PROJECT INFORMATION

The projects generally consist of energy saving performance contracting including energy improvement modifications to building exteriors, plumbing fixtures and equipment, lighting and lighting controls, HVAC systems, building automation systems, vending machines and other energy using equipment and systems.

An Energy Service Company (ESCO) under separate contract is responsible for providing an investment grade audit, energy assessment report and energy improvement modifications.

Individual project values range from $500,000 to $3,000,000. Projects will be submitted by ESCO’s from October 2012 through 2013. Project sites include UW Marshfield, UW Sheboygan, UW Barron County and others.

ENGINEERING SERVICES

Engineering services include review and analysis of the proposed scope of work, energy savings calculations, energy modeling, construction costs, payback calculations, and measurement and verification plan contained in the energy assessment report provided by the ESCO. The review and analysis are to include feasibility of scope, evaluation of projected savings and paybacks, confirmation that energy savings calculation parameters are comparable to accepted industry standards and evaluation of construction cost.

Provide written comments (in electronic Word document format) recording the outcome of the engineering review, analysis and evaluation. Include recommendations for revisions to the energy assessment report as well as and acceptance. The duration of the initial review, analysis and evaluation will be no more than two weeks. The comments will be reviewed by DFD and the ESCO and responded to by the ESCO. Provide follow up review, analysis and evaluation of ESCO comments and energy assessment report changes which result from the engineering review. The duration for this follow up activity will be no more than one week. Participate in review meetings with DFD and the ESCO.

LETTER OF INTEREST

Identify staff that will provide engineering services along with a description of their qualifications, relevant training and relevant project experience. Well qualified firms will have experience in energy conservation projects, energy savings calculations and analysis, energy modeling, payback calculation and analysis and construction cost estimating.

Firms which currently providing performance contract engineering services for ESCO’s will not be considered due to potential conflicts of interest.
