10. Procedure of designing stowage and fastening plans (SFP) for other cargo than those described in these rules

10.1. SFP shall be designed for cargo which stowage and fastening modes are not described in these rules.SFP is designed by the consignor.

An SFP project must contain a descriptive part, calculations and explanations.

The descriptive part of an SFP has to indicate to:

the character of the cargo (trade name, mass, nominal size, etc.);

procedure of transportation of goods;

rolling stock data (type and model if necessary) and the appropriate requirements set;

cargo stowage procedure;

description of cargo fastening methods, showing all fasteners and their placing in relation to the cargo and the wagon;

plan(plans) of cargo stowage and fastening (hereinafter plan).

Calculations and explanations must include calculation statement of the cargo stowage and fastening method, choice of fasteners and their number.The calculations shall be performed in accordance with the requirements of these rules.

The consignor shall approve the SFP project and submit it to the Railway for inspection, coordination and approval according to the procedure rules laid down in internal rules and procedures.

According to the SFPs, goods are loaded into wagons in appointed railway stations; the targeted railroad shall be a 1520 mm railway line.

10.2. Completion of cargo stowage and fastening plans (SFP) shall be in accordance with internal rules and procedures of the station of departure.

10.3. As for wagon loading, the consignor is responsible for complying with the stowage and fastening rules and conditions, including the number of fasteners, their size and quality, as well as for supervision of loading gauge.

The consignor shall sign the SMGS-tracking form in order to confirm the compatibility with stowage and fastening conditions, concerning open rolling stock and covered wagons.

-as for goods included in the list of these rules, concerning stowage and fastening methods in column 11 – after the trade name of the cargo – “Cargo stowage/fastening according to Ch ____ cl _____of Annex 14 to SMGS” (with reference to the appropriate chapter and clause) and as for goods included in the Chapter 5 of these rules – “Cargo stowage/fastening according to Ch 5 of Annex 14 to SMGS, draft No ____ date ____”. In addition, as for goods included in the Chapter 5 of these rules, in column 93 – “Fasteners used: ______(reference to the name and number of fasteners, as well as wire diameter, number of fibres and dimensions of beams)”;

-as for goods included in the list of SFP, concerning stowage and fastening methods in column 93 - “Cargo stowage/fastening according to SFP No ____ date _____”. Fasteners used: ______(reference to the name and number of fasteners, as well as wire diameter, number of fibres and dimensions of beams)”;

-as for oversized and overtonnaged goods in column 11 – “Cargo stowage/fastening according to drawing No____ date____ ”.

The consignor or his/her authorised representative, who is responsible for cargo stowage and fastening into wagons (who instructed the stowage/fastening process) confirms the note on SMGS-tracking form with his/her signature with the reference to his/her position and family name.

The Railway carries out external inspection of the on loaded cargo to check that the consignor has followed the open rolling stock stowage and fastening rules and conditions.
