JOB TITLE:Manager, Compliance, Quality, and Grants

REPORTS TO:Executive Director

EMPLOYMENT STATUS:Exempt

TIME COMMITMENT:Full-time

STARTING SALARY:$3640-$3987per month

Position Summary

The Manager of Compliance, Quality, and Grantsoversees all aspects of agency quality improvement and accreditation processes, as well as grant submission,agency regulatory compliance and quality control. Additionally this Managerensures that agency maintenance of data in the Homeless Management Information System (HMIS) meets or exceeds requirements. This Manager also designs/executes processes for internal auditing of systems.

The Manager oversees staffing, budget(s) and spending, along with planning for this aspect of Administration.

Supervisorial Responsibilities:Staff 2-5; Volunteers as needed

Budgets Administered:$500,000-750,000

Essential Functions

1.Manage and lead the agency’s accreditation process, subsequent maintenance of standards of excellence and future re-accreditation processes. Lead the performance and quality improvement process for the agency.

2.With executive and program leadership, along with the grant writer, strategize grant submissions, and oversee the application, compliance, and reporting processes.

3.Design and perform internal audits on grant spending and agency processes/procedures to ensure full agency compliance with local, state and federal regulations, as well as with internal written policies and procedures. Manage the completion of all HPRP contracts.

4.Oversee agency’s compliance with all HMIS data requirements.

5.Manage and direct employees and volunteers, ensuring employee management meets agency minimum requirements for job evaluation, problem solving, and employee discipline. Ensure employee training is accessed as required by funding sources and accreditation standards.

6.Develop and manage all assigned budgets including monthly review of revenue and expense activity within agency parameters. Ensure grant funding requirements are managed. Make on-going recommendations for improvements in efficient operations and reductions in expenditures where possible.

7.Implement policies and procedures in line with accreditation standards. Implement performance and quality improvement process in compliance with agency’s process. Ensure that all employees in department or program understand these and work accordingly.

8.Conduct routine staff meetings and training sessions, and document meeting results in order to ensure program’s ongoing development and improvement of client services, etc.

9.Develop and manage a comprehensive outreach/ working relationship with all stakeholders, elected officials and staff, commercial and private community activists, and clients. Represent agency in public and private forums on the subjects of the services within the Manager’s control.

10.Work closely with all agency managers and other employees, ensuring a good working relationship with other departments.

11.Complete reports and statistical analysis of activities as required. Assist with compliance with grant and funders’ requests for data and reporting.

Education, Experience & Skills Required

  1. Bachelor’s degree in related field highly desirable.
  1. Management experience in non-profit agency highly desirable.
  1. Demonstrated ability to develop and manage complex program budgets as well as intricate grants/contracts.
  1. Strong written and verbal communication skills.
  1. Cooperative, friendly, and helpful attitude with clients and co-workers. Ability to work closely with other employees to ensure positive, constructive environment within the program or department, and throughout the agency.
  1. Ability to thrive in a flexible, fast-paced and growth-oriented environment, while maintaining a sense of humor and a positive, solution-oriented approach.
  1. Passion and enthusiasm for the mission of CCDSR and its clients.

8. Ability to work independently and in a team setting.

9. Valid California Driver's license and proof of insurance.

Physical Requirements

1.Requires ability to sit up to 6-8 hours per day with intermittent occasional walking, standing, bending, and squatting.

2.Occasionally may be required to lift items up to 25 pounds to a height up to 3 feet.

3.Occasionally may be required to carry items up to 10 pounds for distances up to 500 feet and up to 25 pounds for distances up to 20 feet.
