SCOPE OF ROLE:
Reports to:Senior Officer-Livelihoods
Dimensions:Provide oversight technical support to staff and partners in planning, implementation and monitoring of operational delivery of livelihoods learning opportunities in the districts of operation
ROLE PURPOSE:
The Project Livelihood Officer willberesponsible for initiating the livelihood activities response in Kiryandongo Settlement including market strengthening activities and cash transfers to vulnerable households. The Officer will be required to carry out on the ground activities targeting beneficiaries and training. He will be working with government line-departments, livelihood partner agencies as well as private organizations engaged in promoting improved livelihoods for refugees and host communities. The Officer will as well represent SI at relevant external fora such as the Livelihood Working Group.
The Officer will be responsible for identification, verification and registration of beneficiaries for livelihoods interventions, followed by trainingon group formation and management, capacity building on agri-business management, offeringon-site technical assistance to the farmer groups on business methodology, savings and loan management including coaching and mentoring.He will as well facilitate beneficiaries on effective utilization of loans
The officer will ensure monitoring plans are in place for the distribution of farm inputs related to livelihood interventions, preparing monitoring reports for programmes and awards.

KEY AREAS OF ACCOUNTABILITY:

Programme Support:
Start up and planning:
- lead the planning, organization and implementation of food security and livelihood activities;
- develop monthly and quarterly detailed program activity implementation plans;
- identify and enroll, trainbeneficiarieson livelihoods project activities;
- with support from supply chain and finance, set up livelihood delivery mechanisms as per agreed contract with service provider (staff orientation, community mobilization, distribution of livelihood in puts)
- Mobilize and implement daily livelihoodactivities through training sessions and development of training material/ messaging on livelihood
- Daily follow-up and timely implementation of all the planned action phase/livelihood related activities, in accordance with approved work plans and budget;
- Provide leadership and facilitate team work within the respective livehood project areas
- Compile and submit reports to the line manager on a weekly, monthly , quarterly in relation to the achieved objectives and out comes
- Engaging communities as well as partners and register their complaints and give appropriate feedback where necessary
- Support monitoring, evaluation, accountability and learning activities (MEAL) including post-distribution monitoring; base-line, end-line and technical assessments and research;
- in collaboration with the MEAL focal staff and Line Manager, put in place a MEAL plan and system for the Livelihoods and monitoring/tracking, ensuring this links to reporting requirements and building an evidence-base;
- conduct regular review/ follow up meetings with stakeholders to review livehood project implementation progress and agreed upon action points;
- Develop stronger partnerships with vocational training institutions and potential employers to enable young people (youth) and others to secure apprenticeship and employment opportunities;
- coordinate with the MEAL to ensure livelihood activities are monitored to ensure high level accountability by the beneficiaries and quality programming;
- ffacilitatetraining of farmer in group formation and management, agri-business,product value addition and marketing/business groupsmethodology and monitoring;
- Provide direct technical back up and supervision to Livelihood assistant and community based facilitators for Livelihood program in Kiryandongo
- participate in meetings to share progress on livelihoodswith stakeholders in the project area (i.e., partners, district authorities, and other implementing agencies)to ensure activities are integrated and recognized at all floras
- support linkage of farmer groups to access markets and input suppliers;
- support regular documentation of case studies and success stories for reporting and learning purposes;
- Advocate for community participation and involvement in activities that improve the nutrition and wellbeing f children
- comply with all relevant SC’s policies and procedures with respect to Code of Child Safeguarding, child protection, health and safety, equal opportunities and other relevant policies;
- ensure compliance to financial and audit requirements of the donor;
- work closely with local implementing partners and other project staff to ensure timely and quality funds advance tracking and liquidation as per SCI guidelines;
- prepare monthly, quarterly and annual project progress narrative and financial reports;
- coordinate with supply chain and procurement staff in purchasing and inventory control as per SCI/donor requirements;
- in collaboration with the finance staff, review and analyze budget reports and take necessary steps to ensure proper management and utilization of budgets;

Such decisions require consultation with the Area Manager, Yumbe.
Academic background, experience and person specifications:
Essential Qualifications
•Minimum of a Bachelors’ Degree in agriculture, Agri-business, Business Administration, Development studies, economics, entrepreneurship and other related fields.
Experience and Skills:
•At least 3 years’ experience in humanitarian livelihood programmes;
•Experience of working with small business development and market based programming
•Experience in mobilizing and training communities and staff on livelihoods, food security and dis aster reduction
•Experience of implementing livelihood projects e.g. public works/ cash for work projects; agricultural support; home based skills development or income generation projects
•Performance and quality management of children/youth programmes;
•Specific familiarity with child rights issues in the NGO world or work
•Skills and experience in integrated program delivery covering the themes of health, Education, Child Protection ad Nutrition
•Thorough understanding of child rights issues, national poverty alleviation strategies as well as current national and international trends in global poverty and development.
•A desire to learn and work in a challenging but rewarding environment
•Good working knowledge of Microsoft Excel, Word and an understanding on online cash distribution platforms
•Strong leadership skills including ability to influence a wide range of internal and external stakeholders.
•Ability to work with minimal supervision;
•Stronger documentation and reporting skills
•Excellent communication and facilitation skills;
•Ability to work as part of field team and successfully join up work with partner staffs;
•Good spoken Acholi, Madi,Arabic or Swahili will be an added advantage
•Stronger knowledge and experience of working in humanitarian emergencies and specifically Kiryandongo is an added advantage
•Ability and willingness to ride a Motor Cycle with a valid riding permit is a MUST.
