1.Program Background

The USAID Jordan Local Enterprise Support Project (USAID LENS) is a five-year project implemented by FHI 360 to encourage the long-term economic growth and development potential of underserved Jordanian communities. The project helps empower local communities to design and implement collaborative local economic development (LED) initiatives and supports the vitality and competitiveness of micro and small enterprises (MSEs) that are often at the heart of individual, family and community livelihood within vulnerable populations.

USAID LENS supported a number of municipalities in Jordan to develop Local Economic Development (LED) plans with a focus on investment opportunities. The main objective is to strengthen the strategic visions and capacities of these municipalities to implement economic development activities in their communities that are conducive to business growth and investment. One of the identified key areas in this regards that USAID LENS is focusing investment promotion and the PPP models to support the municipalities in securing a sustainable revenue stream and provide an opportunity to private sector and local investor to manage the municipal assets in a sustainable mannerwhile creating jobs for the local community.

2.Objective of Consultancy

AlKarak municipalityis contemplating twosuch potential investment projects. The municipality is looking to tender the projectsto be managed and operatedby a private sector investor in a PPP model:

1)The municipality currently owns a 5-story building consisting of 2 multipurpose halls and a 4 floorsparking lot; the municipality is looking for a private sector investor and/or operator to generate revenue from managing and running the facility providing much needed parking in Karak city and creating additional revenue streams from the multi-purpose halls. This project will be the first of its kind in Karak municipality.

2)The municipality is looking for an investor to manage and operate a municipal waste bin container production and municipal machinery maintenance workshop. Previously the municipality suffered from draining its resources for buying waste bins and maintaining their machinery and had to secure a fund to start this project to minimize the costs. The project is built on a municipal owned land consisting of machines for cutting, shaping and welding of metals, hydraulic piston as well as machinery maintenance equipment. This project will be tender for a PPP agreement.

USAID LENS is currently seeking aconsultant to conduct market research on local models for similar projects, validate business model and propose a potential PPP model built on a concession agreement and/or revenue sharing.

3.Major Duties/ Tasks

As part of this assignment, the consultant must:

(a)Conduct a desk review research on local best practicesassociated with these two projects,

(b)Undertake a site visit and meet with Karak municipality in addition to meeting with other municipalities to assess their project, identify the best business model and highlight successes, challenges and risks

(c)Compile a comprehensive report to include at a minimum:

1)Assessment of models being used by other municipalities (based on visits and face to face interviews of municipalities with similar assets (GAM, Zarqa and others);

2)Pricing Model along with justification and benchmarking data for the two projects

3)Proposed financial model for a PPP collaboration in each project

4)Projection and Financial model for two proposed projects;

4.Deliverables

The consultant shall be responsible for preparing and submitting the following deliverables to the USAID LENS project according to the following schedule.

5.Technical Direction:

Performance under this Work Order shall be subject to the technical direction of the above named. Only those individuals named in the Work Order may issue technical directions.

6.Award Type and Selection Criteria

Payment will be based upon deliverables with reimbursement for related budgeted expenses (see above). Award will be based upon best value (a combination of qualifications and proposed daily rate).

7.Qualifications:

The consultant selected for this assignment will be selected based on the following skills and experience. He/she should have:

  • Higher degree in businessplanning, finance; or other relevant fields.
  • Minimum of 10 years of progressively responsible experience working on international development issues, specifically local economic development within Jordan and PPP models;
  • Previous experience in developing market research, financial models and feasibility studies, PPPs;
  • Previous experience with municipalities income generating project is preferable;
  • Excellent written and verbal communication skills in English and Arabic;
  • Ability and willingness to travel to program areas as required.
