DEAC Meeting Minutes - Nov. 30, 2016

Dr. Howard reviewed a packet with DEAC (School Improvement Panel: Data, Decisions and Direction) referring members to ScIP composition. Members went around the table and discussed the composition of the teams at school (Lincoln, Heywood and RPCS were noted).

Dr. Howard specifically reviewed the role and responsibility of ScIP. Members were queried on whether or not they have attended a ScIP meeting. Dr. Howard noted the importance of the review of mentor logs; showing what they met with the teacher about and professional development that may be suggested. There should also be a review of what professional development is needed for the entire building.

Dr. Russo advised on mentoring. This year, mentors and mentees want to meet together. First 15 minutes they meet together, then they are divided into two groups: Russo - mentor and Moses - mentees. Book study completed with Dr. Russo and mentor. Email sent to principals if mentors do not attend; missed assignments will be sent to them. Dr. Russo noted that she was told a possible grievance may occur because mentors believe they should be paid $35/hour. However, she noted the requirement and that mentors agreed to the payment noted; she will await any further concerns from the OEA.

Dr. Russo notes that all mentors need to use the state template for the mentor log.

Teachers that are on the ScIP, confidentiality must be maintained; in reference to CAPs, they should only know how many exist not for whom they exist. Also, there should be no discussion of teacher observations.

Dr. Howard reminds all members that they must visit a ScIP at least twice for the year. Mrs. Harper asked if all schools were assigned; a number of members asked for a list to remind all of the schools designated for each member.

SCiP is supposed to look at the evaluation tree. For example, if teachers seem to need assistance with planning, it can determine additional training needs.

Dr. Russo reviews the requirements for observations for tenure, non-tenure and CAPs. She discussed that paraprofessionals need to be added and she is awaiting lists from principals so they can be added.

OASYS have not assigned weights so an evaluation score can not be determined at this time. Mrs. Smiley asked if everyone is aware of the memo she sent out for all to remind of timeframes for the completion of observations. All non-tenured teachers must have at least one by Dec. 5th.

If a non-tenured teacher received an ineffective or partially effective in 2015 and on medical in 2016 without a summative, all information reverts back to 2015 which is the last year a summative was completed. SGPs are scheduled to be released next week.

Mrs. Smiley informs committee that once they come out they are reviewed with the principals and it is determined if their summative scores would change. If the SGP puts you down once added, it may require a CAP.

Dr. Russo stated she can send out information again to principals to remind them of the requirements for those who are on medical leave or late hires. There must be at least 9 weeks of instruction.

Principals, at times, are not releasing mentors to observe mentees; in some cases, mentors didn’t ask. Dr. Russo has been working with Principals to ensure this time is provided.
