Scott Wise - Director, Asset Wise (Social Housing) Limited

Scott has recently established a consultancy and interim management service specialising in Asset Management

Strategy including Investment Planning, Return on Investment and Asset Risk and Compliance Management. Having over 20 years’ experience managing housing conditions and data across all sectors, Scott most recently worked for at Places for People as Head of Asset Management Strategy and is currently supporting the Bron Afon Community Housing Asset Management team in South Wales via his consultancy service.

John Rippon

John is a VAT Senior Manager at KPMG and leads KPMG’s social housing VAT team. John has worked for KPMG since 2001, specialising in social housing since 2007. John works with organisations from the country’s biggest social housing groups to small local organisations. In recent years John has advised on the successful implementation of multiple repairs joint ventures and cost sharing groups.

Phillip Williams

With a purchasing background in leading FMCG companies, Phillip has worked with the public sector since 2003. Phil’s experience has been diverse, including working as a contract manager for Procurement for Housing where Phil was responsible for establishing high profile capital works materials frameworks. Phil has also worked for a major national plumbing and heating merchant servicing the public sector and in varied positions in consultancies working with local authorities and housing providers.

Key specialisms include repairs & maintenance materials procurement, consortium working, EU procurement legislation and eProcurement systems. Phil has successfully project managed the mobilisation of a number of materials supply chain stores contracts. Phil has also assisted clients in developing streamlined procurement systems and processes, including transactional controls, new supplier processes, purchase ordering and risk management systems.

Andy Ballard

Andy is a qualified solicitor and for 30 years has provided advice and support to most of the major housing providers in the Midlands on matters of Strategy, Governance, Assets , People matters and Policy before setting up Andy Ballard Housing Solutions Ltd.

Recommendations in both major legal directories as a leader in his field in respect of advice to housing providers. Andy brings a wealth of experience and is able to provide practical solutions in a cost effective way.

Andy was named as one of the UK’s “Hot 100” lawyers on 2009 by the Lawyer magazine.

Andy is currently Chair to Herefordshire Housing, a stock transfer organisation.

Mark Robinson

Mark Robinson is a Managing Associate in the Projects and Construction Team of Trowers & Hamlins LLP. Mark has over 20 yearsexperience in relation to construction projects, with an emphasis on procurement options and strategies and construction documents for clients in a wide range of sectors including – housing, health, retail, sports and leisure, energy, rail transport, industrial and process engineering and commercial property. Mark's clients include housing associations, local authorities, NHS Trusts, banks, sports governing bodies, retailers, commercial property developers, contractors and consultants. Mark is familiar with the standard form documents used on construction projects including NEC 3, PPC 2000 and TPC 2005, JCT and the ICE suite as well as most forms of consultant appointments. Typically, Mark will draft, negotiate and settle the documents required for a constructionproject, whether bespoke or based on standard trade documents. Mark assists clients in the conduct of tender exercises and has considerable experience in public sector procurement arrangements conducted under the Public Contracts Regulations 2006 and regularly advises local authorities and other organisations bound by the Regulations on the conduct of such procurement exercises, the strategies to be pursued and necessary documentation. Mark regularly runs in-house training courses for clients on the public procurement regime and speaks regularly at NHMF and other housing trade association events on the application of the Public Procurement Regulations to housing providers.

Phil Longhorn

Phil is a Human Resources consultant with a difference. He specialises in helping in the Social Housing sector organisations with “people” related issues and has worked nationwide for varying sized organisations notably including Genesis Housing Group and more recently Midland Heart
