are available. If greens in Toowoomba are insufficient or unsuitable, then greens of near country clubs may be used.

9. SUBSTITUTES/ REPLACEMENT PLAYERS

(a). Eligible substitutes are permitted throughout the Competition as per DR 2.3.

(b) Replacement players will only be allowed for valid reasons.D.R.2.4

(c). In the event of the death of a constituted player in a team during the competition a replacement may be used.

Note: The Controlling Body and Umpire must be advised in every circumstance.

10. ATTIRE:

a. Attire shall be as per Bowls Queensland By-law 14.

b. All attire must have BA logo as outlined in the BA National logo policy.

c. Each player in a team must be similarly attired (approved Club Uniform).

d. In the event of an emergency, the enforcing of the By-Law regarding all players in a team having to wear Club Uniforms, may be relaxed.

11. PRACTICE

An intended player, team or teams playing in a competition and due to meet a player, team or teams who on that day previously played, may practise provided there is sufficient time available without delaying the competition and that a rink is available other than the one upon which the player, team or teams has been drawn to play in a subsequent round. If more than one player is thus entitled to practice, they may practise together as per Law 4.

12. TRIAL ENDS

Before the start of play in any game, or before continuing an unfinished game on another day, one trial end shall be permitted in each direction as per Law 5.

13. START

Play shall commence punctually according to schedule. If a player, team or teams fails to appear within 30 minutes of the commencing time, the match shall be awarded to the opponent(s).Law 39.1.2.If both players, or teams, fail to appear within the 30 minutes, then both shall forfeit that match.

14. PLAY

Entrants shall be divided into Sections of four (4) who will meet each other in three games of sectional play as follows:

Round One 1 vs 2 and 3 vs 4.

Round Two 1 vs 3 and 2 vs 4.

Round Three 1 vs 4 and 2 vs 3.

The times of play are as follows:

Round One 9am, Round Two 12 noon and Round Three 2.30pm.

Section winners will then progress to the next round.

All singles games will be twenty five up with scores in excess of 25 not counted.

Pairs games will be 15 ends or a time limit of 2 hours and 15 minutes and fours will be 18 ends also with a time limit of 2 hours and 15 minutes.

End of play in pairs and fours will be signalled by a bell or gong. If the jack has been rolled at the time limit, the end will be completed but not replayed if it becomes dead.

Singles. Each player shall deliver four bowls alternately.

Pairs. Each player shall deliver four bowls alternatively in the following order, lead two bowls, skip two bowls and then repeat the order of play.

Fours. Each player shall deliver two bowls in the following order, lead two bowls, second two bowls, third two bowls and skip two bowls.

Scoring

Two points shall be awarded for a win and one point for a draw.

If it is necessary to determine the winner of a section, where a player, team or teams receive a bye, when another player, team or teams did not receive a bye, the player, team or teams concerned shall be credited with a two points for the win and a net total of shots that is equal to the average net total of shots scored by the winners of all other games played in the same round of the same section as per Law 27.5.

If one or more players or teams receive a forfeit they shall be credited with two points for the win and a net total of shots that is equal to the average net total of shots scored by the winners of all other games played in the same round of the same section.

The player or team conceding a forfeit shall receive no points and shall be debited with a shots margin equal to that credited to their opponent

If a player or team forfeits more than one game in a section they shall be considered not to have played any games in that section and their scores of their completed games shall be discarded when determining the winner of the section.

A player or team who forfeits the last round of sectional play shall be disqualified from winning the section if the player or team has scored equal points with any other player or team in the section.

The section winner will be determined as follows:

The player or team scoring the most points shall be the winner

If points are equal, the controlling body will divide the total of shots scored against each player or team into the total of shots it has scored. The player or team with the highest result will be declared the winner as per Law 27.4.

In all post section games

Play will be on a knock-out with each winner progressing to the next round.

Singles will be twenty five up while Pairs and Fours will be twenty one ends. If scores are equal when the match would, under normal circumstances, finish, then an extra end or ends shall be played until a decision has been reached as per Laws28 & 20.

Section winners are to meet in post-sectional play as per the draw.

Times of play will be 9.00 a.m. for morning games and 12.30 p.m. for afternoon games. These times may be varied by the Match Committee if considered necessary or expedient.

If any game is not completed because of darkness, weather conditions or any other valid reason then the game shall be continued either on the same day or an a different day. The scores will be as they were when the game was stopped as per Law 32.1.

15. MISCELLANEOUS

No players are to be forfeited or substituted in Club competitions who enter to play in these competitions at the same time as Club competitions are due to be played, provided the players notify the Games Directors of their respective Clubs.

All players are to provide their own basket lunches, however, host Clubs may make available sandwiches, etc. for purchase by players. Players are to advise the Club and pay for lunch when notifying their attendance.

Green fees which will be the fee currently set by the host club are to be paid for each game a player or team plays during the event.

Clubs are to provide markers, office staff and a National Umpire.

Players are to abide by the smoking and alcohol consumption plans at each venue.

16. ELECTRONIC DEVICES

All electronic communication devices located within six (6) metres of the green whilst a match is in progress SHALL BE SWITCHED OFF. These include mobile phones, pagers, transistor radios etc. Special dispensation may be given to “on call” emergency personnel by the Controlling Body after consultation.

17.RESTRICTING PLAYER MOVEMENTS DURING PLAY-A4 as amended,A5.

Note: Players will only be allowed to walk up to the head as follows:

Singles Game

The opponents: after delivery of their third and fourth bowls

Pairs Game (each player playing four bowls)

The leads: after delivery of their third and fourth bowls; and

The skips: after delivery of their second, third and fourth bowls.

Fours Game (each player playing two bowls)

The leads: after the second player in their team has delivered their second bowl.

The seconds: after delivery of their second bowl.

The thirds: after delivery of their second bowl.

The skips: after delivery of each of their bowls.

(b) Delaying Play: No player, excluding skips, is permitted to remain at the head whilst their opposite number is delivering their bowl. Any skip who remains at the head shall stand behind the last bowl of the head or retire to the bank. Skips who remain at the head will return to the mat immediately their opponent’s bowl has come to rest.

If the Umpire, either by their own observation or on appeal from one of the skips or the opponent in singles, decides that a player is deliberately delaying the delivery of the player’s bowl:

* On the first occasion the umpire will warn the player.

* If the player commits the same offence a second time the end will be regarded as completed and the

opponent of the offender will score as many shots as there are bowls in use by the opponent.

* If the player offends a third time the game will be forfeited to the opponent.

18. POSITION OF PLAYERS WHEN NOT PLAYING

(a) Players at the mat end not delivering a bowl should stand a minimum of one (1) metre behind the mat.(12.1.1)

(b) Players at the head end not controlling the head should stand a minimum of 2 metres behind the head, or on the surrounds of the green if the jack is in the ditch; or well clear of the head if it is not possible to stand on the surrounds.(12.1.2) & State Pennant Mand.Rules.

(c) At the start of each end only the Skip or Deputy will be at the head.

19. DISQUALIFICATION

Should there be a challenge or notice thereof to Bowls under Law52.4 during play or Trial Endsthe player/team challenging the bowls shall forfeit the game.(52.4.3).

(a). If there is a challenge to Bowlsafter the final, the result of that final shall not be declared until the outcome of the Bowls challenge is known. The player may play in other competitions with another set of Legal bowls until the result of the test is known.

(b). If a team or player is disqualified for any reason, the team or player LAST DEFEATED by the disqualified team or player shall take their place.
