2014 George I. Lythcott Award

Black Commissioned Officers Advisory Group

The George I. Lythcott Award was established by the Black Commissioned Officers Advisory Group (BCOAG) in 1996. This award is to recognize a junior officer who demonstrated a genuine sense of public service and leadership initiative, and whose contributions helped to protect, promote, and advance the health and safety of our Nation.

RADM George I. Lythcott, M.D. (1918-1995) was a former Assistant Commissioner of Health in New York City. As Assistant Commissioner of Health, RADM Lythcott was in charge of the Health Department’s Bureau of Schoolchildren’s and Adolescent Health. RADM Lythcott was appointed as the Assistant Surgeon General in 1977 by President Jimmy Carter and administrator of the Health Services Administration in the Department of Health and Human Services (HHS). RADM Lythcott was an exceptional public servant who in the 1960s helped West African countries eradicate smallpox and measles.

Public Health Service (PHS) officers (Grades O-2, O-3, or O-4) with a minimum of three (3) years of service in the Corps are eligible for this award. Self-nominations are accepted. Current BCOAG voting members are ineligible for this award as per the BCOAG Bylaws.

Nominations are encouraged from all agencies (HHS and non-HHS) and shall describe how the candidate has met one or more of the following criteria:

·  Sustained high quality work performance that significantly contributed to a program and/or agency objective.

·  Demonstrated outstanding leadership initiative and/or the application of unique skills and creativity to meet a program and/or agency objective.

·  Demonstrated overall work performance or contribution to a single activity supporting the mission of PHS.

·  Participated in activities within or outside of PHS to improve the health status of minorities and/or underserved populations.

The nomination packet should be submitted electronically to CDR Tarsha Cavanaugh at no later than April 7, 2014. We strongly encourage submission of one document that includes the following:

o  The narrative should clearly describe how the officer meets the criteria for this award.

o  If applicable, include background to provide perspective on the issue, describe how the officer resolved the issue and the overall impact of the officer’s contributions.

o  Times New Roman, 12-point font, 2-pages maximum.

·  Nominee’s Curriculum Vitae

·  Proof of Basic Readiness: Print page indicating status from Direct Access.

·  Nominations must be endorsed by an Agency/Operating Division/Program Official, preferably the nominee’s immediate supervisor.
