BACKGROUND:
The 2005-2006 adopted budget represented the best estimates in both income and expenditures. As the year progresses we find some accounts with surplus funds and some under-budgeted. This agenda item provides the authorization to accomplish the needed transfers.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended the Board of Trustees approves the transfers of appropriations.

The third quarterly financial status report, CCFS 311Q, and the District/Auxiliary financial reports for the 2005-2006 fiscal year are attached.
BACKGROUND:
Due to the financial condition of several community college districts, the State Legislature in 1986 enacted Education Code section 84043 which mandates a quarterly review of each community college district based upon criteria established by the Chancellor’s Office. Furthermore it requires that the District governing board review the report at a regular meeting and enter the report into the minutes. The report must then be filed with the County Superintendent of Schools and the State Chancellor’s Office for their review.
At the September 2000 Board of Trustees meeting, it was requested that the District and auxiliary financial reports be presented for approval on a quarterly basis to keep the Board informed of the fiscal conditions and any circumstances requiring their attention. The 2005-2006 third quarter reports are attached for approval.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended the Board of Trustees of the Mt. San Jacinto Community College District hereby receives this quarterly report of the financial condition of the District and in accordance with Education Code section 84043, orders the report filed with the County Superintendent of Schools and the state Chancellor’s Office.
BUDGET IMPLICATIONS:
At this time the vice president of business services acting as chief fiscal officer hereby makes the declaration that the District did not have significant fiscal problems for the third quarter of fiscal year 2005-2006. Financial statements reflect unaudited, year-end balances.

Encumbrance of Funds for the Following Fiscal Year / Date:

Authorization to encumber funds for the following fiscal year is attached.
BACKGROUND:
Mt. San Jacinto Community College District issues purchase orders against funds that have been approved and allocated to line item budgets. In order to improve efficiency and timeliness in providing for services that are required immediately after June 30, 2006, it is necessary to issue purchase orders in the current year against funds to be authorized for the next fiscal year. Once the encumbrances are approved the District will institute appropriate internal controls to ensure that funds will be budgeted in 2006-2007 and that the encumbrances are monitored until they are closed. Examples of these purchase orders are transportation for field trips, re-conditioning of athletic equipment, and required subscriptions.
The Riverside County Office of Education (RCOE) has the current functionality to allow Districts to encumber funds for the following year. However, because of its concern about the legality of encumbering funds prior to the approval of an adopted budget by the Board, RCOE will only allow the District to encumber funds in the following fiscal year if the Board adopts the attached resolution.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended that the Board of Trustees authorize the District to issue purchase orders in 2005-2006 against funds that will be budgeted in 2006-2007.

BACKGROUND:
A claim has been filed against the district dated April 24, 2006. The District’s insurance administrator recommends routine denial of all claims with subsequent processing by a claims adjuster.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended that the Board of Trustees denies the claim and refers the matter to the District’s insurance administrator for resolution.
BUDGET IMPLICATIONS:
The denial of the claim, by itself, has no fiscal impact upon the District.

The resolution for expenditure of excess funds is attached.
BACKGROUND:
The District has been advised it will receive additional revenues for the general fund unrestricted in the amount of $9,900 for the City of Temecula contract. The general fund restricted will receive $4,500 for the Credit Matriculation award program, $2,035 for the CARE award program, $4,626 for the EOPS award program, $6,071 for the Click It or Ticket grant, and $4,730 for the Child Development Division award program.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATIONS:
Whereas, the governing Board of the Mt. San Jacinto Community College District has determined that income in the amount of $31,862 is assured to said District in excess of amounts previously budgeted, and
Whereas, the governing Board of the Mt. San Jacinto Community College District can show just cause for the expenditure of such excess funds,
It is recommended that such excess of funds be appropriated according to the schedule on the attached page.
BUDGET IMPLICATIONS:
The adoption of this resolution will increase the general fund unrestricted (fund 11) by $9,900, the general fund restricted (fund 12) by $17,232, and the child care centers (fund 33) by $4,730. A budget for the above programs will be filed with the Riverside County Office of Education and administered according to the state Budget and Accounting Manual, the Education Code, and Board Policy.
